Q2: If the government elects to utilize a new shaft will the following actions be the subject of a change order:

• Uncrate new shaft

• Place shaft in lathe and do a complete second inspection (first done on original shaft) as detailed in paragraphs 3.15 - 3.17

• Crate old shaft in shipping container

A2: WI: 7 Propulsion Shafting; Remove, Inspect, and Reinstall. Submit CR if the government elects to utilize a new shaft to cover cost in paragraphs 3.15 - 3.17.

A3: Any water scale cleaner would be acceptable. It should be approved by EPA and in according to Tech Standard 254 and 256.

Q4: Paragraph 3.3 - Please clarify what pressure to hydrostatic test the piping at.

A4: 1.5 system pressure or 50 psi.

Q5: In paragraph 1.1 it states that the contractor is to flush the heat exchangers. Please clarify if it is your intention to have the heat exchangers flushed. If so, please clarify what the standard is in which they should be flushed.

A5: Heat ex. are covered on the other Spec.

Q6: Paragraph 3.2.1 - This paragraph directs contractor to remove all foreign debris and marine growth from the piping and heat exchangers using clean fresh water.

It has been this sub-contractor’s experience that fresh water will only remove the loose debris, not tightly adhered sea life and growth. This loose debris will be readily flushed away, and continuing to flush the piping will not increase cleanliness.

It should also be noted that the debris will more than likely deposit debris into the heat exchangers. For bidding purposes, please advise the expected duration of the flush using fresh water. If the fresh water rinse does not satisfy the inspection, will additional cleaning be the subject of a constructive change?

A6: The final acceptance of cleaning are rested on the CG Inspectors.

Q7: 3.8 states to "renew all bolting hardware". Please confirm that the contractor may not reuse any hardware, regardless of its condition. In addition, please clarify material specification. Past specifications suggest that the contractor should provide a budget of 10% for defective or missing hardware.

A7: Renew all bolting hardware and validate materials with ship check prior to purchasing any materials.

The Contractor shall verify required valve list against referenced drawings and by ship check prior to purchasing any materials. If the actual required valve list differs from what is listed in this work item, submit a CFR.

3.5.4 Reassembly. Reassemble the valve using new hardware and software (packing, O-rings, gaskets, seal rings, non-metallic seats, pins, washers, inserts, etc.).

Q8: 3.8 states to "renew all bolting hardware". Please confirm that the contractor may not reuse any hardware, regardless of its condition. In addition, please clarify material specification. Past specifications suggest that the contractor should provide a budget of 10% for defective or missing hardware.

A8: Contractor shall renew all bolting hardware.

Q9: Paragraph 1.1 - Please “describe the requirements for the Contractor to clean the Chill Water and Sea Water Systems.” Note that the specification does not address this.

A9: Other Specs in this package are covering these.

Q10: Paragraph 3.4 - Is the contractor to submit a proposal for flushing the system to the COR for review, and upon approval, price the flush?

A10: Price should be submitted in advent; any change should be in the form of Change Orders.

Q11: Paragraph 3.11 - What would the test pressure be, or alternatively, what is the operational pressure?

A11: See others

Q12: The Turret is lumped with the boom assembly for disassembly and inspection. Is this a mistake? Please specify what part of the turret would be disassembled. Other aspects of Table 1 discuss inspection and lubrication of rotating components of the crane/turret assembly.

A12: Do not disassemble turret; need to inspect turret and submit CFR.

Q13: Paragraph 3.4 discusses cleaning the “….Sea Water System as shown on drawings…. and 225B-WLB 256-4”. Work Item 15 describes the job of cleaning the Sea Water Piping System. Please clarify the extents of work item 62. Is it strictly that system associated with the distribution of cooled or heated water for the HVAC system? If not, please establish boundaries.

A13: Price Work Item 15, Sea Water Piping System cleaning independently of Work Item 62, Sea Water Piping System Cleaning.

Q14: Both work items reference drawing s225B-WLB-256-001 and 532-001. Both drawings have a general note that states: “This system shall be cleaned before testing in accordance with section 505 of the ship’s specifications and reference 3.” Reference 3 is MMC FLUSHING PROCEDURES 523-502-2.
