AIR TRAFFIC CONTROLLER TOWER SERVICES

1. Question: In Section 7.2.1 – “The Tower Manger must possess a college associates degree, or equivalent.” What is the “equivalent” to a college associates degree?
Response: The Tower Manager must possess a college associates degree related to management, or 21 hours of ATC management and training. See Amendment 0002
2. Question: It is our understanding that there is a union presence at USCG Air Station Elizabeth City, NC. Could you please provide a CBA for review? It is important to our proposal that we are able to review the CBA so we can respond appropriately.
Response: A Collective Bargaining Agreement (CBA) was negotiated and signed between the predecessor contractor and the Professional Air Traffic Controllers Organization (PATCO). However, the agreement was not received by the Agency within the timeframe required by the Federal Acquisition Regulation to become incorporated into the previous contract. Since, the CBA has not been incorporated into the predecessor contract; it is not incorporated into the instant solicitation. Therefore, the DOL Wage Determination has been made a part of this solicitation. Offerors are cautioned to consider the impact of the agreement has on their proposal, although it is not incorporated into this solicitation.
3. Question: On page 48 of the solicitation states (paraphrasing Sub-Factor #1), “…three years or more of ongoing corporate experience in providing/performing air traffic services . . .” which is interpreted as “ATC experience is mandatory”. But, on page 49 of the solicitation, it states (paraphrasing Sub-Factor #2), “…at least three contracts, ongoing or complete within the last three years for like or similar services …” which may be interpreted as “ATC experience is not mandatory”. Is experience in ATC mandatory?
Response: See Page 42 of 64 in the solicitation.
4. Question: The RFP and all documents contain within as posted on FedBizOps indicate that is solicitation is a Service Contract Act (SCA) Contract.
a) What Union is this being referenced in this question?
b) Is this a SCA or CBA Contract?
c) If this is a represented workforce will the Government please Post the CBA to all perspective offerors?

6. Question: In the instructions to Offerors, (6) Prices and any discount terms states that the labor breakdown must be submitted via email to the Contract Specialist.
Besides the electronic version, is a hard version required with the submission of the proposal, one original and two copies? Please clarify.
