AMENDMENT NO. : 0002

REQUEST FOR INFORMATION (RFI) #1 & 2
1) The plans show only the corridor ceilings being demolished and new grid and tile being replaced in these areas only. There are new diffusers in every room; therefore we would need to remove some tile and maybe grid in each room in order to install the new duct.
2) Every room has an existing 2’ x 2’ diffuser being removed and new slot diffusers to be installed. The new linear diffusers will not fit the openings left from the diffuser removal. Some ceiling modifications including but not limited to new tile and grid will be required in each room.
RESPONSE TO: Question#1 and #2 As per Specification Section 01 11 00 "General Requirements" par 1.1.1 Administration Building:
The work shall include, but shall not necessarily be limited to, the removal of the ceiling and its components at hallways, the removal and replacement of existing air conditioning systems including air handling units, condensing units, associated piping, controls, and ductwork.
Ceiling grid system shall be removed at hallways as specified in the sheet A-2. "General Notes" note #8. Where removals leaves holes and damages surfaces exposed in the finish work patch and repairs these holes and damages surfaces to match adjacent surfaces. Ceiling grid and tiles will have to be modified to fit the new diffusers and to fill in any gaps to match the rest of the ceiling.
The removal and installation of the ductwork will have to be done through the hallways. After all the light fixtures and ceiling tiles and grids are removed from the hallways, there will be plenty of space to bring in and out materials to do the job.
REQUEST FOR INFORMATION (RFI) #3
3) The worst situation is the work in the attic space. The entire existing duct is installed above the trusses in the attic. Between the truss steel and finished ceilings are thousands of feet electrical conduits and every type of cabling imaginable. The Coast Guard has stressed that none of this gets damaged during the project work. A major portion of the existing duct is suspended from the roof rafters which make working from the corridors or rooms impossible. All work will have to be performed within the attic space. Unfortunately access is limited to a narrow folding staircase and narrow halls. To properly and safely do the required work we will have to set up scaffold beams across the trusses and use plywood to create a safe work platform in the attic space. There is no access to allow for 24’ or longer beams or plywood into the attic space. A large access opening to the attic must be made available in order to get a safety work platform installed and also allow for removal of the existing duct.
Without such access and necessary safety precautions it will be imprudent to bid the project.
RESPONSE TO: Question#3 As per sheet A-2 "General Notes" Notes #5 and #6.
It is not the intension of this project to remove and install all ductwork and equipment through the "narrow folding stair" which access the attic. That is why this contract has specified to remove and to bring all equipment and ductwork through the hallways. No matter which way equipment and ductwork is removed or installed, the cables still will be in the way. It is the contractor's responsibility to prepare adequate and safe conditions to accomplish the job without damaging any existing part of the building including cables.
REQUEST FOR INFORMATION (RFI) #4
6) Since the Administration Building is considered an occupied zone, would it be permissible to complete the work during off-hours when the building is not fully staffed with USCG personnel?
RESPONSE TO: Question#4 As per Specification Section 01 11 00 "General Requirements" par 1.19 Performance Time After work begins at the site, the Contractor shall work continuously during normal working hours and show daily progress until all work is complete. Normal working hours means between 7:00 am thru 5:00pm

REQUEST FOR INFORMATION (RFI) #5
5) What will be the extent of occupancy of the Administration Building during the HVAC replacement? The HVAC ductwork will be replaced throughout the building and we would like to know if we will be able to work in all areas at once, or if we need work in phases. If a phased installation is required, would it be acceptable for us to complete work in half of the space then move to the remaining half so only half the building is considered a ‘work zone’?
RESPONSE TO: Question#5 As per Specification Section 01 11 00 "General Requirements" par 1.7 Work Coordination The buildings will be occupied and operational during the execution of this contract. The Contractor shall closely coordinate all work with the Contracting Officer's Technical Representative (COTR) in order to reduce to a minimum disturbance to personnel and operations. There are no phases for the above mentioned project.
REQUEST FOR INFORMATION (RFI) #6
4) The “Buy American” requirement adds manufacturing and delivery time to the HVAC equipment made in the USA. Also, construction time of ninety days for installation, start-up, test and balance is insufficient and needs to be increased. At least thirty to forty-five days should be added to allow for manufacturing, delivery and installation time.
RESPONSE TO: Question#6 As per Specification Section 01 11 00 "General Requirements" par 1.19 "Performance Time". The total contract performance period shall be 150 calendar days, which includes the time, needed to approve all material submittals. All on-site work shall be complete within 90 calendar days.
The specified equipments have a delivery time of 9 weeks (63 days). This time can be used for ordering the equipment and delivery. In those first 63 days demolition and installation of new ductwork and diffusers can be accomplished to be ready for the equipment to arrive.
REQUEST FOR INFORMATION (RFI) #7
7) The HVAC work will most likely require removal of ALL ceiling tile & grid in the Administration Building.
Would the Coast Guard desire the contractor to replace the entire ceiling in the building?
RESPONSE TO: Question#7 As per Specification Section 01 11 00 "General Requirements" par 1.1.1 Administration Building:
The work shall include, but shall not necessarily be limited to, the removal of the ceiling and its components at hallways, the removal and replacement of existing air conditioning systems including air handling units, condensing units, associated piping, controls, and ductwork.
Ceiling grid system shall be removed at hallways as specified in the sheet A-2.
