ELECTRONIC CHART PROVISION TO COAST GUARD STANDARD BOATS
Statement of Work
1.0 SCOPE: Coast Guard Boats require the use of up-to-date electronic charts for world-wide navigation that are compatible with the Furuno VX-1, VX-2, and NAVNET 3D Multi Function Displays. These Multi Function Displays are standard equipment on Coast Guard Standard Boats, which constitute the overwhelming majority of boats not assigned to cutters. This Statement of Work (SOW) specifies the requirements necessary for the content, update frequency, and distribution of electronic charts on Chart Cards compatible with the Furuno VX-1, VX-2, and NAVNET 3D Multi Function Navigation Displays. This is an IDIQ contract with a base year and four option years.
1.1 BACKGROUND: United States Coast Guard Standard Boats require updated electronic charts in ELECTRONIC for their areas of operation, which includes U.S., Canadian, Latin American, and Caribbean waters, as well as select other areas which may be anywhere around the globe. These Electronic Charts that are being procured under this SOW provide source data to Coast Guard owned Furuno VX-1, VX-2, and NAVNET 3D Multi Function Navigation Displays which are critical to the direct fulfillment of military and intelligence missions. Most electronic navigational charts for the U.S. waters are available from the National Oceanic and Atmospheric Administration (NOAA), National Geospatial Intelligence Agency (NGA) or the US Army Corps of Engineers (USACE). Charts for non-U.S. waters will need to be acquired from, or produced on the authority of, various International Hydrographic Offices. To support this requirement, the Coast Guard is seeking a contract for the distribution of updated charts for these geographic areas, delivered on Chart Card’s at set intervals and times, to USCG Standard Boats that are compatible for use with their aforementioned navigation systems. These charts shall be equivalent to the complete catalog of unclassified charts which are issued by hydrographic offices throughout the world. The Coast Guard’s goal is to ensure that USCG Standard Boats are provided with the most current and up-to-date electronic navigational charts available.
