Amendment 0002 Solicitation HSCG50-12-R-P43K12 – IDIQ for A-E Environmental Support Services State of Alaska
Date: 11 October 2012
A. ANSWERS TO PROPOSER QUESTIONS:
1. Amendment 0001: One inch margin: The new requirement says that there is now a standard margin of no less than 1-inch. Is that only for Section H or for all sections of the SF330 including resumes, projects, Part IIs, etc.? The standard forms that are downloadable from the government website are all less than 1-inch margins which means everyone would basically have to redo all of the government forms to customize them for this requirement and in the case of the Part II the only way to get all of the information to fit is to actually shrink the page.
Answer: We do not expect you to re-format any portion of the SF 330. The 1-inch margin would apply to any attachments your firm chooses to include as part of Section H.
2. Amendment 0001: One inch margin: The requirement for one inch margins is only for additional attachments to Section H such as 11x17s and not to Section H itself or any of the other parts of the SF330 standard form.
Answer: Correct.
3. Amendment 0001: Number of Resumes: Number of resumes 12 or 13 - the solicitation says that we can only have one resume per discipline. The solicitation shows 12 disciplines however number (6) water resources and land use planners are really two separate disciplines. Can we split these into two disciplines so that the total of resumes allowable is 13?
Answer: If you plan to provide two separate individuals for water resource and land use planners then yes, you may provide a resume for each. If you plan to put in one person for both roles who is qualified for both roles then one resume would suffice.
4. Section 3, Item 1 (Professional Qualifications). The 6th discipline listed is Water Resource and Land-Use Planner. Water resource planning and land use planning are different capabilities and it is not common to have one person with extensive experience in both. Additionally, in the answer to Question No. 3 (in Amendment No. 1), it discusses the types of activities that the water resource, land-use and real property planners will perform and generally categorizes the land-use and the real property master planners together as the activities those individuals will perform are more similar in nature than that of the water resource planner and the land-use planner.
So the question is, can the list of disciplines be revised to include a water resource planner (to replace the water resource and land-use planner) and a combination of a real property master planner and land-use planner (to replace the real property master planner)?
Answer: For the purposes of the evaluation we will not be changing the currently listed disciplines at this time.
All other terms and conditions remain unchanged.
