Amendment 1 To Phase 1 RFP – Design and Construct Station Cleveland
A: CHANGES TO THE SOLICIATION:
NONE - The date and time for Proposal Submission remains 14 June 2010, 2:00 PM.
B. CHANGES TO THE DESIGN BULD SPECIFICATION:
NONE
C. Responses to questions.
1. Question: We are in receipt of the RFPs listed above, and it is our understanding that PDFCLH shall replace PDFCH2. Is that correct?
Answer: Yes, that is correct.
2. Question: FedBizOps shows that this is a total Small Business Set-Aside, but page 4 of 8 of the RFP states: “Participation by small-disadvantaged, HUBZone, small woman-owned, small veteran-owned, and small service-disabled veteran-owned businesses is also encouraged.” It doesn’t state anywhere in the RFP documents that this is a set-aside.
Answer: This is a Small Business Set-Aside. All forms (i.e. HUBZone, woman-owened, veteran –owned) are encouraged to participate. Only the prime contractor must be a certified small business.
3. Question: On Page 4 of 8 of the RFP, it states: “The external cover of each Proposal (original and copies) shall clearly identify the Offeror’s name, clearly be labeled “Proposal for Phase One Solicitation, HSCG50-10-R-PFDCH2,” and clearly state the time and date for the receipt of Proposals.”
The RFP documents issued May 14, 2010 have HSCG50-10-R-PDFCLH as the RFP Number. Are we still to use PDFCH2 in our response?
Answer: Use HSCG50-10-R-PFDCLH in your response.
4. Question: What will the percent of self-performance be on this?
Answer: There will be a 15% self-performance requirement for the prime contractor.
5. Question: If our small business forms a partnering agreement with a large business with whom we have worked in the past, may we use their project experience to our team's credit?
Answer: Yes, you may use experience and past performance for other team members.
6. Question: Regarding Section 4.b.II (Tab 1. Past Performance) of the RFQ, are we to procure five Performance Questionnaires total to fulfill the requirements for this section or five Performance Questionnaires per team member (i.e. five for D/B Contractor, five for Architect, five for Structural Engineer)?
Answer: You are to provide a total of 5 past performance questionnaires for evaluation purposes. You may provide more than 5. You may use your discretion in selecting who you provide questionnaires for.
7. Question: The project description describes a 10% schematic. Will that be available for the Phase 1 teams?
Answer: No it will not. The purpose of Phase 1 is more focused on qualifications of firms.
8. Question: Will the evaluators be looking for the FF&E provider in Phase 1?
Answer: No, they will not.
9. Question: After reviewing the submission requirements, I noticed that Tabs 2, 3, and 4 are limited to only 20 pages. However, the requirements for Tab 3. Specialized Experience and Technical Competence appear to be asking for resumes and firm overviews. This section alone could easily exceed 20 pages.
Answer: Resumes are only required for key personnel. Firm overviews could be included under Section III – Other Data in your proposal.
10. Question: In the RFQ it indicates that we may send completed past performance questionnaires with our proposal (RFQ pg. 6 of 8) but in the form itself under instructions, it indicates that the client must send directly to you and that we the contractor will not see the completed questionnaire. Is either process acceptable?
Answer: Either process is acceptable. You may also use past performance questionnaires from previous projects received from other Government Agencies.
11. Question: The RFQ indicates that other performance questionnaires that are similar to the one included in this RFP may be submitted (see RFQ page 5 of 8). We recently (March, 2010) received completed Army Corps of Engineers evaluation forms from clients of one or more of our reference projects. May we submit their responses to that form rather than ask them to complete a new evaluation form?
Answer: Yes. We will consider past performance evaluations on completed projects or on those projects that are at least 50% complete.
12. Question: Were the 10% concept drawings done by USCG or an outside A/E firm? If not by USCG, who was the firm? Is that firm eligible to be on a design/build team?
Answer: They were done by a outside A/E firm under a IDIQ contract. The firm is ECH Architecture, Seattle WA. That firm is not eligible to be on the design/build team, they are under contract with this office to possibly assist with the evaluation and they will also be performing submittal reviews.
13. Question: Would it be OK for the interior designer to be certified by NCIDQ in lieu of ASID? In Ohio, NCIDQ certification is considered more professional/commercial than ASID.
Answer: Yes, that is acceptable.
14. Question: Will there be any requirements for Building Information Modeling (BIM) regarding construction documents, bidding, and construction?
Answer: No there will not.
15. Question: Regarding Interior Design Services, the RFP states: "The Contractor shall provide interior systems furniture plans, designed and coordinated with the building construction. An interior designer currently holding a Professional level membership in the America Society of Interior Designers shall select all interior systems and finishes."
Most interior designers we work with hold professional memberships in IIDA (International Interior Design Association) vs. ASID. Aside from the interior designer's education and past experience, will you consider IIDA Professional Membership acceptable for this solicitation?
Answer: Yes, that is acceptable.
16. Page 5 of the RFP states: “Past Performance Information: Offerors are to submit a complete list of their currently in progress and most recent contracts (within the past seven years) which are of similar size and complexity and representative of the Offerors’ capability and indicative of the Offerors’ ability to successfully perform this project. Offerors are directed to the Attachment(s) where they will find a referenced Past Performance Questionnaire and cover instructions.” It continues with PPQ information.
Question: Page 6 of the RFP includes an itemized list of requirements for each project. Is this information to be used for the projects that we will be using to submit PPQs, or the list of current and most recent contracts?
Answer: It should be used for the list of current and most recent contracts.
