M.1 Proposals shall be evaluated in accordance with the evaluation factors below. For this procurement, award shall be made to the responsible offeror submitting a technically acceptable proposal and offering the lowest price. Price shall be the deciding factor among technically acceptable proposals.

A. Initially offers shall be ranked according to price, including all optional items.

B. Next, the Government technical evaluation team shall evaluate, on a pass/fail basis, the technical proposals submitted by the lowest priced offerors against the following evaluation factors:

1) Experience:

i) To be considered technically acceptable, the Contractor and/or subcontractor(s) must satisfactorily demonstrate at least two (2) completed, relevant marine construction projects, each one (1) over $5,000,000.00 in the last five years and one of which took place in Alaska in the last five (5) years. with experience as described in Section L.18 (a) above. One of these two projects must demonstrate that the work was performed in Alaska.

ii) To be considered technically acceptable, the Contractor and/or subcontractor(s) must satisfactorily demonstrate marine construction project experience with the tasks as described in Section L.18 (2) (a) (ii) above.

2) Staffing:

i) To be considered technically acceptable, the Contractor and/or subcontractor(s) must satisfactorily demonstrate that the Site Superintendent has experience in this role for at least two (2) one (1) projects over $5,000,000.00 in the last five (5) years.

ii) To be considered technically acceptable, the Prime Contractor must satisfactorily demonstrate that they are capable of performing at least 50% of the work with their own forces. See Section I.1 FAR 52.236-1.

C. The contracting officer shall seek performance information on the lowest priced offerors (usually the lowest five to seven) based on:

1. The references/questionnaires provided by the offeror,

2. Data independently obtained from other Government and commercial sources.

The purpose of the past performance information is for the Government to assess the offeror’s ability to perform the effort described in this RFP, based on the offeror’s demonstrated present and past performance. This assessment will result in an overall pass/fail rating. Past performance regarding sub-contractors that will perform major or critical aspects of the requirement will also be rated as highly as past performance on the principal offeror. A Passing Past Performance rating is defined as successfully completing projects with a minimum of avoidable time and cost overruns.

D. If the lowest priced evaluated technically acceptable offer is judged to have a passing past performance rating, the evaluation process stops at that point. Award shall be made to that offeror without further consideration of any other offers.

E. Offerors are cautioned to submit sufficient information and in the format specified in Section L. Offerors may be asked to clarify certain aspects of their proposal. Communication conducted to resolve minor or clerical errors will not constitute discussions and the Contracting Officer reserves the right to award a contract without the opportunity for proposal revision.

F. Unrealistically low prices will be considered during the evaluation process and may result in either the proposal being considered unacceptable or a verification of the proposal price.

G. The Government intends to award a contract without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in the best interest of the Government.
