HSCG38-17-R-800001
Responses to Questions
Answers provided 27 February 2017
This document provides United States Coast Guard (USCG) responses for questions that have been asked regarding solicitation HSCG38-17-R-800001. Question numbers are provided simply as a reference and in no way infer a prioritization of the questions.
Number Question USCG Response 1 Would the government provide an anticipated start date to facilitate the recruiting and hiring of new and transiting staff?
The anticipated start date for the effort is August 6, 2017.
2 For what period should we provide pricing?
Provide pricing for a one (1) year base period and two (2) one (1) year option periods. Federal Acquisition Regulation (FAR) 52.217-8, Option to Extend Services is referenced in the solicitation. .
In considering the price of the base period and any option periods, the Government would consider that if FAR 52.217-8 is exercised, it would be on the exact same rates and terms, other than length of performance, as the base or option period being extended. The Government would determine whether the price, inclusive of all options (including the options available under FAR 52.217-8), is fair and reasonable.
See amended Terms and Conditions for changes.
3 If the Government is providing “…the facility, all equipment, tools….” with the noted exception of specific Personal Protective Equipment (PPE), is it not the government’s responsibility to ensure that OSHA and Environmental Standards are met in their own facilities…as provided?
Contractor program and project safety shall be required through compliance with the provisions of each signed contract. Although contractors are primarily responsible for providing safe working conditions for their employees and ensuring compliance with OSHA regulations, the USCG has overall administrative responsibility for its facilities and is responsible to take reasonable steps to correct, or to require the correction of, hazards of which it could reasonably be expected to be aware.
