6.0 TECHNICAL REQUIREMENTS – OVERHAUL
6.1 Overhaul Requirements
6.1.1 Overhaul Procedures
The components identified in Schedule of Supplies/Services, shall be overhauled IAW applicable Air Force TOs.
6.1.2 USCG Overhaul Specific Requirements
a) After receipt of propeller assemblies, the Contractor shall notify the Contracting Officer, in writing, of any discrepancies noted in the “JR” dimension measurements taken versus those on the blades.
b) TO 3H1-18-3, 2.9.8.9, paragraph F, requires the overhaul/repair facility to “seal outboard edge with a fillet of PR1750B 1/2 between the boot seam and the spinner seal (approximately ½ inch wide)”. The Contractor shall also seal the inboard area as well to prevent fluid incursion and increase the bonding surface area.
c) In lieu of Blade Bushing Repair and Rework referenced in TO 3H1-18-3, 2.9.5.2, 100% replacement of Bushing Part Number 548942 is required.
d) Seals, front and rear, reference TO 3HA2-7-4, Figure 29, Items 18 and 62, Part Number CR535164-60 or 802316-1 shall be used exclusively for Item 18, and Part Number CR535163-60 or 802347-1 shall be used exclusively for Item 62.
e) Blade Assembly Replacement: If the Contractor determines that replacement blades are required for the overhaul of a Propeller Assembly, the Contractor will notify the Contracting Officer in writing. The USCG reserves the option to furnish the replacement propeller blades as Government Furnished Material (GFM). Replacement blades supplied by the USCG as GFM may be new or will require inspection and overhaul, as well as incorporation of Hamilton Sundstrand “SB134” Service Bulletin. Therefore, if GFM replacement blades require inspection, repair and/or overhaul and incorporation of the Service Bulletin there will be no change in the firm-fixed overhaul price for the Propeller Assembly (P/N 54H60-117) as blades are required to be repaired and/or overhauled as part of the Propeller Assembly overhaul process.
New condition replacement blades furnished as GFM will reduce the firm-fixed overhaul price of the Propeller Assembly by the Blade Assembly Overhaul Price established in CLIN 0011.
Should new condition replacement blades be provided as GFM the overhaul price for the applicable propeller assembly will be reduced accordingly via a contract modification.
If a Blade Assembly Replacement cannot be provided by the Government as GFM and the Government requests the Contractor replace the Blade Assembly, the Contractor will be entitled to a price adjustment at the firm-fixed price established in CLIN 0012. Blade Assembly Replacements will be authorized and funded via a contract modification. The Contractor shall not proceed with Blade Assembly Replacement without written authorization and the additional funding via a contract modification.
f) Barrel Assembly Replacement: If the Contractor determines that a barrel assembly is non-repairable per the specifications of the applicable Technical Orders, the Contractor shall notify the Contracting Officer in writing. The USCG reserves the right to furnish new barrel assemblies as GFM. If a Barrel Assembly Replacement cannot be provided by the Government and the Government requests the Contractor replace the Barrel Assembly the Contractor will be entitled to a price adjustment at the firm-fixed price established in CLIN 0013. In the absence of a GFM barrel assembly, the firm-fixed price specified in CLIN 0013 shall apply. Barrel Assembly Replacement will be authorized and funded via a contract modification. The Contractor shall not execute a Barrel Replacement on any Propeller Assembly without the written authorization from the Contracting Officer via a contract modification.
g) Propeller Assemblies received with Pitch Lock Regulator P/N 733895-1 requiring incorporation of Hamilton Sundstrand Service Bulletin (SB) 96: It is possible that a Propeller Assembly received for overhaul will have a Pitch Lock Regulator (P/N 733895-1) installed which will require removal and modification to P/N 767999-1 via incorporation of Hamilton Sundstrand Service Bulletin 96. If the Contractor discovers a Pitch Lock Regulator (P/N 733895-1) installed on a Propeller Assembly, the Contractor shall immediately provide written notice to the Contracting Officer and identify the applicable Propeller Assembly(s) serial number and CLIN. If the Government determines the Pitch Lock Regulator requires modification by the Contractor with incorporation of Hamilton Sundstrand Service Bulletin 96 the contract will be modified accordingly to provide authorization of the modification work and provide additional funds using the firm-fixed price established in CLIN 0014.
6.1.3 Inspection
The Contractor shall perform a visual inspection and correct deficiencies found for all components. This shall include replacement of missing or broken parts, and the removal of any foreign matter or corrosion.
6.2 Corrosion
6.2.1 Inspection
USCG aircraft operate primarily around salt water, at low altitude, and are therefore subject to corrosion. During inspection and functional test, the presence of corrosion in any item or part thereof shall constitute reason for a more thorough disassembly and inspection. Should corrosion be found, disassembly shall be made to the extent necessary to remove all corrosion or replace the part or parts affected. Corroded parts will be replaced except in those cases where removal of corrosion from a part will not impair efficiency or safe operation of the part.
6.2.2 Removal and Treatment
Corrosion removal and treatment of affected areas shall be accomplished in accordance with the technical order specifications or drawings, or shall meet the Contracting Officer’s approval when specifications do not exist or are not clear. The presence of corrosion that does not exceed the tolerance stated in the overhaul directives will NOT be considered as “Over & Above” and will NOT necessitate re-negotiation of the overhaul price.
6.2.3 Serviceable Parts
Overhaul pricing shall include all replacement parts. Parts that are considered “high cost” by the Contractor may need to be replaced and firm-fixed prices for overhaul should take into consideration this possibility. High cost replacement parts will NOT be considered as “Over & Above” and will not necessitate re-negotiation of the overhaul price. A list of 100% Replacement Parts is provided as Attachment 2. With the exception of parts listed on Attachment 2, parts of a component found to be in a serviceable condition as a result of inspection and functional testing shall be re-used. Parts replaced during overhaul shall be rendered unusable for their intended purpose and disposed of as scrap. Missing parts or parts found to be defective shall be replaced with new parts as described in 5.4.
6.3 Scrap Procedures
6.3.1 Non-repairable items
All non-repairable parts replaced during overhaul shall be disposed of as scrap and rendered unusable for its intended purpose.
6.3.2 Beyond Economic Repair (BER)
In the event an entire assembly is determined to be BER, the Contractor shall provide written notification to the Contracting Officer. The notification shall list the Contract Number, Line Item Number, National Stock Number, Part Number and Serial Number with a brief description supporting the determination. The Contracting Officer shall provide disposition instructions via a modification to the contract. When the Contracting Officer has made the determination that the assembly shall be scrapped, the part and the accompanying paperwork must be clearly marked BER and returned to the USCG ALC for proper disposal. Contract Line Item Numbers (CLIN) 0015 through 0024 will be activated by contract modification on a case-by-case basis. Teardown, Test and Evaluation (TT&E) Fee CLINs are in the event equipment is determined to be in a No Fault Found (NFF) or Beyond Economical Repair (BER) condition; if so, the Contractor shall be entitled to only the TT&E Fee once material is returned and accepted by the USCG.
6.4 Exclusions – Unusual Damage
6.4.1 General
Occasionally, components may be received in a condition outside the confines of the applicable technical directives; those components may be determined a candidate for Exclusion
- Unusual Damage. In order to be determined an Exclusion candidate, a component must be received for routine overhaul and upon evaluation any one of the following conditions are discovered:
· Obvious misuse
· Crash damage
· Cannibalization
· Acts of God
Only components meeting one or more of the above criteria may be considered as an Exclusion candidate.
6.4.2 Pricing Exclusions – Unusual Damage
Prices established in the Schedule of Supplies/Services for overhaul do not include components that have been cannibalized of repairable parts or that are severely damaged due to mishandling, crash damage or Acts of God. Because the Long Range Surveillance HC-130H aircraft operates primarily around salt water and at low altitudes, corrosion is to be anticipated and is considered normal for the aircraft. Corrosion does not constitute unusual damage.
If the Contractor considers a component to be a candidate for exclusion, the Contracting Officer shall be given written notification within 15 days of receipt of the component. This notification shall include:
· Identification of the reason for a pricing exclusion (such as mishandling)
· A price proposal that includes the number of labor hours, total labor costs using the labor rate established under CLIN 0025, and all materials needed to return the component to satisfactory condition that meets all applicable technical order specifications. The proposal shall not include the work involved in the teardown and inspection, which will have already occurred, as this is covered by the firm-fixed price specified in the schedule of requirements.
Within 30 calendar days, the Contracting Officer will either initiate negotiations for a firm-fixed price with the Contractor or deny authorization for the repair based on information in the report and any other information which may be available. Upon mutual agreement as to price and delivery, a contract modification will be issued to authorize and fund the additional work at the agreed upon terms.
If the additional work is not desired, the Contracting Officer will provide the Contractor with disposition instructions for the un-repaired item. In the event an item is returned to the USCG, the Contractor shall be entitled only to compensation for the Teardown and Evaluation Fee plus any applicable shipping charges for return of the component to ALC.
The delivery obligation will be specified in the contract modification and will apply only to those items specifically addressed by the modification. The Contractor is obligated to delivery of all other components not individually addressed by the modification under the original delivery date specified on the contract.
The Government will not be liable for any amount expended by the Contractor in excess of the applicable firm-fixed price reflected in the schedule unless prior written authorization has been given by the Contracting Officer.
7.0 DELIVERY SCHEDULE/OVERHAUL TURN-AROUND-TIME (TAT)
7.1 Delivery Schedule/Turn-Around-Time
Overhaul services will be requisitioned by issuance of individually funded fixed price task orders as the need arises and funding permits. Upon issuance of a funded task order, the Government’s desired Turn-Around-Time (TAT) for overhaul of material is 60 calendar days After Receipt of Material (ARM) at the Contractor’s facility. TAT is defined as beginning at the time of receipt of repairables and ending at the time of delivery to the address specified on individual task orders. In no case shall delivery exceed sixty (60) calendar days ARM unless otherwise provided for by a Task Order Modification signed by a Contracting Officer. Offerors shall provide a detailed process flow chart outlining the complete overhaul process including days required to complete each step including cold rolling, chrome or High Velocity Oxygen/Fuel (HVOF) plating process and Low Plasticity Burnishing (LPB) showing ability to meet the proposed delivery schedule, including subcontracting if utilized. The Contractor must be capable of meeting the 60 calendar day turn-around-time for a minimum of five (5) each Propeller Assemblies ARM at the Contractor’s facility. Earlier delivery is desired if there are no extra costs incurred by the Government. The Contractor may be required to ship equipment to a USCG field unit; Any such action will be assigned through a modification to the Task Order.
7.2 Accelerated Turn-Around-Time and Delivery
Only the Contracting Officer may request and authorize an accelerated turn-around-time and delivery to the U.S. Coast Guard Aviation Logistics Center, Receiving Department, 1664 Weeksville Rd., Elizabeth City, NC 27909. After receiving a written request from the Contracting Officer for an accelerated turn-around-time and delivery the Contractor shall provide a written response within two (2) business days advising if an accelerated turn-around-time and delivery can be accomplished and include any additional costs necessary for the accelerated performance. Accelerated performance will be authorized in writing via a contract modification. If the Contractor accelerates turn-around-time and delivery on its own initiative in order to meet the delivery schedule established in the contract the additional costs are not recoverable from the Government.
7.3 Aircraft on Ground (AOG) Requirements
An Aircraft on the Ground (AOG) situation necessitates a special schedule and requires accelerated overhaul completion and expedited delivery to the applicable USCG Air Station. In the event an AOG status occurs as a result of a lack of any of the components specified in the schedule, the Contractor will be notified by the Government in writing of the AOG situation and applicable U.S. Coast Guard Air Station and will be requested to provide a written response within twenty-four (24) hours of the request. The Contractor’s response shall provide 1) status of the component(s) needed to satisfy the AOG condition that includes what USCG items in-house for overhaul are closest to completion under normal working conditions and 2) an estimate of any labor hours needed to accelerate overhaul completion. The accelerated overhaul work will be authorized via a contract modification in conjunction with mutually agreed upon prices, delivery, and shipping cost reimbursement for next day delivery to the applicable USCG Air Station.
In the event of an AOG situation, the contract and applicable CLIN will be modified to reflect the USCG Air Stations delivery address and the applicable USCG Requisition Number. The Contractor shall be required to ensure the Requisition Number is included on shipping documents/delivery tickets so that the Material Receipt can be processed by the applicable USCG Air Station receiving personnel.
