Statement of Work (Modification)

Each unit shall be bench tested upon receipt. Should the evaluation reveal component defects, the contractor shall notify the contracting officer, in writing, with details supporting this determination and the repair cost. The Coast Guard reserves the right to negotiate a fixed repair price. A modification will be issued to fund the repair on a case-by-case basis.

Modification. EGIs, NSN: 6605-01-HS1-4577, P/N: 34201700-3M13, to be modified to NSN: 1680-01-HS1-9691, P/N: HG9869K1-001, components furnished hereunder and approved for modification shall be returned to the Government in an airworthy condition and in all respects suitable for installation in USCG aircraft. Components shall be modified in accordance with contractor’s standard procedures. Replacement parts found to be defective shall be replaced as specified in the OEM manuals or as otherwise authorized in writing by the Contracting Officer. Replacement parts shall be factory new.

Internal piece parts that are determined to be unusable shall be disposed of at the contractor's facility in accordance with OEM standard procedures for parts disposal.

The TAT for the eleven (11) units is as follows:

CLINs 1-9 – TAT 12 months ARO. These nine (9) units will be shipped upon award of contract.

CLIN 10 – TAT 10 ½ months ARO. This unit will be shipped based on the 6 week PDM induction schedule of HH60J aircraft, making this unit available for shipment.

CLIN 11 – TAT 8 months. This unit will be shipped based on the 6 week PDM induction schedule of HH60J aircraft, making this unit available for shipment.

In the event that a complete EGI assembly is determined to be "beyond economical repair" (BER), the contractor shall so notify the contracting officer, in writing, with details supporting this determination. A modification will be issued to provide disposition instructions for that component on a case-by-case basis. Costs associated with work up to the point of the BER determination must be submitted to the Contracting Officer and approval of said costs will be subject to negotiation.

ALC considers components Ready-for-Issue (RFI) and ready for installation upon acceptance. Components determined to be Non-RFI upon installation may be returned to the contractor for a no-cost evaluation with deficiencies described in a Quality Deficiency Report (QDR). Invoices will be submitted in accordance with each CLIN listed on the Purchase Order.

The contractor shall verify the SCHR and CRR for each component and ensure they correspond with the part number and serial number. All discrepancies shall be reported to the Contracting Officer prior to performance of work. The contractor shall complete the AVIONICS TRACKING SYSTEM REQUIREMENT (ATS): A metallic bar code label is attached to each component. This is used for USCG tracking purposes and shall remain unobstructed and attached to the component. The contractor shall provide a legible component tracking form for each item that is modified. Normally, any existing form in use by the contractor that tracks the item through the rework process is acceptable. The tracking form shall include: Part number, nomenclature, serial number and specific modification performed and materials. Replaced electronic components shall be identified by the electronic schematic component designation. In addition, the contractor shall review all manufacturer service bulletins, service information letters and equipment revisions for applicability against the modified component. The contractor shall indicate all that are applicable on the tracking form and indicate whether or not they have been installed on the component being modified. Upon completion of the modification effort, a legible copy of the tracking form shall be placed inside of the packing slip of the modified component.

The Coast Guard desires early deliveries therefore early shipments are encouraged as long as no additional costs are incurred by the Coast Guard. All requests for time extensions shall be in writing and shall include substantiation of the need for such time extension(s) in accordance with FAR 52.212-4 (f) excusable delays. If nonperformance is not covered by an excusable delay the contractor and the Contracting Officer shall negotiate the consideration for the approval of the extended delivery date at which time a modification to the task order will be issued to reflect the consideration and the extension.

Qualification/Certification Requirements. The contractor shall provide a Certificate of Conformance in accordance with FAR clause 52.246-16 with each shipment as a part of the shipping document. Honeywell standard verbiage is acceptable.
