Questions & Answers
Questions and Answers
The question and answer period described in Attachment IV in the supplement to provision
52.212-1 expired on Friday May 17, 2017. By that deadline no questions had been submitted.
Due to the large number of questions submitted after the deadline, the Contracting Officer has decided to provide answers to the questions submitted as of 6/12/2017 at 1430 hours. The following are all questions received and the answers to those questions:
Q1 Please provide the serial numbers on the generators and mains
A1 LONG ISLAND (1342)
MDE: 5MJ00012 (p) and 5MJ00030 (s)
SSDG: 83Z03831 (p) 83Z03901 (s)
ROANOKE ISLAND (1346)
MDE: 5MJ00016 (p) and 5MJ00001 (s)
SSDG: 83Z12518 (p) and 83Z03853 (s)
Q2 Work Item 65 of the specifications requires drydocking of the vessels. There are two vessels in the specification package. Are the cutters to be docked concurrently or may they be docked consecutively?
A2 The requirement states that the Critical Inspections must occur within the first 25% of the availability. It is the discretion of the Offeror as to whether the boats are dry docked concurrently or consecutively as long as the 25% requirement is achieved.
Q3 Work Item 35, Appendix A, Page 279 Para 3.6 (a)(b) calls for a dyno test and Work Item 39, Notes states that the MDE are being removed, overhauled, tested and reinstalled as part of separate items in this work package. For clarification purposes, are both the MDE’s and
Generators being removed from the vessel(s)?
A3 The note in work item 35 was an error and has been removed from the spec page 168.
Q4 Work Item 39, is the Tech Rep responsible required to perform Para 3.1.3 and 3.2 CIR before the MDE’s are removed?
A4 It is the discretion of the Offeror whether or not the MDE’s are removed. Since the USCG identified a known problem, the CIR is to report problems found that is preventing the MDE from operating correctly.
Q5 I could not find the period of performance for this project in my literature. Please advise.
A5 In attachment IV solicitation provisions, Page 8, evaluation paragraph (a)(3) it states that work shall start no later than September 1 and the availability shall be completed within the 10 week period of performance. We anticipate making award by August 1st to allow a 30 day period between award and the start of work. This makes the total overall period of performance from date of award through the end of the contract to be 14 weeks.
Q6 On work item 30 for the PM services on the main engines it is indicating the services requested are for 400,500,1000,2000,4000,5000,6000 and 7500 hour services. Cat recommends a top end overhaul at 5000 hours. Please confirm that the spec is indicating CG wants to do only
PM for the hours stated and skip the top end overhaul at 5000 hours.
A6 The spec language is accurate and the USCG requires the work that would be done at all of the following hour intervals: 400,500,1000,2000,4000,5000,6000 and 7500 hour services.
Q7 Please provide the serial numbers for the reduction gears.
A7 LONG ISLAND (1342)
R/G: 404 (p) and 405 (s)
ROANOKE ISLAND (1346)
R/G: 366 (p) and 403 (s)
Q8 It calls for a DYNO test (Appendix A, Page 279, Para 3.6(a)(b) which is performed with the
MDE's removed. So will the DYNO test be removed from specification?
A8 The requirement for a dyno-test on page 279 is specific to the SSDG. It is necessary since we are doing a complete overhaul. It is the discretion of the offeror as to whether or not the
SSDGs are removed.
Q9 Can the top antennas be temporarily removed to get under a bridge that has a height restriction of 45’?
A9 Based on the 45' height restriction it would require complete removal of the entire mast and not just a few antennas. In order to remove the mast it must be cut out. These vessels are now the property of the Costa Rica Coast Guard and removal of the mast is not in our work definition agreement with them. We cannot authorize removal of the mast without their permission. There is insufficient time to coordinate this with the Costa Rica Coast Guard prior to the close date of the solicitation.
Q10 Please provide spec R-310-0005
A10 see attached
Q11 Marine Gear Serial Numbers
A 11 See answers to Q1 and Q7
Q12 Kato generator name plate information or at the very least KW, engine rated speed and voltage.
A12 See table on page xii of Attachment I, specifically, Ship’s Service Generators under the
Machinery section.
Q13 Work item 3 paragraph 1.1 tells the contractor “This is an optional work item based on inspection that describes the requirements for the Contractor to renew 1/4" aluminum plating, up to 4, 10 or 25 square feet as designated by the COR.” Work items 4 thru 11 also have this statement. Attachment_II_Pricing_Schedule-1 provides only one line item for each work item.
Since the work items address various quantities of plate how is the contractor supposed to provide pricing for multiple quantities?
A13 Attachment II has been revised to allow for pricing of multiple quantities.
Q14 Work item 20 paragraph 3.1.4 states “The Contractor shall use Coast Guard Drawing 110B
WPB 555-001, TP 2006C, TP 3107A and TP 3107B for guidance during all work.” Will the
Coast Guard provide 110B WPB 555-001, and Technical Publications TP 2006C, TP 3107A and
TP 3107B?
A14 See Attached with the exception of TP 2006C as this document cannot be located and will be removed from the spec in section 3.1.4 of work item 20 on page 85.
Q15 Please provide TP 3327 referred to on Page 279, Paragraph 3.2 for the disassembly inspection for the SSDGs.
A15 TP 3327 cannot be located in our technical publication library. See attached document TP-
3220 section K which covers all Kato generator electrical information. The spec is revised to remove TP 3327 and replace with TP 3220 section K.
Q16 After further review of Appendix A, please confirm that the generators and motors WILL be removed from the Vessel?
A16 Work Item 35 is to perform a 10,000 hour overhaul of the SSDG. It is the discretion of the offeror as to whether or not they remove the generators and motors to perform the required work.
The Overhaul, Parts, Calibration and Testing requirements of Appendix A are applicable. The
Preservation, Packaging, and Marking sections are not applicable to this work item. See revision on page 149 section 3.3 of the spec.
