HSCG23-16-R-AHH005 QUESTION AND ANSWERS. VENDOR INFORMATION HAS BEEN REDACTED.
NUMBERPAGEREFERENCEQUESTIONUSCG ANSWERS
1Is this a new acqusition?This is a new acquisition.
2Will there be a site visit? The government will not provide a site visit prior to the proposal due to time constraints.
3Can Government please confirm the SCA-AWD and Revision?USCG considers this type of aircraft service to be commercial in nature and exempt from SCA (reference FAR 22.1003-4(d). USCG added FAR 52.222-53 to Attachment B Clauses.
4Is there any further information on staff density or historical data, etc? Can Government share any staff detail, which better allows industry to propose ie. operational data...phase events per year, OPS tempo, etc?The current government staff in place is enough to support eight (8) MH-65s which average about thirty two (32) scheduled phased maintenance events per year. The contractor will help augment the current workforce to support two (2) extra aircraft which will increase the workload by adding approximately eight (8) additional phased maintenance events per year. The unscheduled maintenance workload increase cannot be projected with certainty.
5Is there an incumbent population? If so, can you provide further detail on current and projected staff density? This is a new acquisition, therefore there is not an incumbent.
62PWS 5.2.1Can Government verify that ALSE maps to SCA AWD Labor Category Mechanic 1Reference the answer to #3 above.
72PWS 5.1Can Government verify the 8 day stand up time period? 30 days is SOP, we thought this might be a typo. If accurate, is there a reason for such an accelerated stand up and implementation? Follow on surges allow for 30 days as indicated in the PWS.The standup time period of eight (8) days is a mistake in the PWS. The government will require a thirty (30) day standup period and will make the appropriate correction in the PWS.
83PWS 5.1.2.1Can you please clarify further the PM role. It states “shall be one of Sr level FTE’s, with 10+ years of PM experience? Mech II does not meet this qual and is most senior Labor Category allowed. How does the “working PM” delineate and account for PM vs production responsibilities? The PWS states that the Project Manger is anticipated to be a senior level employee of the organization. The government's intent is to have this position full filled by a management member of the organization, not necessary one of the mechanics performing the work.
9Can the Government clarify POP commencement date and kick off meeting date? The Period of Performance (POP) commencement date is the same as the Award Date. The Kick Off meeting will occur within 7 business days after the Award Date.
106RFP Sec: 3To allow qualified companies the opportunity to compete, will the government consider a 30 day extension to the 14 March response date. The government does not plan to extend the response date.
