2. Proposal Instructions
Portions of the Offeror’s proposal may be incorporated by reference into any resultant contract at award. If discussions are conducted, specific areas to be incorporated will be identified. If discussions are not conducted and award is based upon the initial proposal, Contractors agree that the Government may reserve the right to incorporate specific areas of the proposal at the Government’s discretion.
Because the Government intends to award without discussions, the Offeror is responsible for providing its best submission on its initial offer.
These instructions prescribe the format of proposals and describe the approach to be used in the development and presentation of proposal information. Proposals must be prepared in accordance with these instructions, providing all required information in the format specified. Failure of a proposal to comply with these instructions may be grounds for exclusion of the proposal from further consideration.
No price data shall be included in any volume other than the Price Volume. No classified information shall be submitted as part of an Offeror’s proposal.
The Government will not pay any costs incurred by any Offeror in the preparation and submission of a proposal in response to this RFP.
3. Response Date
The proposal shall be submitted no later than (NLT) 1300 EST Monday, 14 March 2016.

While the technical proposal must not contain any reference to price, resource information (such as data concerning labor hours and categories, subcontracts, etc.) must be provided in Volume 1 so that the contractor’s understanding of the requirements may be evaluated.

C. SPECIFIC INSTRUCTIONS
1. VOLUME I
Volume I shall be broken out into two different sections 1) Technical/Management Factor and 2) Past Performance Factor.
The page limitation for Volume I is 15 pages. Cover pages, resumes, PPQs and table of contents are not included in the page limitation. Resumes shall be limited to two (2) pages each. Past Performance Questionnaires (PPQs) are located in Attachment D and are limited to one PPQ per past performance reference.
The Offeror shall provide a technical proposal that clearly describes the proposed methodology to successfully perform aviation maintenance tasks as specified in the PWS. The Offeror shall demonstrate its capability to provide a combination of services that meet or exceed the minimum requirements set forth in the PWS.
The Offeror shall demonstrate their ability to manage staff, prepare and deliver contract deliverables, communicate effectively and control quality. The Offeror shall clearly communicate their staffing methodology to perform the work described in the PWS. The Offeror must provide supporting rationale for the proposed recruitment and retention of qualified staff and demonstrate how the Offeror will retain staff during the performance period of the contract. The assessment will consider the qualifications of the individuals proposed through resume review.
Offerors are not allowed to deviate from the labor categories identified in this solicitation. The Government has estimated a requirement for approximately 96,000 hours for the base and all option years as a baseline for whether the overall proposed effort is reasonable. Any proposal for less than the estimated 96,000 hours will be considered unacceptable and will not be eligible for award. Workload assumptions which exceed the estimated required hours should be explained so these may be taken into account in evaluation.
Resumes:
The Offeror shall include with the response, resumes for the proposed Project Manager, Alternate Project Manager, Aircraft Mechanic I, Aircraft Mechanic II, and Aviation Life Support Equipment (ALSE) Inspector/Maintainer labor categories. Resume descriptions shall address items such as individual’s background, work experience and accomplishments. All resumes submitted shall meet at least the minimum qualifications identified in Attachment A.
Past Performance:
The Offeror shall demonstrate their ability to supply the required services that meet the Government’s need through a demonstrated record of relevant past performance. The Offeror shall describe their previous performance on contracts of similar scope and complexity. The Offeror shall identify their specific role for the referenced past performance. Offeror’s shall submit Past Performance information on at least two (2) but no more than five (5) recent contracts during the past five years from the date of issuance of this solicitation that you consider relevant in demonstrating your ability to perform the proposed effort. The Offeror shall include rationale supporting your assertion of relevance. The Offeror shall also include a reference point of contact for each example.
Past performance information is limited to 5 pages. Please have your references submit at least three (3) PPQs to the Contracting Officer, Susan Ferralli at Susan.Ferralli@uscg.mil and the Contract Specialist, Jazmine Gordon at Jazmine.T.Gordon@uscg.mil (See Attachment D). PPQs are limited to one per past performance reference. PPQs must be received by the Government by the submission deadline 1300 EST Monday, 14 March 2016.
2. VOLUME II
The Offeror shall prepare a Price Proposal that contains all information necessary to evaluate the prices and/or discounts proposed by the Offeror. The Price Proposal shall consist of fully burdened hourly rates. Price information shall be submitted in Microsoft Excel format. Supporting documents and/or reports not in Excel format shall be submitted electronically using Microsoft Word Version 2007 format.
All electronic submissions shall be source files that are 100% operable/compatible with and in native formats for the following software: Microsoft Excel 2007. All cells shall be unlocked and unprotected so as to facilitate the Government determination that the price has been constructed with generally acceptable mathematical assumptions and calculations that can be replicated by the Government using Excel 2007.
There are NO page limitations for Volume II (i.e., the price Proposal, and supporting narrative information).
The Offeror agrees to hold prices firm for 120 calendar days from the date specified for receipt of offers, unless another time period is specified in an addendum to the solicitation. The price proposal must be mathematically correct and numerically consistent. It must correlate with the technical proposal in a logical and consistent manner.
Offerors must provide a price for ALL items including Options. Offerors shall provide a detailed breakout of their pricing structure by labor category so that the Government can make a determination on price reasonableness. The Offeror must propose hours and rates to the labor categories listed in Attachment C. The Offeror shall provide pricing in accordance with the structure provided in Attachment C and Volume II instructions.
If the prices to be used are based on a published price list, the Offeror shall so state, and identify the source with their price proposal.
D. EVALUATION FACTORS FOR AWARD
1. Procedures for Award
Proposals shall be submitted in accordance with the instructions listed in this solicitation. Proposals will be reviewed for compliance with the solicitation requirements. Failure to comply with the instructions may be grounds for exclusion of a proposal from further consideration. If proposals contain more than the specified page limits, only the pages up to the limiting number for that volume will be evaluated.
The Government intends to evaluate proposals and award contracts without discussions with the Offerors, except clarifications as described in FAR 15.306(a), and will evaluate each offer on the basis of the Offeror’s initial proposal. Therefore, the initial proposal shall contain the Offeror’s best terms from a technical and price standpoint.
2. Basis for Award
The basis for award will be best value using a tradeoff selection process between price and non price factors. This process will be based on consideration of the following evaluation factors 1) Technical/Management; 2) Past Performance; and, 3) Price. All non-price evaluation factors shall be given equal weight, and when combined, non-price evaluation factors shall be more important than price.
The selection will involve a comparison of the combination of non-cost strengths, weaknesses, deficiencies, risk and price offered in each proposal and judgment as to which provides the best combination. Proposals will be assessed for how well the Offeror’s proposal meets the solicitation requirements.
As a result of the tradeoff process, award may be made to an Offeror other than the lowest price or to an Offeror with less than the highest rated non-price proposal, if that higher priced or lower technically rated Offeror provides the best value.
3. Evaluation Factors
Technical/Management
The Government will assess the Offeror’s proposed effort to provide a combination of services that meet or exceed the minimum requirements set forth in the PWS. The Government will evaluate the Offeror’s technical methodology as it demonstrates the Offeror’s ability to successfully perform the requirement.
The Government will evaluate the Offeror’s ability to manage staff, prepare and deliver contract deliverables, communicate effectively and control quality. The Government will evaluate the Offeror’s staffing methodology to include their proposed recruitment and retention of qualified staff. The evaluation will also consider the qualifications of individuals proposed through resume review. Additionally, the Government will evaluate the Offeror based upon the extent to which the Offeror demonstrates a clear understanding of the technical requirements and the extent to which uncertainties are identified and resolutions proposed.
All resumes submitted shall meet at least the minimum qualifications identified in Attachment A.
The Government will evaluate the Offeror’s proposed labor basis of estimate (categories and hours) to determine reasonableness as it pertains to the requirements. The Government has estimated a requirement for approximately 96,000 hours for the base and all option years as a baseline for whether the overall proposed effort is reasonable. Any proposal for less than the estimated 96,000 hours will be considered unacceptable and will not be eligible for award. Workload assumptions which exceed the estimated hours should be explained so these may be taken into account in evaluation.
Evaluation will include both an adjectival and risk rating.
Past Performance Comment by TLGerber: C2B of eval plan
The Government will assess the degree of confidence it has in the Offerors ability to supply the required aviation maintenance services that meet the Government’s needs based on the Offerors demonstrated record of past performance. This factor will be evaluated on the basis of relevant past performance for the Offeror including performance on contracts of similar scope and complexity. The Government will evaluate Past Performance including information in the PPQs as it relates to the solicitation requirements. The information presented in the PPQs, together with information from any other sources available to the Government (e.g., Government maintained databases and other references including contractual, technical, and end-user representatives) may provide input for this evaluation factor. Offeror’s are cautioned that the Government will use data provided by each Offeror in this volume and obtained from other sources in the evaluation of past performance.
In the case of an Offeror without record of relevant past performance or for whom information on past performance is not available, that Offeror will not be evaluated favorably or unfavorably on past performance and will be given a rating of Neutral. Regardless of Rating Factor importance, a rating of “Unsatisfactory” in the Past Performance Factor category will disqualify a proposal from further consideration.
Price
This is a FFP requirement that will be evaluated using price analysis to determine if the proposed price is fair and reasonable. The prices proposed in Attachment C will be evaluated for completeness and accuracy. The price evaluation will involve verification that the prices in Attachment C are all inclusive, figures are correctly calculated, and prices are presented in adequate format.
Option Year prices will be included in the total evaluated price, but may not be awarded at initial contract award. The Government may determine that an offer is unacceptable if the Option Year prices are significantly unbalanced. Evaluation of Option Period shall not obligate the Government to exercise any Option Period.
