4. Background:

Through the National Defense Authorization Act of 2014, the Coast Guard has acquired 14 C-27J aircraft from the US Air Force. The C-27J is a medium size military transport aircraft that is manufactured by Alenia Aermacchi (Italy). CG-9 established the C-27J Asset Project Office (APO) Elizabeth City to make these aircraft ready for Coast Guard use. The C-27J APO will support the oversight of the process from acquisition and missionization of the C-27J to sustainment.

5. Requirements:

The USCG HC-27J program requires spare aircraft parts for the regeneration of the HC-27J aircraft. The HC-27J aircraft is new to the USCG fleet; therefore, many of the parts required to support USCG requirements have not yet been identified. The scope of this procurement effort is intended to establish a firm fixed price contract for the acquisitions of piece parts for the propeller re-grease which are manufactured by GE Aviation Dowty Propellers (U7387). Documentation is required with each part that identifies the manufacturer of the part as Dowty. The USCG requires that distributors or other potential sources be ASA-100 certified, or in compliance with other quality systems listed in FAA Advisory Circular 00-56A. These requirements are necessary in order for the USCG to maintain the capability to adequately support all USCG missions.

6. Marking Packaging and Preservation:

All items must be shipped IAW ASTM D 3951-10. Each part shall be individually packed in a separate envelope, box, carton or crate. Each part must be labeled on the outside with the National Stock Number (NSN), Part Number, Serial Number, Quantity, Nomenclature, Purchase Order Number, CLIN, and vendor CAGE CODE. The Material Inspection and Receiving report (i.e. Commercial packing slip, DD250, etc) and Certificates of Conformance shall be placed on the outside on individual containers.

The internal packaging material must be sufficient to prevent damage during shipment, handling, and storage. Preservation protection must be sufficient to prevent corrosion, deterioration, and decay during warehouse storage for a period not less than one year. Packaging matter must not consist of the following materials: popcorn, shredded paper, styrofoam, or any type of peanut packaging. Bar coding is authorized but not required.

7. Inspection and Acceptance:

Inspection and acceptance will be performed by the USCG Aviation Center (ALC) Quality Assurance personnel for count and condition only. The Contractor must provide Full Traceability back to Original Equipment Manufacturer (OEM) and provide a FAA form 8130-3 or the OEM Certificate of Conformance (COC). These forms shall be attached to each part and copies should be included with the packaging slip and the invoice.

8. Delivery Schedule: The USCG desires early deliveries; therefore early shipments are encouraged as long as no additional costs are incurred by the USCG. All requests for time extension shall be in writing and shall include substantiation of the need for such time extension in accordance with FAR 52.212-4 (f), Excusable delays. If nonperformance is not covered by an excusable delay, the Contractor and the Contracting Officer shall negotiate consideration for the approval of the extended delivery date at which time a modification will be issued to reflect the consideration and extension.

9. Shipping Instructions:

FOB Origin: Pre-Pay and Ship Items shall be shipped to the following address: USCG Aviation Logistics Center Receiving Section, Bldg. 63 Elizabeth City, NC 27909-5001 Mark For: Purchase Order No. HSCG23-16-___________
