REQUEST FOR PROPOSAL

TO: Small Business Administration (SBA) Certified Service Disabled Veteran Owned

Small Business (SDVOSB) Contract Managers

SUBJECT: Request for Proposal HSCG23-15-R-MDW015

The United States Coast Guard (USCG) invites your Certified Service Disabled Veteran Owned Small Business (SDVOSB) to submit a proposal in fulfillment of the requirements detailed in the Statement of Work (Attachment 1). This is a SDVOSB set-aside in accordance with FAR Subpart 19.1405 procedures. The purpose of this solicitation is to obtain contractor technical support services to define and establish program objectives, strategies, plans and schedules for Project Management Support and Coordination in support of various offices of the USCG.

The Government intends to award one Firm Fixed Price (FFP) contract with a base period of 12-months, and four 12-month option periods. The period of performance shall begin September 2, 2015.

The Coast Guard is providing its required level of effort for all periods of performance to assist in developing your proposal:

2 Full-Time – Project Manager Support: 1880 hours per year 1 Part-Time – Program Manager: 174 hours per year

If the proposal is not based on the above labor mix, the rationale for the proposed alternative labor mix shall be provided in the technical proposal volume.

BASIS FOR AWARD:

The Government will select a Contractor for this award using a best value trade-off analysis.

The Government will use the following evaluation criteria to make a best value determination:

Criterion 1 - Technical Capability

• Sub Factor 1- Technical Approach

• Sub Factor 2- Experience (Key Personnel Resumes)

Criterion 3 - Price

Technical Capability is more important than Relevant Past Performance. The (Technical Capability and Relevant Past Performance) when combined are significantly more important than Price. Sub Factor(s) 1 and 2 are of equal importance.

The Government will evaluate any technical and price exceptions and assumptions in the proposal you submit. If the Government finds that it does not agree with these exceptions and assumptions, the Government reserves the right not to award.

PROPOSAL CONTENT:

The proposal shall be sectioned into three volumes:

Volume 1: Technical Capability Volume 2: Relevant Past Performance Volume 3: Price

Volume 1: Technical Capability

Your proposal shall provide the following in its Volume 1 in order to be considered complete:

Sub Factor 1 – Technical Approach

The Technical Approach shall include a description of the proposed method for accomplishing the requirements in Section 5 of the Statement of Work (SOW). Throughout the response, the Offeror shall describe key procedural statements and examples of how they would accomplish the requirements contained in the SOW. The Offeror shall include milestones, risks, special requirements, and assumptions that may impact the proposed solution or successful accomplishment.

Offerors will be evaluated based solely on the information contained in their proposal.

Offerors must clearly demonstrate their capability to perform all requirements in the SOW.

Any technical assumptions or exceptions shall be included in the Technical Approach summary. No pricing information shall be included in this volume.

Sub Factor 2 – Experience (Key Personnel Resumes)

Offerors shall submit resumes for all personnel proposed to work under the contract.

Resumes must include all qualifications (e.g. experience, education, training, technical expertise and certifications) that will enable personnel to meet or exceed the SOW requirements.

Resumes may be subject to Government verification. The resumes of each proposed key personnel shall not exceed three (3) pages in length and shall clearly define his/her role in the company.

Volume 2: Past Performance

The Offeror shall demonstrate their ability to supply the required services that meet the Government’s need through a demonstrated record of relevant past performance. The Offeror shall describe their previous performance (as prime or lead contractor) on contracts of similar size and scope for similar products with similar installations. Offeror shall identify their specific role for the referenced past performance. Offeror shall submit Past Performance information on at least three (3) but no more than five (5) recent contracts during the past three years from the date of issuance of this solicitation that you consider of similar size, scope, and complexity in demonstrating your ability to perform the proposed effort. All past performance references MUST have a point of contact that is not the Contractor on them. For each referenced contract, the Offeror shall provide the following information on a separate page:

a. Name and address of the company or agency

b. Points of Contact (Name with telephone numbers and email addresses)

c. Contract type and contract number

d. Identify if you were Prime or Subcontractor

e. Contract Value (Original and Current Value, with an Explanation for Cost Growth)

f. Period of Performance (including start date and original end date, with an explanation of any delays)

g. Type of work performed

h. Problems encountered and their resolutions

Volume 3: Price:

You shall provide the following in Volume 3 in order to be considered complete:

(1) An excel file that clearly breaks down the labor categories, rates, prices, and discounts (if using labor categories equal or similar to other contract vehicles your company may have) proposed for each period of performance;

(2) Taxpayer Identification Number (TIN);

(3) Dun and Bradstreet Number (DUNS) and,

(4) Any pricing assumptions or exceptions. No technical assumptions shall be included in this volume.

PROPOSAL EVALUATIONS:

1. Technical Capability: Your response will be evaluated based upon demonstration of your understanding and ability to successfully perform all requirements of the SOW including your technical and management approach to the SOW, and the soundness thereof. A demonstration of ability shall be derived from procedural statements, examples or plans of how you would accomplish the requirements contained in the SOW, and any other industry standard method-proving competency. Simply repeating the information contained in the RFP and SOW shall not be evaluated favorably. In addition, the Offeror’s skill mix shall be evaluated for breadth and depth of experience. Prior technical experience with knowledge management requirements using similar techniques proposed in your proposal shall be evaluated. Finally, the proposed personnel that exceed the minimum requirement shall be evaluated favorably.

2. Past Performance: The Government will evaluate the past performance information received to determine how successfully the Offeror has performed on contracts of similar size, scope, and complexity as this requirement. The Government will assign an overall adjectival rating for Past Performance based on the Offeror’s record of performance across all past performance profiles, and the confidence in the Offeror’s ability to successfully perform on the current requirement.

Past performance on contracts that are similar in size, scope, and complexity will be considered more heavily than performance on contracts that are of smaller and less relevant scope. The Government will determine the extent to which the Offeror’s past performance demonstrates their capability and capacity to successfully perform the requirements of the SOW. Offerors without a record of past performance or for who past performance is not available will be rated as neutral.

The Government does not assume the duty to search for data to cure any problems it finds in the information provided by the past performance references – the burden of making sure references provide thorough and complete past performance information remains with the Offeror.

The Government reserves the right to evaluate your company’s CPARS/PPIRS scores if it so chooses.

3. Price: The Offeror shall provide a price proposal on a firm-fixed price basis using a submitted excel spreadsheet. The Offeror is encouraged to propose discounts on their labor rates. Price supporting details shall include, but are not limited to: 1) estimated hours; 2) labor categories;

and, 3) hourly rates and extended prices. Failure to propose a complete price proposal may result in not being considered for award. The Government will analyze the offer’s price for reasonableness and completeness.

The Government reserves the right to require the submission of Other than Certified Cost and Pricing Data from the Offeror to the extent necessary to determine a fair and reasonable price, if the Contracting Officer determines that adequate data from sources other than the Offeror are not available. An Offeror may not be eligible for award if the Offeror does not comply if required.

QUESTIONS OR CLARIFICATIONS:

Any questions or clarification requests regarding any aspect of this RFP are due no later than 1400 ET, 05/29/2015. All questions or requests for clarifications shall be submitted to the Contract Specialist, via e-mail to Amber.L.Gray@uscg.mil and the Contracting Officer, via e-mail to Tirene.Crowell@uscg.mil.

PROPOSAL SUBMISSION INSTRUCTIONS:

Please submit your proposal to Amber Gray electronically to Amber.L.Gray@uscg.mil and Tirene.Crowell@uscg.mil on or before 1400 ET, on 06/12/2015, however, you are encouraged to submit your proposal as soon as possible. 2007 and/or Adobe Acrobat. Due to Coast Guard electronic email limitations, proposals shall not be more the 5 megabytes total. Compressing or zipping files to keep the file size down is acceptable. Proposals shall be limited to 20 pages inclusive of all volumes except for cover pages, resumes (if provided), and pricing. However, proposals DO NOT have to use all ten pages. Submitted files must not contain any form of copy protection or password-protected security measures. This RFP does not represent authorization to award or proceed with the subject effort, nor a promise of future direction to proceed. The Offeror is solely responsible for this RFP’s submission costs, the Contractor assumes the risk of not being reimbursed if the solicitation is canceled or an award is not made for any reason.
