HSCG23-15-Q-M01002 QUESTIONS (part 2)

Amendment 2

USCG HAS REVISED ITS ANSWER TO QUESTION NO. 7 THAT WAS POSTED PREVIOUSLY:

7. Does performing the work outlined in solicitation number HSCG23-15-Q-M01002 preclude any otherwise eligible organization from bidding on future USCG recreational boating survey work?

Yes, performing this work could create a conflict of interest that would preclude the contractor from competing on future USCG recreational boating survey contracts. See also revised statement of work (at 2.3.1.3).

THE FOLLOWING ARE ADDITIONAL QUESTIONS:

10. Are bidders able to propose additional labor categories and hours other than those provided in the pricing matrix?

Yes.

11. What does “Basis of Pricing” mean? Some kind of explanation of entries in the budget?

Yes, basis of pricing is an explanation of the entries in the pricing matrix. The RFP has been amended to make “Basis of Pricing” optional for quotes. It is no longer mandatory.

12. Please confirm that the Basis of Pricing should include bidder’s standard basis of pricing information (e.g. assumptions, invoicing, etc.).

Offerors may include such information at their discretion. Note that invoice instructions are included in the RFQ.

13. Should bidders include the Reps and Certs in the Pricing Volume?

Yes. See revised RFP.

14. Please confirm that the coversheets required for each volume do not count toward page limits.

Confirmed.

15. Per Section A. Instructions for Proposal Content (pg. 2), the format for the Price volume should be in Excel. Can bidders provide the “Basis of Pricing” in Word format?

See answer to next question.

16. In the REQUEST FOR QUOTATION FOR HSCG23-15-Q-M01002 (file:

M01002_SolicitationAmendment_1.pdf), on page 2 in A. INSTRUCTIONS FOR

PROPOSAL CONTENT, there is a requirement to provide detailed contact information about an offeror and its team members in both volumes (Word and Excel), however Excel file seems to be formatted in a way that does not allow to insert such information in the table without changing the pre-determined set-up. Will the contact information inserted into another (new) Excel spreadsheet in the Pricing Matrix file be accepted as compliant with the requirement?

Only the pricing matrix must be in Excel. The format for the remainder of volume II is at the offeror’s discretion.

17. Will USCG consider an extension?

The quote submission date is extended as indicated on Federal Business Opportunities.
