Courses shall include the Ground Phases for the following: Initial Co-Pilot Training(HC-130H/A1U); Instructor Training (HC-130H/A1U); Requalification Training (HC-130H/A1U); Transition Training (HC-130A1U); Proficiency (P-Course) Training (HC-130A1U); Flight Engineer Training (HC-130H/A1U), and Loadmaster Training (HC-130H/J & HC-144).
1.2 BACKGROUND.
The U. S. Coast Guard's (USCG) Long Range Surveillance (LRS) legacy aircraft, the HC130H, has served admirably for the past 30 years. USCG modernization plan has identified upgrades that will keep the aircraft viable and operational until 2027.
The Avionics Block 1 Upgrade (A1U), for the HC-130H will address the avionics requirements and capabilities desired. Upgrade is necessary for the USCG to meet its overarching goal to have the current legacy aircraft remain in service and operational until 2027 to fulfill Department of Homeland Security (DHS) goals and objectives and meet USCG's Strategy for Maritime Safety, Security and Stewardship. The A1U upgrades will provide the HC-130H aircrew with improved situational awareness and flight safety, address obsolescence issues and concerns, and increase overall mission effectiveness, to include some Communication Navigation Surveillance/Air Traffic Management requirements, and an increase in the Surveillance Detection Classification Identification and Prosecution capabilities.
The upgrades will provide for better integration and data exchange helping the USCG and DHS achieve Maritime Domain Awareness.
The Coast Guard requires a cost effective course to ensure pilots, co-pilots, flight engineers and loadmasters are current in required training for certification purposes.
All training will be based on, and in accordance with current Coast Guard flight manuals and directives. The courses will incorporate classroom, computer-based training aids and full motion simulator practical training in the appropriate Coast Guard cockpit and flight deck configuration(s) (HC-130H/J/A1U or HC-144A).
