COAST GUARD UNIFORM CERTIFICAITON PROGRAM BYLAWS

FOR INSIGNIA AND RELATED ACESSORIES

I. PREFACE

The U.S. Coast Guard (USCG) established the Uniform Certification Program to certify a manufacturer’s* warranty that articles of uniform insignia sold to Coast Guard (CG) personnel by the Coast Guard Exchange System (CGES) or any other retail sales outlet meet or exceed prescribed requirements for material, shade, design, construction, appearance, quality, workmanship, and durability. Additionally, manufacturers of certified insignia will warranty that the end item products are manufactured in the United States of America.

* A USCG certified insignia manufacturer is an individual, firm or corporation that has met Coast Guard Clothing Design and Technical Office (CDTO) certification requirements pursuant to these by-laws. Said manufacturer produces insignia or related accessories or both in their own plant, in cooperation with a subcontractor’s plant or in any combination thereof, under the manufacturer’s control, to the extent that the manufacturer assumes full responsibility and certifies that each item conforms to the requirements and quality provisions required by the USCG. Only those manufacturers of insignia and related accessories meeting the requirements expressed in these by-laws, will be issued certificates authorizing them to provide insignia or related accessories under this certification program.

II. RESPONSIBILITY

A. The Commandant

1. The Commandant of the U.S. Coast Guard is responsible for the implementation of the CG Uniform Certification Program policies.

B. The Coast Guard Clothing Design and Technical Office (CDTO) is responsible for the following:

1. Establish the quality, standards, specifications and guidelines to assure uniformity of appearance and acceptable quality in articles of the uniform, insignia, and accessories.

2. Furnish, upon request by industry, copies of available specifications, purchase descriptions, commercial item descriptions, stitch enlargements, standard samples, hubs or other information pertinent to the insignia and related accessories listed herein (when available).

3. Provide manufacturers of insignia and related accessories guidance and information regarding changes in specifications, Coast Guard Regulations and the adoption of new items.

4. Invite manufacturers to submit representative samples of articles of insignia and related accessories to certify their conformity with appropriate standards and specifications.

5. Evaluate samples of insignia and related accessories submitted by manufactures to determine conformity with requirements.

6. Determine whether items “meet or exceed” the U.S. Coast Guard’s standards for material, shade, design, construction, appearance, quality, workmanship, and durability.

7. Issue certificates to approved insignia and accessory manufacturers that authorize them to label their articles as being made in accordance with applicable standards, specifications, and tagged certified samples.

8. Monitor certified items at manufacturing sites, Coast Guard Exchanges, and warehousing facilities. Review production methods and finished items.

Inspect warehouse and store stock. Conduct visits to manufacturing sites.

9. Evaluate samples taken randomly from stock or submitted for evaluation.

10. Revoke or suspend certificates when it is determined that the certificate holder has violated any of the expressed conditions under which the certificate was issued. The minimum revocation period will be one year. Reinstatement of a manufacturer’s certification may be made after the revocation period by product re-submittal. If the product is acceptable, a new certification number will be issued. Old certificate numbers will not be reissued.

11. Publish the Certified Manufacturers Directory listing all certified manufacturers for insignia and accessory items and distribute to industry and U.S. Coast Guard activities.

12. Encourage insignia suppliers and manufacturers to participate in the Insignia and Related Accessories Certification Program. Act as consultant to those seeking participation.

NOTE: CDTO retains the right to grant conditional certifications for all items.

Conditional status is wholly at the discretion of CDTO. Conditional certification numbers are assigned to allow the manufacturers to start production. Full certification will be granted once samples from initial production are received and approved by CDTO.

C. Individual Personnel

1. All personnel who wear uniform items purchased from commercial sources should be responsible for insuring that a certified manufacturer produced the items. USCG certified manufacturers shall incorporate a mark or label with the certificate number attesting that the item was produced in accordance with established requirements.

D. Other Services’ Items

1. Uniform items also used by other Services and certified by their respective quality control or certification programs will be considered as acceptable under the U.S. Coast Guard Certification Program, unless definite color, style, size, materials, or other characteristic have been modified for specific Coast Guard usage.

III. SPECIFICATIONS

A. See enclosure (5) for items listed for certification and corresponding specifications. Specifications can be obtained through the Clothing Design and Technical Office, or online at http://assist.daps.dla.mil/quicksearch/.

B. If the specification includes components covered by patents under which the

Government has a license, such license applies only to Government procurement.

It does not apply to production under the U.S. Coast Guard Uniform Certification Program.

IV. PROCEDURES FOR OBTAINING CERTIFICATES

A. Certificate Policy

1. Formal certificates issued to insignia manufacturers by the U.S. Coast Guard will not be changed. If a manufacturer believes a certificate is in error, they should inform CDTO. If a change is necessary, the manufacturer shall return the certificate to this office for replacement.

2. CDTO will award each manufacturer one certificate number only. This number is applicable to all items produced by that firm, which have been approved by CDTO. Any firm not presently assigned a number will, upon approval, be assigned a certification number by CDTO.

3. Manufacturers will forward the following information with each sample submitted for certification:

a. Manufacturer’s name

b. Plant at which produced

c. Specification under which produced

d. Materials made of

4. To assure maximum expediency in the issuance of certificates, it is suggested that manufacturers refer to enclosed (1), (2), (3), and (4) for guidance in submitting the required information.

5. Items submitted for certification approval will be evaluated for conformance to design, appearance, dimensions, and overall conformance to requirements.

6. Approval of an item authorizes the manufacturer to display his certification number on this item. Only approved items shall bear the certification number.

Metal insignia items shall have the certification number debossed or embossed legibly on their backs in a noticeable location. Items such as shoulder boards, chin straps, embroideries, etc., due to their nature, shall be identified with the manufacture’s name and certification number on the individual package.

7. The certification number shall be applied by the manufacturer and no other firm or person is authorized to apply this number. By applying the certification number to the item, the manufacturer guarantees that the item has been produced in accordance with the applicable requirements.

8. Manufacturers are required to display the following legend on each certified item’s container:

“U.S. Coast Guard Certification No. XX-XX

This item is warranted by the manufacturer to meet the applicable government requirements.”

9. A permanent imprint of the month and year of manufacture or date of shipping shall be incorporated onto each container, card, poly bag, etc. This imprint shall be located close to the certification legend.

B. Insignia Certification Procedure

1. To obtain certification approval for an insignia or related accessory item, a manufacturer must submit to CDTO two samples of each item for examination and evaluation in accordance with either enclosure (1) for metal insignia, enclosure (2) for non-metal insignia, or enclosure (3) for accessory items. Each item or group of items having the same material content shall be accompanied by a laboratory test report stating that the item(s) meet or exceed requirements. CDTO reserves the right to conduct additional tests to verify the submitted test report results.

2. A Certificate of Compliance from the manufacturer stating that the item(s) conforms to requirements will be accepted by CDTO in lieu of a laboratory report. If CDTO finds that the item covered by the Certificate of Compliance does not conform to requirements, the manufacturer shall be required to submit a laboratory report for the item(s) within 30 calendar days.

3. Within 45 calendar days of receipt, CDTO notifies the submitter of acceptance or rejection. If approved, the samples will be tagged. One will be retained by CDTO, and the other will be returned to the submitter.

A. Certification numbers will be indicated on the certificate. The original certificate shall not be altered in any way. The certificate shall be signed by the Chief of

CDTO.

B. Certificate numbers are awarded to an individual firm for its exclusive use. The certificate number awarded to a manufacturer is not for use by other companies which may sell the insignia or accessory supplied by the certificate holder unless the other companies clearly state in their advertisements that these numbers were issued to the manufacturer, not the retailer. The publicizing of certificate numbers in any other manner misleads the consumer by implying that the retailer manufactured the insignia or accessory. Certificate holders should insure that their customers use certificate numbers properly.

C. Recertification approval will use the same number as the original certification.

D. Revocation of certificates is explained in Section VI.

E. Certificate numbers are considered transferable as part of a sale of a company.

VI. INSPECTIONS

A. The important factors considered by the U.S. Coast Guard when evaluating end items are appearance, shape, shade, quality, material. Manufacturers may use patented components of the applicable specification and specific structural details of the item, whether patented or not, in order to obtain an approval certification so long as the item otherwise meets requirements and equals or exceeds the applicable specifications.

B. Sample Submittals. At any time CDTO may request sample submittals from the manufacturer or Exchange stock for evaluation and verification against the certified tagged standard sample and applicable requirements.

C. Plant and Warehouse Inspections.

1. Inspection visits will be made by CDTO personnel to certified manufacturers and subcontractor’s plants and warehouses to verify that items continue to meet the specified requirements and the quality standard established by the tagged certified sample. Inspections will be both announced and unannounced.

2. Inspection visits consist of the following reviews:

a. Basic materials and components used in fabrication

b. Production techniques and items in-process

c. End item inspection.

d. Inventory of end items

3. Manufacturers will provide their anticipated production schedules, in accordance with enclosure (4), at CDTO’s request to assist in the planning of inspection visits.

D. Exchange Inspections. Scheduled inspection visits will be made to Exchanges to inspect certified items for conformance and quality, including appropriate labeling requirements.

E. Reporting Inspection Results and Follow Up Corrective Action

1. After completing a field inspection visit to either a manufacturer’s plant or an

Exchange, a complete report detailing all findings is prepared by CDTO, and a copy is forwarded to CGES and UDC.

2. To insure that corrective action will be taken by manufacturers to eliminate the deficiencies noted during inspections, CDTO will follow up directly with the manufacturers via correspondence and/or plant visits. CGES and UDC will be advised of all actions being taken via correspondence copy.

VII. REVOCATION OF CERTIFICATION

A. Revocation Policy. Certification may be revoked at any time if it is determined by CDTO that the certificate holder has violated any of the expressed conditions under which the certification was issued. These include, but are not limited to:

6. Failure of prime contractor to advise CDTO of changes to subcontractor and/or manufacturing facilities.

7. Failure to allow CDTO personnel access to manufacturing or warehousing facilities of prime contractors and/or subcontractors.

B. Revocation Procedure.

1. Notice of the first violation will be given to the contractor in writing by

CDTO and will constitute a warning. The contractor will be required to respond in writing within 14 calendar days indicating (a) the action being taken to recertify the noted shortcomings and (b) when and where the corrected products can be inspected.

2. The next violation of the same infraction(s) will be grounds for revocation by CDTO, who will notify the contractor of the revocation in writing. The length of the certificate revocation period will be based on the severity of the infraction.

3. Publication of revoked certificates will be made to all Exchanges. CGES and

UDC will determine on a case by case basis whether or not the Exchanges will be notified to screen their inventory for the specific item(s) for return to the contractor.
