The task areas associated with this contract include project initiation, project planning, project execution, project control, project close-out, and technical support. The specific tasks to be performed will be outlined in individual task orders. Task orders under this contract may be performance based.

1.2 Background. The Directorate of Acquisitions within the U.S. Coast Guard Headquarters is responsible for managing a variety of acquisition projects ranging from actual products and systems to support services. The Program Manager shall ensure Contractor employees are aware of, understand, and abide by Coast Guard established rules, regulations, and safety practices, and shall have full authority to act on matters pertaining to the performance of services under this contract.

1.3.1.1 The Program Manager shall also be the primary point of contact for the Contracting Officer and designated representatives of the Contracting Officer. The name of this individual, and the name(s) of any alternate(s) who shall act for the Contractor when the Program Manager is absent, shall be provided in writing to the Contracting Officer and COTR not later than 5 business days prior to the date of award for each task order.

The Government may, at its sole discretion, direct the Contractor to remove any contractor employee from Coast Guard facilities for misconduct or security reasons. Such removal does not relieve the Contractor of the responsibility to provide sufficient qualified personnel for adequate and timely service. The Government will provide the Contractor with an immediate verbal notification, with written rationale for removal of the employee through the Coast Guard Contracting Officer within 2 business days.

1.3.5 Hours of Operation. In general, Contractor employees providing services under this contract shall be available to perform work and services between the core hours of 0830 and 1530 EST, Monday through Friday for both on-site and off-site locations.
