ATTACHMENT ONE

STATEMENT OF WORK: SOW AMO-1

Security Systems Repairs and Improvements

1 Background

1.1 The Air and Marine Operation (AMO) El Paso Air Branch (EAB) is located near the El Paso

International Airport, El Paso, TX. The EAB consists of three different facilities and four different buildings. Those buildings are located at 7301 Boeing Drive, 1740 American Way, and 6812 Northrop Drive. These buildings are identified as (respective to the above addresses) the Main Building, the Maintenance hangar, the Operations Building, and a Modular Building situated on the same property.

1.2 The intent of this Statement of Work (SOW) is the planning, design, and installation of a fully

HSPD and FIPS 201 compliant access control system for each of the three different properties and four different buildings. Each of the properties must be capable of operating as a stand-alone entity with the ability of becoming a single “fully integrated security system,” through nothing more than interconnection and programming at a later date – through a separate contract. Security system improvements shall also include the removal and replacement of the Operations Building’s perimeter windows with new tempered glazing and ballistic protective film.

1.3 Currently, the existing access control systems are outdated and beyond their useful life, have failing components and numerous operational deficiencies, are three independent systems, and are not in compliance with HSPD-12 or FIPS-201. It is in the best interest of the Government to replace these systems with new compliant systems. Additionally, the existing perimeter windows at the Operations Building do not meet the requirements of CBP security requirements.

2 Scope

2.1 The Contractor shall provide all labor, technical expertise, supervision, tools, materials, parts, equipment, transportation, licenses, permits, certifications and management necessary to carry out and complete, in every detail, the work included in this SOW. Work shall include incidental and ancillary components, materials, or equipment accessories customarily required by code, guideline, or industry standard practice to make a building feature complete, a system complete and operational, or an item of equipment serviceable and functional – whether or not such incidental or ancillary components are identified, named, or shown in or on any document provided to the contractor.

2.2 The general nature of the work included in this SOW is to remove and replace the existing access control systems in their entirety and install a new access control system that is HSPD-12 and FIPS-201 compliant, meets the needs of the Site, and the security needs of the Office of Professional Responsibility (OPR). All Perimeter windows in the operations building shall also be replaced as a part of this work.

2.3 The facility shall remain open and in full operation during the time of this work.

3.0 Applicable Documents

4.0 Specific Tasks

Install New Access Control System and Replace the Perimeter windows in the Operations Building

4.1 General Requirements:

• The Contractor’s design details, material/product selection, installation means and methods, and cabling/wiring and termination requirements of those components shall only be completed by people component in the security system industry and the installation shall be completed by personnel certified by the manufacturer whose products are approved for inclusion into the project.

o All Construction Documents shall be prepared by registered engineers and architects, and shall be affixed with their signature and official seal, and, further, shall require the prior written approval of the El Paso International Airport Director, which will not be unreasonably withheld, before any construction may begin. The architect or engineer who prepares plans and other construction documents shall have full responsibility for complying with Texas Occupations Code, Chapter 1051 (Architects) or Chapter 1001 (Engineers), as applicable.

• The Contractor shall be fully responsible for securing and payment of any necessary State or Local Permit or other form of approval documentation. In the event that no such permit or documentation is required, the Contractor shall attest to that fact in writing.

• The access control system shall include Uninterruptable Power Supply (UPS) sufficient to maintain system integrity for a minimum of 8-hours.

• The future integrated system (at a future date and a separate contract) shall be designed such that a master control of all systems (for all properties) is housed in the Operations Building with sub-control equipment located in the Main Building, the Maintenance Hangar, and the Operations Modular Building.

• The future integrated system shall require that each sub control device shall be connected to the Operations Building “Main Control” through the use of cabling or fiber optic cable.

This connection shall be completed through a different contract.

• All new circuits for this current work shall be routed in conduit. Conduit shall be standard weight galvanized steel (3/4” nominal diameter – minimum) and shall meet the requirements of the National Electric Code (NEC) for the installation location and application. All conduit in public space shall be concealed. Where existing conduit and circuitry exists, that was previously used for access control components, that conduit and circuitry may be reused after testing the circuitry to confirm that there is no fault or defect in the circuitry.

• Where new conduit and conduit devices are required at solid masonry walls, that conduit and devices can be routed exposed at the wall, but will be painted to match the color of the wall.

• Conduit Penetrations through permanent walls shall be fire caulked as a 1-hour fire rated penetration. Any new circuit pathway that disturbs, damages, or destroys existing surfaces or finishes, those surfaces or finishes shall be repaired in like manner to the surface or finish disturbed, damaged or destroyed – to the satisfaction of the Contracting Officer (CO).

• New access control and surveillance system shall be fully compliant with FIPS-201 requirements.

• Only equipment and products listed on the GSA “FIPS approved product list” may be used in completing the access control portion of this project.

• The Contractor’s installers shall be aware of, and consent to, either being under constant physical escort or video surveillance by closed circuit cameras – at all time when working within the buildings and adjacent site areas.

• The Contractor is responsible for all temporary services and/or other accommodations as well as all direct and indirect management effort and expenses required to plan, design, purchase, deliver, install, program, test, and train Site Personnel in the use of the new system(s).

• The Contractor shall develop submittal documents for review and approval by Contracting

Officer (CO) - based upon written intent and verification through field verification and in compliance with this SOW.

• The Contractor shall generate and provide floor plans of each building showing the locations of each access control point for review and approval by the Government.

Currently there are no floor plans available for this effort.

• As part of the submittal process, the Contractor shall include the names and current manufacturer’s certification certificates of all installers and technicians that will be involved with the installation or service of the newly installed access control systems.

• Contractor shall be responsible for coordinating any and all necessary security requirements with the CBP Office of Professional Responsibility (OPR) prior to commencing work.

• The Contractor shall obtain prior approval from the CO prior to commencing with any on-site work.

• The installed and finished work shall comply with the US Customs and Border Protection Security Policy and Procedures Handbook HB 1400-02B, dated August 13, 2009.

• Provide no less than 8-hours of training for four people designated by the Site’s Director, for each new system. Training shall consists of running reports, recognizing simple faults, and entering and deleting (card user) information. This training shall be at one time and on one shift.

• The Contractor shall provide for a one (1) year parts and labor warranty on the new work. Warranty work under this provision (inclusive of all direct and indirect costs) shall be at no cost to the Government. Service response, under this provision, shall be within to (2) hours for emergency service calls, and within twenty-four (24) hours for other service calls.

• Warranty work shall only be completed by technicians certified by the equipment manufacturer or supplier and approved by the Government and the product/system manufacturer.

Demolition/Removal – the Contractor shall:

4.1.1 Remove the existing access control “head-end equipment” from the Main Building, the

Maintenance Hangar, the Operations Building, and the Operations Modular Building.

4.1.2 The Contractor shall not remove any device or quantity of devices as to leave a building unsecured during unoccupied times.

4.1.3 Remove all existing magnetic card readers from each of these facilities. Remove the numeric/key pad locks from the Operations Modular Building. Furnish and install locksets complying with ANSI F-86 with removable core. Furnish a second core for each lockset.

4.1.4 Remove only that existing cabling/wiring between the head-end equipment and the device of which they may control after testing has revealed a short or fault in the wiring.

Access Control - Installation – The Contractor shall furnish and install:

4.1.5 Remove and replace all existing access control card readers with FIPS 201 compliant card Personal Identification Verification (PIV) card readers. New access card readers shall be capable of reading PIV-4 cards or cards that are current at the time of the bid.

4.1.6 In addition, the contractor shall furnish and install access control components as follows:

4.1.6.1 Install a PIV card reader (and new circuitry) at the entry door to the Local Area Network

(LAN) room in:

• The Main Building

• The Maintenance Hangar

• The Operations Modular Building

• The Operations Building weapons storage/ammunitions room

• The Operations Building – at the personnel door separating the break room from the hangar

4.1.7. Replace existing entry/exit card readers at one traffic gate separating the public/airfield sides of the property at the:

• Main Building

• Maintenance Hangar.

• Card readers shall be weather-proof with Dual Technology, Contact-less Smartcards, and Proximity or Long Range readers.

4.1.8 Program the new systems for no less than 100 PIV cards, for current CBP and approved contractor access, dependent upon their need for access to various parts of the facility.

Program 30 visitor cards.

4.2 Incidental work - Installation – Access Control:

4.2.1 Field investigation is required to confirm space availability for all components within each control station console.

4.2.2 Installation of new system control equipment may require modified or new filler panels or cover plates at a control console. The Contractor shall furnish and install any such modified or new panel as part of this work in a like fashion and color matching the modified console to give a consistent and professional appearance.

4.2.3 The Contractor shall coordinate all connections, terminations, modifications, etc., relating to the facility’s new or existing equipment with a designated authorized representative of the facility being physically present during specified work. The Contractor shall provide 24 hour written notice to the authorized representative for them to be present to witness necessary work as described above.

4.2.4 The Contractor shall be responsible to provide a copy (in electronic PDF format), of any required test results relating to the installed work – as may be called for in the security handbook.

4.2.5 All work shall be coordinated through a representative of the Site in an effort to minimize interruption to the daily routine of personnel. Contractor personnel shall not enter a LAN room, or the weapons/ammunition storage room without approval of the Site’s Director or designated representative.

4.2.6 Each new system, at each location, shall be a stand-alone system but, through future programming efforts can become part of an integrated security system.

4.2.7 The head-end equipment for the access control system shall be have the capacity to control access to all four (4) buildings plus fifty percent (50%) expansion without the need for modification or changes to the hardware of either system.

4.3 Remove and Replace windows:

Objective – Replace existing storefront style, aluminum framed, single pane windows with new steel framed, dual paned tempered glazing with blast resistant film on the interior pane of glazing.

4.3.1 The Operations Building perimeter windows are protected by burglar bars. Those bars shall be removed, stored, protected, and reinstalled after the windows have been changed.

4.3.2 The Contractor shall employ the appropriate type and use of tools and equipment to assure that undue noise, dust, and debris are not generated, and existing landscape is not damaged.

4.3.2.1 Include temporary protective measures, on the interior of the window(s) being removed, to prevent injury to personnel.

4.3.2.2 Provide safety barricades or other means of isolating demolition work area from access by the public.

4.3.2.3 Provide and maintain temporary security measures, acceptable to the Site, during times that window(s) are under construction.

4.3.2.4 Provide canvas tarpaulins at the exterior of the window(s) being removed, and placed in such a way as to capture all falling broken glazing or other forms of debris caused by demolition efforts.

4.3.2.5 Immediately clean-up any broken glass that may occur as a result of this work.

4.3.2.6 Properly transport and dispose of removed windows along with all associated debris/material.

4.3.2.7 Do not remove more window(s), at any given time, than can be replaced in that same day.

4.3.3 Dress window opening in preparation for new windows.

4.3.1 Glazing stops shall be altered to the extent that the stop is removable and be of such dimension as to create a one-inch (1”) bite on the glazing panel. Stops shall be anchored in place with vandal resistant fasteners.

4.3.2 Overall replacement glazing pane dimension shall allow for a rubber or butyl glazing setting bead.

4.3.3 Any new or altered glazing stop or flashing component shall be painted to match the color of the frame the glazing is being installed in.

4.3.4 Replacement glazing panes shall be no less than one-quarter inch (1/4”) thick tempered glass with no imperfections.

4.3.5 The glazing panel(s) shall comply with the General Services Administration (GSA) requirement for protection condition 2. A minimum level of acceptable quality for perimeter window glazing panes, the 3M product - ULTRA S800 (.080 inches thick minimum) with the Ultraflex wet glaze attachment system is referenced. Other manufactured product that have been tested and certified, by Underwriters Laboratory (UL), Factory Mutual (FM), or other nationally recognized independent testing laboratory, as meeting or exceeding the performance of glazing with the 3M product, product thickness, and attachment method shall be considered. The CBP’s Office of Professional Responsibility (OPR) reserves the right to accept or reject any proposed alternative product based upon investigation of the alternative product.

4.3.5.1 The protective product, installed on the interior side of the pane, shall extend to the edges of the pane.

4.3.6 All glazing panes shall be cleaned, on each side, prior to installation. After installation the glazing panes shall be cleaned once again.

5.0 Deliverables and Delivery Schedule

5.1 Design Submittals shall be provided as follows:

5.1.1 The Contractor shall provide 50% and 100% design drawings and 100% material/product specifications for review by the COR and approval by the CO. The design drawings shall be prepared and certified by a person certified by the equipment/component/system manufacturer and be a licensed professional in the State of Texas. Submittal due dates will be established at the Post Award Construction Conference.

5.1.2 The Contractor shall generate and provide as-built drawings and specifications at the completion of work in AutoCAD and PDF format for all tasks detailed in Section 4.0 of this SOW. There are no existing AutoCad drawings available for the facilities.

5.1.3 The Contractor shall submit all materials to be utilized and installed under this SOW to the COR for review and approval by the CO prior to purchasing and installation.

5.1.4 Certificates of Insurance naming the City of El Paso, TX as additionally insured – from the Contractor and all Subcontractors.

5.2 Pre-Construction Submittals

5.2.1 Project Schedule – The Contractor shall provide sufficient detail to understand method of approach and milestone completion dates relating to the Project Schedule. The Project Schedule shall be in electronic format, preferably using established software such as Microsoft Project or other recognized industry standard software. The Contractor shall submit an updated Project Schedule with each monthly progress payment request.

5.2.2 Schedule of Values (SOV) – The SOV shall be submitted five (5) calendar days after notice of contract award. The Contractor shall provide sufficient breakdown of all unit costs related to individual tasks listed in this SOW. The SOV shall be submitted with each request for progress payment.

5.2.3 The SOV shall be broken down to show the demolition and installed cost (including all direct and indirect costs) for:

• Access Control at each building

• Doors and Windows at the Operations Building

5.2.4 The Contractor shall provide one (1) electronic copy in PDF format of manufacturer’s catalog cut sheets, product data, etc., to the COR prior to starting work for review and approval by the CO.

5.2.5 The Contractor shall provide three (3) copies of plans for all Tenant

Improvements or subsequent changes therein or alterations thereof shall be given to the CO for review prior to commencement of construction for review and approval.

5.2.6 Certificates of Insurance shall be provided no less than fifteen (15) calendar days prior to the start of any on-site work.

5.2.7 The Contractor shall prepare and submit a task specific Accident Prevention Plan (APP) and task specific Safety Plan to the COR/CO for review and approval by the CO.

5.3 In-Progress Report Requirements

5.3.1 Daily Reports – The Contractor shall prepare Daily Reports and shall transmit the reports to the Project Manager (PM) and COR via email by 4:00 PM (Eastern Time) each Friday.

5.3.2 Two Week Look-ahead Schedule – The Contractor shall provide a two week look-ahead schedule to the PM and COR via email by 4:00 PM (Eastern Time) each Friday.

5.4 Post–Construction Submittals

5.4.1 The Contractor shall furnish all manufacturers’ warranties associated with the tasks of this

SOW.

5.4.2 The Contractor shall furnish all Operations and Maintenance documentation (as may be offered by the equipment manufacturer) associated with the tasks of this SOW.

5.4.3 The Contractor shall provide an electronic disk containing as-built drawings and specifications, installed products, and product technical information associated with the tasks of this SOW.

5.4.4 All post-construction submittals shall be provided by the Contractor and approved by the

Government before final Government acceptance of completion of this project.

6.0 Government Furnished Equipment and Property

Government furnished equipment or property will not be provided.

7.0 Place of Performance

All work associated with this SOW shall be performed at the following location:

El Paso Air Branch El Paso, TX 79925 TX0152 Main Building, 7301 Boeing Drive

TX0219 Maintenance Hangar, 1740 American Way

Operation Building, 6812 Northrop Drive

Operations Modular Building, 6812 Northrop Drive

8.0 Period of Performance

8.1 The performance period for the design of this work is ninety (90) calendar days from issuance of the

Notice to Proceed (NTP) - design.

8.2 The performance period for the installation of this work is ninety (90) calendar days after approval of the design.

9.0 Security

The work to be performed under this SOW is categorized as unclassified. The Contractor and its subcontractor personnel shall be required to clear Department of Defense (DOD) and Department of Homeland Security (DHS) background investigations before access is granted to the facility. The Contractor shall provide the individual’s name, social security number, date of birth, driver’s license number, state of license issuance, license expiration date, and declaration of citizenship a minimum of ten

(10) calendar days prior to the individual’s access to the facility.

10.0 Other / Meetings

10.1 Other

10.1.1 The Contractor shall provide and maintain safety and environmental protection measures as necessary to prevent personal injury or pollution of the environment or because of a nuisance to operations or personnel in close proximity to the work.

10.1.2 Any Contractor required site office and security measures for that office or any material or equipment storage area as may be permitted for their use shall be coordinated and approved in writing by the CO. Utilities and other associated cost thereof, for the Contractor’s facilities shall be the sole responsibility the Contractor.

10.1.3 Before requesting the Government’s acceptance of the work, the Contractor shall complete final cleaning of all areas affected by new work or repair activities.

Cleaning shall be to the extent that there is no remaining evidence that construction or repair took place and all affected areas shall be returned to as-new and/or original condition.

10.1.4 Should specific means and methods of completing the elements of work not be defined in this SOW, the Contractor shall utilize commercial/industrial construction standards when performing work under this SOW.

10.1.5 The Contractor shall prepare and furnish all required architectural and engineering drawings and specifications for the completion of the project.

10.2 Meetings – The Contractor shall be required to attend the following meetings.

10.2.1 The Contractor shall attend a pre-bid site visit to ensure that the Contractor is fully aware of, and has included consideration for, all existing conditions that will affect the productivity of the work. No compensation will be allowed for this meeting.

10.2.2 The Contractor shall attend a Pre-Construction Conference prior to commencement of any construction activities. This meeting will consist of a one-half (1/2 day) meeting at the project site. The designated Contractor Project Superintendent/Manager, as well as key subcontractors and trades, are required to attend this meeting.

10.2.3 The Contractor’s Representative shall participate in a 1-hour teleconference once each week, 3-weeks out of each month that on-site work is being accomplished.

The Contractor’s Representative shall participate in a 1 ½ hour on-site meeting (once each month) during the duration of the on-site work.

10.2.4 Prior to project completion, the Contractor shall conduct a preliminary punch list walk-thru on the works and forward the punch list to the COR for review (pre-final inspection). The Contractor shall conduct a final punch list walk-thru at the completion of the project (final inspection). The final walk-thru shall be attended by the Contractor key personnel, site staff and COR.

11.0 Safety and Environmental

The Contractor shall conduct all work and clean-up efforts in such a way as to maintain a safe and healthy work environment for the operations and personnel.

END OF STATEMENT OF WORK

El Paso International Airport

SECURITY NOTES

1. All work areas shall be locked and secured at the end of each workday.

2. Contractor access points and times to airport property shall be limited to those designated by airport operations.

3. Contractor procedures for operating vehicles at the El Paso International Airport (ELP) are as follows:

a. The procedures apply to all personnel who operate vehicles at ELP. The procedures must be reviewed and understood prior to beginning vehicle operations. Violations of these procedures will be subject to loss of identification badge and fines covered by the City of El Paso Municipal Code Title 14.

b. Vehicles operating within security fencing are limited to those displaying company logos affixed on both sides of the vehicle and must be on official company business.

c. All vehicle operations within the security fences at ELP shall be accomplished by persons who have passed the ELP ramp drivers test and have an “R” attached to their ELP identification badge.

Training for the driving test is each individual’s responsibility. Airport operations will provide the Contractor study manual. The material will be in English; translation to Spanish shall be the Contractor’s responsibility.

d. All vehicle escort/delivery operations within the security fences at ELP shall be supervised by persons who have passed the ELP ramp drivers test and have an “R” attached to their ELP identification badge. Additionally, an individual granted escort authorization in the SIDA and Sterile areas must have an “E” designation on their airport identification badge.

e. Supervisors are responsible to ensure all construction vehicle operations on airport property are conducted in accordance with the El Paso International Airport operating instructions, ground vehicle operations rules and regulations.

f. No vehicle may be operated on the aircraft movement area without prior arrangements with airport operations.
