STATEMENT OF WORK
1. SCOPE
Customs and Border Protection (CBP), Container Security Initiative (CSI) to acquire new NII inspection equipment for cargo conveyances transiting from overseas ports to the United States and into CBP Ports of Entry (POE). For security reasons, incoming cargo conveyances are required to be subjected to a high level of scrutiny prior to leaving overseas debarkation points. To satisfy this requirement, CBP/CSI intends to procure Large Scale Non-Intrusive Inspection (LS-NII) Fixed imaging systems at Port Karachi, Pakistan, CBP/CSI operations.
This Statement of Work (SOW) defines the tasks necessary to provide a LS-NII Fixed systems; this procurement shall include the acquisition of goods & services that shall include but not be limited to equipment, testing, delivery, verification, documentation, and relevant logistics requirements needed to satisfy the procurement.
Due to the sensitivity of CBP’s mission in Karachi, Pakistan, the deployed system and its data transmission component is required to operate per the requirements herein from the first day CBP accepts the system for operation.
1.1 Program Organization
This program is under the technical direction of a designated NII Contracting Officer Representative (COR) assigned to the CBP’s Operational Support (OS) Laboratories and Scientific Services Directorate (LSSD), Interdiction Technology Branch (ITB).
1.1.1 Government Management Organization
CBP will manage this program through the CBP LSSD/ITB process for system acquisition, delivery, and acceptance. CBP ENTS/ILB will manage Warranty, Operations and Maintenance (O&M). CBP will coordinate with the Contractor to ensure successful system integration.
1.1.2 Contractor Management Organization
The Contractor or Contractors shall provide, for CBP/CSI review, a Project Management Plan, including all major points of contact and the overall management structure. The Project Management Plan shall be prepared in accordance with Data Item Description (DID) number A001.
1.2 Purpose
The purpose of this LS-NII Medium Energy Fixed System is to enable CPB/CSI to perform effective and efficient Non-Intrusive Inspection of cargo transiting from Port Karachi, Pakistan location for the purpose of detecting contraband and Weapons of Mass Destruction/Weapons of Mass Effect (WMD/WME) in conveyances.
1.3 Background
Within CBP’s mission space, it is the reasonability of CSI to examine targeted transiting overseas cargo. These inspections take place at identified high risk overseas ports, and are aimed at detecting items prohibited from import into the U.S. Each day CBP Officers use a variety of LS-NII equipment. LS-NII systems in the fixed configuration will allow CBP to quickly identify and provide interdiction to identified possible threats.

3.5.1.1.4 Reliability Review
The Contractor shall identify and discuss all aspects of the prime item’s reliability features and characteristics.
3.5.2 Basic System Reliability Requirements – System Inherent Availability (Ai) Availability, inherent (Ai) - The System and all its components will be designed to operate satisfactorily at a given point in time when used under the stated conditions in the environment described in this statement of work. It excludes logistics time, waiting or administrative downtime, and preventive maintenance downtime. It includes corrective maintenance downtime. Inherent availability is generally derived from analysis of an engineering design and is calculated as the mean time between failure (MTBF) divided by the MTBF plus the mean time to repair (MTTR).
The Inherent System Availability for each serialized system shall be calculated annually using a yearly 365-day for the 10 year life cycle period with a minimum of 0.9900 by using the following:
Ai = Mean Time Between Failure (MTBF) Mean Time Between Failure (MTBF) + Mean Time To Repair (MTTR)
MTBF - The time between failure (TBF) is the time duration from the start of when the system is placed into an ‘operational’ status until suffering a failure. A failure is defined as a malfunction that degrades performance or operational capability, which cannot be tolerated for even a brief period before correction. The total time between failure (TTBF) is the sum of all TBFs for the reporting period. The mean time between failures (MTBF) is calculated as the TTBF divided by the total number of failures for that reporting period. The overall system shall be designed to possess a MTBF of no less than 1000 hours. The Government will calculate the MTBF on an annual basis.
The MTBF for each serialized system shall be calculated annually using a 365-day (8760 hours) reporting period by using the following:
MTBF = Total Time Between Failures (TTBF) Total Number of Failure Incidents
MTTR - The time to repair (TTR) is the time duration from the start of a repair activity to correct a failure until the system is returned to full performance and capability. The total time to repair (TTTR) is the sum of all TTRs for the reporting period. The mean time to repair (MTTR) is calculated as the TTTR divided by the total number of repair activities for that reporting period. The overall system shall be designed to possess a MTTR to achieve the Ai requirement. The Government will calculate the MTTR on an annual basis.
The MTTR for each serialized system shall be calculated annually using a 365-day (8760 hours) reporting period by using the following:
MTTR = Total Time to Repair (TTTR) Total Number of Repair Activities
Life Cycle Expectation - The designed operating life of the system shall be no less than 10 years. The system shall be capable of exceeding a normal operating period of 16 hours a day, 6 days a week, 52 weeks a year during an operating life of 10 years and be capable of surge operations consisting of 24 hours a day, 7 days a week for 2 weeks (336 hours).

In addition, the contractor shall provide disposal costs for systems to include radioactive and hazardous materials. The maintenance costs starting in year 2 are intended to coincide with the conclusion of the 1 year warranty period. The annual maintenance costs for years 2-5 will priced as options in the contract; years 6-10 along with disposal cost will be referenced for planning purposes.
3.5.3.3 Mean Time to Repair (MTTR)
Inherent to the Contractor’s design, the Mean Time to Repair (MTTR) for Large Scale NII systems shall not exceed 24 hours. MTTR is defined as the total time duration from notification of the repair activity until the system is returned to service ready status. The MTTR shall include on-system analysis and diagnostics.
3.5.3.4 Mean Preventive Maintenance Time (MPMT)
Inherent to the Contractor’s design, the Mean Preventive Maintenance Time (MPMT) for Large Scale NII systems shall not exceed 1.0 hours per 16 hour operating day, cumulative, calculated quarterly. MPMT shall be defined as the time required for scheduled maintenance, excluding administrative time.
