Vendor questions and response:

1. Will the CBP please furnish Terminal 7 and Terminal 8 drawings in CAD (.dwg) and/or Adobe (.pdf) format?

a. Drawings, if available, may be furnished to the Awardee.

2. Please confirm that all required 110VAC circuits will be provided by others (I.e. Facilities) and are not apart of the contractors tasks or scope of work.

a. 110VAC is available at the Terminals, but any converter, interface or modification required to support installation are the sole responsibility of the Contractor. Experience suggests Uninterrupted Power Supplies (UPS) are warranted, as well.

3. Please clarify the current and/or intended use of Wi-Fi Broadband communications. What is the use of Wi-Fi when all cameras and microphones are hardwired?

a. Vendors are welcome to recommend a hardwire, Wi-Fi broadband or combined hardwire/Wi-Fi solution to the installation problem.

4. What is the total number of days the recordings shall be retained (I.e. 30 days of storage)? Or is the request for storage based on the desired 32TB of total capacity in RAID-5 configuration?

a. 90 days is the preferable length of storage.

5. Please clarify the amount of time required for training: how many training sessions, how many persons will attend each session, how frequent will training be required and/or planned to occur?

a. Routine walk-through training is anticipated for small groups upon completion of installation; however, long-term or up to 12 months, there is an anticipated need to receive refresher or new employee training in small groups, as well as phone consultation for on-the-spot operational training tips and process review.

6. Please clarify the service level agreement required for the phone tech support. Is 24 X 7 X 365 phone tech support required? If not, to what level will issues be required to be received/acknowledged as well as the threshold problems are required to be resolved?

a. See question 5. Yes, 24x7x365 phone tech support may be recommended. Anticipate a email or phone message request, at minimum, callback training service support at odd hours. Terminals 7 & 8 are subject to 24x7x365 operations, so round-the-clock support is anticipated in the bid.

7. Please clarify that all utilized conduits shall be non-intrusive (alarmed and monitored). Did the CBP simply mean rigid conduit (i.e. EMT) instead of non-intrusive? Does the contractor reserve the right to substitute an armored cable and J-hooks which is a common industry practice versus the utilization of conduit?

a. The conduit will not be alarmed and monitored, but rigid, protected cabling would be the requirement. Where the cabling would be exposed to the public for view, conduit or a visually inoffensive professional installation solution is expected.

8. Is non-intrusive conduit already installed throughout the terminals and tie back to the RCC? If so, is there sufficient conduit fill capacity for use and pulling of the camera and microphone cables? Are there existing pull strings within the conduit?

a. No

9. What ability will the contractor have to work in off shift times, or times of the least arrival / departure flight activities? Please provide an 8 - 10 hour window that is the least congested for each terminal 7 and 8. Please confirm the desired work period for both Terminals 7 and 8.

a. The Awardee will be provided with the shift schedule that provides the least contact with the traveling public to support installation. These periods may be within daylight hours, as well as nighttime windows.

10. Is union labor required to perform all electrical tasks on the project? Is union labor required to perform all AV tasks on the project? Is this project Service Contract Act covered? Or is this project Davis Bacon Act covered?

a. Union Labor is not a requirement. A SCA wage determination is attached to the solicitation.

11. Please confirm that in order to allow the analog CCTV station at the Terminal 7 Hard Secondary Judge's Podium, the vendor must supply a 19" CCTV monitor, CCTV IP decoder, and associated keypad for control.

a. Per the Table at 3.1.3, there are 4 fixed cameras, 4 microphones, 1 master intercom, and 1 19" Analog CCTV/Monitor associated with this installation.

12. Please confirm that the holding cells in Terminal 8 only require 1 camera. If so, please confirm which cell is to receive the camera.

a. Per Table below 3.2.3, the Holding Cells have 1 fixed camera and 5 intercoms and the Holding Cell Hallway has 1 fixed camera.

13. Will parking be designated for contractor vehicles?

a. CBP has no mechanism to control parking for Service Contractor vehicles, since the Port Authority manages parking at JFK Airport.

14. Will an equipment laydown area and storage space (room or closet) be provided during installation?

a. Submissions should stipulate Service Contractor needs to support installation, including space dimensions.

15. Please confirm that CBP will be providing the workstations (i.e. furniture and space) that the monitors will be setup by the contractor. If not, please define what is required of the workstations if they are to be furnished by the contractor.

a. All workstations and facilities will be installed in advance by CBP or are currently installed. The Service Contractor will be required to install the equipment and supporting infrastructure associated with this equipment purchase and facility retrofit installation project.

16. Will the all rooms with CCTV workstations have spare data outlets for the new machines or is it necessary to run new cables and create new locations?

a. Contractor may have to install additional data outlets to support the installation, if required to achieve the SOW.

17. Will it be mandatory all cabling to run on the ceiling inside conduits?

a. If Contractor installs hardwire cabling, then it must be protected within conduit or meet industry standard for security and protection. Rigid, protected cabling would be the requirement to minimize any possible damage. Where the cabling would be exposed to the public view, conduit or a visually inoffensive professional installation solution is expected, which meets industry standards for security and protection.

18. Will the family rooms near the cells need a IR camera?

a. Not Required

19. Are 110V circuits in each security room guaranteed to power the racks for the CCTV servers (NVRs)?

a. No. Contractor is responsible to ensure the power solution supports the installation. 110VAC is available at the Terminals, but any converter, interface or modification required to support installation are the sole responsibility of the Contractor. Experience suggests Uninterrupted Power Supplies (UPS) are warranted, as well.

20. Are any drawings going to be provide it for the estimate?

a. No, however, if available, drawings may be furnished to the Awardee.

21. There was an additional question regarding damaged walls connected to the installation

a. Contractors are not responsible for repairing facility structures to support the installation.
