Department of Homeland Security Customs and Border Protection Statement of Work For Audio Visual Surveillance System at John F. Kennedy International Airport

1.0 BACKGROUND

The Port of JFK in conjunction with DFO approval is requesting to procure equipment and labor to expand the existing Audio Visual system at John F. Kennedy International Airport, Terminals 7 and 8 in the CBP Primary and Secondary Areas. The purpose of this procurement is to capture interactions between CBP personnel and passengers to document incidents and to foster Officer Safety.

2.0 SCOPE OF WORK

The contractor shall furnish and install booth audio visual surveillance system according to the specifications listed below.

Installed within 30 days of completed investigation vetting process.

U.S. Customs and Border Protection John F. Kennedy International Airport Terminal 7 Terminal 8 Jamaica, NY 11430

3.0 DESCRIPTION OF TASKS AND DELIVERABLES

3.1 Provide labor and materials to install Audio Visual Surveillance System at JFK International Airport Terminal 7 CBP Primary and Secondary Areas.

Equipment must function with current CBP equipment listed on Attachment A. Brand Name or equal items are requested. However, items must function with current CBP equipment listed on Attachment A.

Price will include all costs for survey design, equipment, electrical, labor and programming to interface audio, video and Wi–Fi Broadband Communication. The minimum recording speed must be no less than 7 pps with a minimum of 5 seconds pre event recording and 5 seconds of post event recording at resolution of 1280x720.

3.1.1 Audiovisual cabling will be routed from each posted camera/microphone through non-intrusive conduit in the ceiling at the terminal. Routing through the floor cabling ducts is not an option.

3.1.2 Cabling will be routed through a conduit system into the Rover Command Center (RCC), located within the terminal.

3.1.3 There is no operational narrative provided on the intercom system.

4.0 Security Requirements

4.1 Vendor’s personnel must be capable of meeting Customs and Border Protection security requirements as well as Port Authority clearance requirements for an International Airport. All personnel must pass the vetting process in order to gain access to the facility.

4.2 A Background Investigation will be required to vet participants in any pre- and post-award activities in support of the contract. The names, dates of birth, and social security numbers of all parties involved must be submitted to CBP at minimum 48 hours prior to Site Visit (TBD) and any installation activity. Contractors working in a limited scope would not require the typical 60-90 day background investigation.

5.0 Other Contract Details

5.1 System warranty will cover all materials and workmanship directly related to the installation and integration of equipment for a period of one year, with the option of renewal.

5.2 Provide a minimum of four preventative maintenance visits scheduled quarterly for one year. One year period shall begin upon final completion of audiovisual upgrades.

5.3 A “Liquidated Damages – Services” clause may be included in the Contract for failure to meet the installation deadline.

6.0 Contract Objectives

To meet the current needs and demands of additional audio/visual capabilities within all Primary Booths and Secondary Exam locations and allow for enhanced abilities to communicate, collaborate and train.
