1. Offeror’s Questions:

Does the Combined Synopsis/Solicitation under solicitation number HSBP1014R0077 contain requirements similar to a current contract? If possible, please provide the current contract number. Or, is this a new requirement for the government?

Government’s Response:

Current contract number is HSBP1014C00015. The solicitation HSBP1014R0077 does contain requirements similar to the current contract, but not identical. This is not a new requirement for the Government.

2. Offeror’s Questions:

We currently do not have capability in Guam and Saipan, but we are working towards developing that capability. Will the lack of available facility disqualify us from consideration?

Is there any limitation to our working with a sub-contractor to complete part of this work?

Government’s Response:

Working with a subcontractor can satisfy this requirement. However, an Offeror will be disqualified from consideration if their proposal does not demonstrate the capability to meet this requirement within the transition period as described in the SOW and in the solicitation package (see Tab A, Factor 1; and Tab B, Factor 2).

3. Offeror’s Question:

In Instructions to Offerors page 53, Tab D, Factor 4, Management Quality Assurance Approach, the SOW reference given is SOW 6.3, which is titled “Reports”. It appears that this section more closely aligns with SOW Section 6.2, Quality Control Plan.

Government’s Response:

The SOW reference on page 53, Tab D, Factor 4, Management Quality Assurance Approach has been corrected to read SOW 6.2.

4. Offeror’s Question:

In Instructions to Offerors page 52, Tab A, Sub Factor 1E, Security Awareness, the

SOW reference given is SOW 6.2, which is titled “Quality Control Plan”. It appears that this section more closely aligns with SOW Section 6.1, Security Deliverables.

Please clarify the appropriate SOW reference for this section.

Government’s Response:

The SOW reference on page 52, Tab A, Sub Factor 1E, Security Awareness has been corrected to read SOW 6.1.

5. Offeror’s Question:

In Instructions to Offerors page 53, Tab E, Factor 5, Small and Small Disadvantaged

Business Subcontracting Plan, the SOW reference given is SOW 6.5, which is titled

“Non-Disclosure Agreement”. It appears that this section more closely aligns with SOW

Section 6.6, Small and Small Disadvantaged Business Subcontracting Plan.

Please clarify the appropriate SOW reference for this section.

Government’s Response:

The SOW reference on page 53, Tab E, Factor 5, Small and Small Disadvantaged

Business Subcontracting Plan has been corrected to read SOW 6.6.

6. Offeror’s Question:

In Instructions to Offerors page 54, Tab F is listed as “Additional Information;” however, Past Performance on page 53 is also listed as Tab F.

Please clarify if “Additional Information” should be listed as Tab G.

Government’s Response:

Additional Information on page 54 has been corrected to read Tab G.

7. Offeror’s Question:

In Instructions to Offerors, page 53, Tab E, the Small and Small Disadvantaged

Business Plan is listed as part of the Technical Proposal, however, this plan contains dollar amounts for the estimated total contract value and subcontracted value.

Please clarify if the Government intends for this plan to be part of the Price Proposal

Volume.

The Small and Small Disadvantaged Business Plan remains as part of the Technical

Proposal. Although it is necessary to include the pricing in the Small and Small

Disadvantaged Business Plan, the pricing within the Plan is not evaluated.

8. Offeror’s Question:

Could DHS please provide information on the number of tests conducted historically for each year for the past five years (especially for FY2013 & FY2014)?

Total tests conducted each year from FY2010 through FY2014 are:

FY10 FY11 FY12 FY13 FY14

7636 12759 14169 14384 15662

9. Offeror’s Question:

The solicitation calls for a maximum of 56,000 tests per year. What is the minimum number of tests expected for the base year and each option year so that we can properly evaluate and price our proposal?

Government’s Response:

The expected volume is approximately 22,000 per year (10,000 BPA, 10,000 CBPO, and 2,000 AIA/MIA/AEA). However, the total volume per year depends upon fluctuating agency needs and Congressional mandates.

10. Offeror’s Question:

Considering the complexity of the proposal and the limited time for feedback after the questions will be answered, will the Government please extend the solicitation due date till 3-DEC-2014.

The solicitation due date is hereby extended to 6:00 PM EST, Thursday, December 4, 2014.
