1. Who is the current Contractor for this contract and how long have they had the contract?

Global World Technology, LLC since 2011

2. Will the current provider be submitting a bid?

I guess they will.

3. Is the current contract security staff unionized?

Not that I am aware of – the Government does not get involved with the company/vendor’s employee issues.

4. If there is a current staff performing the duties outlined in this proposal, must we retain the current staff and could you provide the current wage rates?

There is a current staff and they do have the right of first refusal for anyone who wins the contract. Unfortunately, I cannot provide you with that information – this is not a labor-hour contract. It’s based on tasks so the previous rates do not matter here.

5. What was the annual cost of the contract for the past year?

You have been given the minimum and maximum that the Government would fund per year so this information is not needed.

6. Please clarify: On page 34 and 35 the proposal is referenced as:

Volume I is made up of the following: - original and 3 copies

a. The signed SF 1449

b. Reps & Certs

c. Cost/Price Proposal – actual numbers based on the schedule in Section B

Volume II – Technical Proposal – original and 6 copies Transmittal letter is part of Volume II

· Section 1 – Executive Summary

· Section 2 – Technical and Management Approach

· Section 3 – Staffing

· Section 4 – Past Performance

· Section 5 – Cost and Pricing – write up no numbers

7. Would the Government please consider an extension to the proposal due date (2 to 4 weeks) to provide the time necessary to develop subcontractor relationships?

This solicitation was issued on July 24 on Fedbizopps for more than 30 days. The due date will not be extended. This contract needs to be awarded in this fiscal year. Developing subcontractor relationships are up to the offerors – the Government does not get involved in that.

8. Would it be acceptable to the Government if the offeror's electronic submission is in PDF format instead of Word 10 and/or Excel 10 formats?

The Government has a limitation as to the amount of data that can be sent electronically this is why we are not accepting this electronically because the data will be too large.

9. Will all bidders who meet the technical and budget requirements of the RFP be required to make an oral presentation?

No.

10. Please clarify the number of copies required for the Sections/Volumes of the proposal. For example:

· On the cover of Form 1449 Box 28 states 6 copies to the issuing office.

– SF 1449 – 6 copies.

· Second sentence on Page 34 states that “The Business Management Information Proposal shall be submitted in an original and 3 copies.

Yes – that is different from the Technical Proposal.

· Page 34 Section 1 (a) states “Four (4) originally executed copies of Standard Form 1449 and all appropriate boxes fully filled out).

Stick to the SF1449 – with 6 copies

· Page 34 Volume II – Technical Proposal states “one original and six (6) copies.

SF 1449 – 6 copies.

· Page 36 states the number of copies for all Sections/Volumes.

Already clarified.

11. Please clarify the difference between Appendix B Relevant Contract Reference Data Forms and Appendix C Relevant Experience Form. Except for the title, they appear to be identical.

Appendices B & C are not identical if you read what is required.

Appendix B speaks to the whether your company has handled the same amount of money in a federal award before so it asks for information on the CONTRACT VALUE -$ - DOLLAR AMOUNTS, PERFORMANCE PERIOD AND THE TYPE OF CONTRACT. It also speaks to whether your company handled the contract alone or had subcontracts.

Appendix C is about THE COMPANY’S PERFORMANCE FOR THE CONTRACTS LISTED and speaks to whether you performed the contract/project well or not.

12. SOW Page 6: The RFQ states that there will be up to 4 personnel with one security guard at 1300 Pennsylvania Avenue in DC. Is the security guard counted in the four personnel or is this in addition to the four required?

It’s one security guard plus the 4 personnel

13. SOW Page 6: Does the security guard need to be armed?

Yes

14. SOW Page 6: What are the hours of coverage anticipated for the security guard?

As stated in the SOW.

15. ITO indicates responses should have 2 volumes? In which volume does the government want to see pricing?

Please read the solicitation which clearly states that Volume I the Business Management Information should have the Cost/pricing information in Section 3.

16. Page 41, III.6 52.212-2 Evaluation—Commercial Items(Jan 1999), Section B. Relative Importance of the Evaluation Factors, Evaluation Factors, Article II 4) requires provision of resumes “in the format shown in Appendix D”. Please Provide Appendix D.

Provide resumes in your own format – there is no Appendix D.

17. Since there an expectation of travel and the SOW states that there is no definite schedule for travel and that it will be dictated as needed. Why has CBP asked vendors to quote travel in CLIN 70? Will CBP consider establishing a “plug” number for travel so that all offerors’ responses treat this requirement in a similar manner?

Yes no more than $10,000 per year.

18. Place of Performance section states that up to 4 personnel may be required in the Glynco facility. Is there a definition of which tasks in the SOW will be done in Glynco and what type of resources will be required there? Or are all tasks the same regardless of location?

The SOW states what the requirements/tasks will be regardless of the location.

19. Generally, for FFP contracts, offerors are asked to price sample task orders and to provide a rate card for the IDIQ for future TO's. There is no attachment indicating the labor categories or the hours of performance against each of these labor categories for the contractor to be able to build a fixed price proposal. Please provide additional guidance on pricing volume requirements.

This is not a labor/hour contract. You make the determination of how many people you believe will be able to accomplish the task. No there is no attachment and none will be provided – but you are to explain how you came up with your pricing.

20. Does this mean the contractor needs to provide operation "guns and muscle”? This seems in contrast to Task 2 on Page 4 which details strategic, clerical or analytical support vice operational escort type support. Can you please clarify?

SOW states a need for a security guard for VIP and high-profile dignitary facility escorting – I armed security guard.

21. The Past Performance states that the offeror should submit 3 past performances. Can the past performances come from subcontractors? If so, is there a minimum number of past performance references that the prime contractor must submit? Also, is it ok to submit more than 3 past performances?

The Government only deals with the prime. If you had reviewed the Appendices, you would have realized that one gives you the opportunity to indicate if you have worked with subs. The number of references will be up to you but we will only check 3 regardless of how many you provide. You can provide it in your write-up if you want to use it to prove a point in the proposal.

22. The solicitation states that “This is a Fixed Price IDIQ contract with estimated quantities.” It is our understanding that offerors should submit firm fixed pricing for the Task requirements per the solicitation requirements. That said and given that this is to be an IDIQ type of contract, does CBP also seek to have offerors submit a rate schedule for any other IDIQ requirements that may extend beyond what has been specified via Tasks 1 and 2 in the Statement of Work?

Pricing is to be submitted for the base year and all the option years per the Schedule give you in the solicitation.

23. The proposal instruction state that section 2 is inclusive of the executive summary and the table of contents. However this section is limited to 10 pages. Please confirm that the TOC for volume II goes against the page count of section 1.

No it does not.

24. Notice: confusion is section allocation. Page 34 of 43 lists the transmittal letter as section 1 in conflict with page 36 of 43 that states the executive summary is the true section 1. Please confirm the transmittal letter does not have an associated section number and section 1 begins with the executive summary.

Transmittal letter is part of Volume II. The transmittal letter will tell us what is in your technical proposal.

25. This appears to be a new requirement; if this is a follow-on contract can the government provide the following:

a. Name of current contractor Global World Technologies LLC.

b. Current contract award amount No difference – different number of years; different type of contract.

c. Confirmation of same/similar scope between requirements Please adhere to the Statement of Work provided in the solicitation. I simply do not have the time at this time of the year to do a comparative analysis of the previous SOW and this current one.

26. The SOW specifies that the offeror may employ up to 13 personnel (not including one security guard). Are these the desired staffing levels for this procurement or simply a maximum for offeror consideration?

Maximum numbers

27. Please clarify that the Key Personnel (PM, Senior Security Specialist) will be required to work alongside any additionally tasked personnel at the locations provided. Please read through the SOW which will clarify some of these questions – if not whoever wins the award will go through all this.

28. Does the government have a requirement for the posting of these personnel? I.e., does the government object to the PM being based at the Glynco location vs. DC?

The Government will decide where they will be stationed and not the vendor.

29. Is the security guard referenced at the RRB armed or unarmed? Armed Does this effort require a SOMB licensed Security Officer or Special Police Officer (full arrest authority)?

Will know after the award.

30. As there is no definite schedule for travel under this requirement, please provide guidance on how the offeror is to propose costs for CLIN 70 “estimated travel”?

Maximum of $10,000 per year for travel.

31. Does the Government intend for the successful offeror to “produce” any of the document deliverables, i.e. the publication, printing, binding and shipping of said materials?

The belief is that vendor’s employees will be working on the Government premises so that should not be an issue. Or is it the Government’s intent that said documentation shall be produced in a digital format for electronic delivery?

32. Can the government please clarify how funding obligations and task orders will be directed under this IDIQ requirement?

Task Orders will be issued for the base year and option years. 1 Task Order per year with fixed amount.

33. The CLINS for the base and options are currently for item #10 only, “Revision of CBP’s Security Handbook and Templates”. Specifically does CBP currently have a workload history for this requirement that identifies the government’s proposed forecast for task ordering? I am not sure what you are looking at but the offeror has six CLINS you have to quote on so I don’t get this question.

34. Is it the Government’s intent that the contractor shall assist in or conduct/execute site security assessment, risk/vulnerability assessments and any forms of “red-team”, “red-cell” or penetration testing under the physical security program management component of this requirement? If so please provide an estimate of the domestic/foreign facilities to be inspected during any given year? Not applicable

35. Is it the Government’s intent that the contractor provide the hardware/software in association with PIV card issuance and workstation operations under the security services component of this requirement? If so please provide the type/model/number of the required equipment. No

36. Notice: Appendix A Past Performance Questionnaire contains the incorrect RFP No. (HSBP1031R0056) –okay – point taken

37. Can you provide the labor categories and current staffing levels by labor category? As this is not a labor hour contract this is why these categories were not provided.

38. Are the non-key personnel labor categories subject to the Service Contract Act (WD)? Would the non-key personnel be exempt or non-exempt employees?

39. Does this staff conduct site security and vulnerability assessments? If so, how many sites? Number of sites were provided in the SOW.

40. Can any of the work be performed off-site? Please refer to the SOW and respond as you see fit.

41. Are guards armed or unarmed? Armed.

42. What is the current volume of PIV cards and visitors/appointments processed at each location? Number of visitors vary from day to day month to month – this information is not practical.

43. Can you provide the status and last update date for: If necessary status and last update information will be provided to the vendor who wins the award.

i. CBP Security Policy

ii. 5-year Strategic Plan

iii. Security Policy and Procedure Handbook

iv. Operations Security Program

v. Training modules

vi. Security Education and Awareness Program

vii. Facility Security Plan Template

44. What is the technical platform and current status of the Physical Security and Information Security web sites? All information not provided in the SOW will be provided to the vendor that wins the contract.

45. Can additional relevant certifications, training, and experience be substituted for the degree requirements for Key Personnel? If that is your answer to the requirements and you can justify them – then by all means – You need to read the SOW to see what is required and read the evaluation factors as well.

46. Is the government satisfied with the incumbent’s current performance? This re-compete has nothing to do with the Government not being satisfied with the incumbent’s current performance. The contract is about to expire and in the fairness of competition (which you vendors have asked for) the Government is putting this requirement out there for competition.

47. Is the incumbent eligible to bid on the new contract? – If the Government was NOT exercising an option year, then the incumbent would not be eligible to bid, however, since this is the end of a contract, the incumbent is eligible to bid.

48. Are there currently issues or pain-points in certain areas of the current contract that CBP is looking to change or improve? – I believe all that is needed has been stated in the Statement of Work. Offerors are encouraged to suggest innovative ways of improving any SOW.

49. Is CBP / SMD looking for services that are different from the incumbent’s current tasking? – Please refer to the Statement of Work - that is the tasking.

50. In Task 2 (p. 4 of SOW), the statement reads, "Provides and coordinates physical security escorting for CBP visitors, high-profile dignitaries, and contractors." Is the task role of an armed guard? Yes

a. If so, are these tasks and duties to follow the guidelines and regulations of a federal police governing body (e.g. Federal Protective Service) and if so, can you specify? Will be specified after award.

b. If the work is more program support-related services in conjunction with the guard staff, can you please clarify? – As stated in the Statement of Work.

51. The SOW states on page 6 that the contract will require travel by the contractor. Is there a budget for these expenses such as an ODC figure? The travel may or may not occur. A maximum amount of $10,000 has been set per year for travel.

52. In the contractor's staffing plan, is it recommended by the government to expect to bring in staff from the government's current staff? Per federal regulations, all incumbent employees have the right of first refusal if and when a new vendor takes over for a smooth transition.
