HSBP1013R0023 – 40 S&W Training Ammunition

Responses to Questions

1. Could you please clarify the information you require under “Proposal Content” Volume I –

Technical Proposal; Subpart 5 – Data Items (page 41 of 42). Is the documentation need to fulfill this requirement the same documentation that is to be provided with the samples under the “Critical Requirements List”, Item 4 – Data Items (page 39 of 42)?

Response: Yes

2. Paragraph 3.6 – Requires the lot number to be placed on the exterior of the 50 round box. Our automated equipment places this number on the inside flap of the box. This is unchanged from how we have supplied the DHS product in the past. Will this lot number application process be acceptable?

Response: Yes. The SOW has been updated to allow the lot number to be either on the exterior or inside flap of the box.

3. Section 3.6- Packaging - This section indicates that cases shall contain 1,000 cartridges. Would you accept 500-round cases?

Response: All current pistol ammunition supplied to US CBP & ICE is in 1000 round cases. For many reasons it is a benefit to keep this consistency.

4. Section I.4 – Contract Line Items - The solicitation only provides ONE line for pricing. Are you requesting one price to be good for all five years of the contract; or will we have the opportunity to provide graduated pricing for the option years?

Response: We are looking for price to be good for all five years of the contract.

5. Bid due date. To insure that the Government’s needs are met we request that the due date for this solicitation be extended by one month.

Response: A one month extension would not be possible but the Government is willing to extend by two weeks until June 17, 2014.

6. Page 19: II.19: 3052.247-72 F.O.B. Destination Only (DEC 2003) – Please clarify any locations this will include that may be outside CONUS.

Response: Alaska, Hawaii, Guam, the Northern Marianna Islands, Puerto Rico, and the U.S. Virgin Islands.

7. Page 20: II.23: Ordering Procedures – States orders can be placed by the issuance of written delivery orders. Can credit card orders be placed via telephone?

Response: All orders placed against this contract will be via written Delivery Orders. Credit card orders will not be allowed.

8. How many samples can be offered for consideration?

Response: Each vendor is allowed to submit one sample for consideration. This should be the item they feel best meets the requirements of the solicitation.
