Performance Work Statement (PWS) Defense Security Service (DSS) Program Support Services (PSS)
PART 1
GENERAL INFORMATION
1. GENERAL: This Performance Work Statement (PWS) describes the technical and administrative requirements necessary to create and implement non-personal services contract to provide the Defense Security Service (DSS) with Program Support Services (PSS) for the offices of DSS. The Government shall not exercise direct supervision or control over the contract service providers performing the services herein. Such contract service providers shall be accountable solely to the Offeror who, in turn is responsible to the Government for the accomplishment of the work.
1.1 Description of Services/Introduction: The Offeror shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision and other items as well as non-personal services necessary to perform PSS as defined within this PWS except for those items specified as Government furnished property and services. The Offeror shall perform to the standards in this contract for each task order’s Performance Work Statement (PWS).
1.2 Background: DSS through advanced planning, collaboration, requirements clarification and communication, ensures requirements are identified, programmed and managed in a consistent and coordinated fashion.
Various DSS offices require support functions and operations, through advanced planning for Integrated Product Teams (IPTs) and Working Groups (WGs), for programs and projects within the office to facilitate reviews and analyses of business processes for improvements.
1.3 Objective: The objective of this PWS is to define a broad range of inter-related management and support requirements in support of the program management, resource allocation and business operations for DSS Offices. This contract supports all of DSS operations, streamlining the program control functions across our portfolio of efforts. Roles supported include portfolio/program/project management, technical managers, transition managers, and Contracting Officer’s Representatives (CORs), responsible for DSS emergent technology efforts, projects and interest areas.
It is also intended to provide similar support for Agency operational elements (Business Enterprise (BE), Program Integration (PI), Counterintelligence (CI), Industrial Security Field Operations (ISFO), Center for Development of Security Excellence (CDSE), and Industrial Policy and Programs (IP)) working with all of the DSS offices on projects of mutual interest.
Aside from accomplishing these tasks separately, as they are described in individual PWS’, the Offeror is expected to take an integrated, process-oriented approach that will result in standardized, repeatable process improvements that maximize the use of knowledge management to effectively utilize resources. By providing a matrix of support across the program and projects for the offices in DSS, the Offeror will be better able to standardize and tighten existing processes, to identify process improvement areas, provide economies of scale and to suggest strategic approaches across the full range of program management activities.
1.4 Scope: The scope of this effort includes, Integrated Business Management Program Support Services to include the following:

The Offeror shall provide procedures covering badge control that shall be included in the Quality Control Plan. Such procedures shall include turn-in of any issued badges by personnel who no longer require access to locked areas. The Offeror shall immediately report any occurrences of lost or duplicate badges to the Contracting Officer.
1.6.6 Post Award Conference/Periodic Progress Meetings: The Offeror agrees to attend any post award conference convened by the contracting activity in accordance with Federal Acquisition Regulation (FAR) Subpart 42.5. The CO, COR, with other Government personnel, as appropriate, may meet periodically (not more than quarterly) with the Offeror to review the Offeror's performance. At these meetings the CO will apprise the Offeror of how the Government views the Offeror's performance and the Offeror will apprise the Government of problems, if any, being experienced. Appropriate action shall be taken to resolve outstanding issues. These meetings shall be at no additional cost to the government. Either party may request an ad hoc meeting to discuss any situation that requires the attention of parties where it would not be appropriate to wait until the next scheduled periodic meeting.
1.6.7 Contract Management: Notwithstanding the Offeror's responsibility for total management during the performance of this contract, administration of the contract requires maximum coordination between the
Government and the Offeror. The following individuals will be the Government points of contact during the performance of this contract:
1.6.7.1 Contracting Officer (CO): All contract administration will be effected by the CO.
Communications pertaining to the contract administration will be addressed directly to the CO.
No changes to the performance work statement are authorized without a written modification to the contract executed by the CO. If at any time the Offeror believes any person other than the CO has given direction that changes the performance work statement the Offeror shall immediately inform the CO by the most expeditious means.
1.6.7.2 Contracting Officer Representative (COR): The COR will be identified by separate letter.
The COR monitors all technical aspects of the contract and assists in contract administration. It is the government’s intention that the COR is the contractors primary point of contact. The COR is authorized to perform the following functions: assure that the Offeror performs the technical requirements of the contract; perform inspections necessary in connection with contract performance; maintain written and oral communications with the Offeror concerning technical aspects of the contract; issue written interpretations of technical requirements, including Government drawings, designs, specifications: monitor Offeror's performance and notifies both the Contracting Officer and Offeror of any deficiencies; coordinate availability of government furnished property, and provide site entry of Offeror personnel. A letter of designation issued to the COR, a copy of which is sent to the Offeror, states the responsibilities and limitations of the COR, especially with regard to changes in cost or price, estimates or changes in delivery dates.
The COR is not authorized to change any of the terms or conditions of the contract.
1.6.8 Key Personnel: Key personnel shall be identified within each individual task order’s PWS.
1.6.9 Identification of Offeror Employees: All Offeror personnel attending meetings, answering Government telephones, and working in other situations where their Offeror status is not obvious to third parties are required to identify themselves as such to avoid creating an impression in the minds of members of the public that they are Government officials. When entering Government facilities, Offeror personnel shall observe all local sign-in, badge wearing, and security requirements.
1.6.10 Performance Evaluations in Offeror Performance Assessment Reporting System (CPARS):
1.6.10.1 Continual monitoring of performance is one critical element to the success of the contract. Performance evaluation reports will be prepared at the time of final acceptance of work, termination, annually or other times, as appropriate. Performance evaluations are done in CPARS at www.cpars.gov by focusing on elements of quality control, effectiveness of management, timely performance and compliance with safety standards.
1.6.10.2 If the COR concludes that an Offeror’s overall performance is less than satisfactory, the Offeror shall be advised in writing. Contractors taking exception to the evaluation ratings are encouraged to submit comments in writing within CPARS. If the Offeror submits written comments, the COR shall include them in the report, resolve any alleged factual discrepancies, and make appropriate changes to the report. If the Offeror’s performance is found to be less than satisfactory, actions may warrant the Government to make new arrangements with different suppliers and/or modify existing arrangements.
1.6.10.3 The prime Offeror is responsible for the management, performance and monitoring of all subcontractors who are working on this contract. If a subcontractor’s performance is less than satisfactory, the Government expects the prime Offeror to take effective actions to correct less than satisfactory performance. Less than satisfactory performance by a subcontractor may reflect adversely on the Offeror’s performance evaluation within the CPARS system.
