Limited Sources Justification
This acquisition is conducted by the authority of the Multiple-Award Schedule Program. In accordance with FAR 8.405-6(a)(2), this limited sources justification shall be posted to FBO.gov for 30 days.
1. Identification of the agency and contracting activity conducting this limited sources justification: Defense Security Service (DSS), Office of Acquisitions.
2. Nature of action being approved: This limited sources justification supports an award to Deloitte in the amount of $79,963. In the interest of economy and efficiency, the new work is a logical follow-on to the original Federal Supply Schedule order to Deloitte for work previously started under a blanket purchase agreement issued to Deloitte.
3. Description of services: DSS requires assistance to institutionalize, automate and expand the manual “Triage Outreach Program” (TOP).
4. Authority and rationale: In the interest of economy and efficiency, the new work is a logical follow-on to a BPA order issued against a Federal Supply Schedule order. The original FSS order was awarded to Deloitte using competitive procedures. The work to be performed in the follow on BPA order is built off of work Deloitte has done in support of the Industrial Security Field Office Branch. Deloitte has already analyzed the TOP program and begun assessing areas for improvement. During the period of performance, Deloitte will be providing services that build on and incorporate services that are currently performed under the BPA order.
5. Determination that the order represents the best value: Prior to award, the contracting officer will ensure the deliverable costs provided by the contractor are in reasonable. DSS plans to issue a firm fixed price BPA order.
6. Market research: No market research was completed for this effort. The tasks to be completed fall within the scope of the DSS BPAs for consultation, facilitation, program/project management.
7. Actions DSS may take in the future to overcome the barriers that led to restriction:
The Office of Acquisitions is making a concerted effort to assist IO in their planning of future requirements as well as assisting in the drafting of statements of work.
