About this file
This document is a Competition Impracticable Procurement Authorization form from the Arizona Department of Administration, State Procurement Office, involving the Arizona Department of Health Services (ADHS), specifically the Bureau of Women's and Children's Health (BWCH). The document was initiated by Lucas Terry, a Procurement Specialist, and was ultimately approved by Gina Corwin, the Chief Procurement Officer, on 6/27/2023.
The procurement authorization is for the Human Research Protection Program (HRPP), seeking to continue services for critically ill newborns through multiple suppliers providing Level II, Level II EQ, and Level III services. Transportation suppliers must be certified through the Commission Accreditation of Medical Transport Systems (CAMTS). The contract is non-exclusive, allows for maximum participation throughout Arizona, and has a total estimated cost of $5,000,000, running through 6/30/2028. Contractors are paid after other reimbursement sources are exhausted, with fees based on Arizona Health Care Cost Containment System (HCCCS) rates. The program serves as a payer of last resort and includes provisions to prevent financial devastation to families by limiting their liability based on income and family size.

HRPP has been previously contracted as Classification Competition Impracticable with suppliers since ADHS began receiving funding in 1972. HRPP requires that the hospitals, perinatologist, and neonatologist suppliers shall meet Level II, Level II EQs, and Level Ill.
Transportation suppliers shall be certified through the Commission Accreditation of Medical Transport Systems (CAMTS), specializing in perinatal and neonatal care in Arizona.
The HRPP requires maximum participation from each group throughout Arizona which makes these Contracts non-exclusive. This Program is inclusive of the following providers/services:
• Inpatient Physician Services Program
• Consultation and Case Management
• Hospital Program
• Transport Services
BWCH is requesting to continue these services with the current and any upcoming suppliers that meet all Level II, Level II EQs and Level Ill, and companies are certified through the Commission Accreditation of Medical Transport Systems (CAMTS), specializing in perinatal and neonatal care in Arizona, during the term of this CI.
It is in the best interest of the State to grant the continuation of this inclusive program designed to recognize and include current Physicians, Transport Providers, and Hospitals as well as recognize any new suppliers that may enter this area of service expertise to insure ADHS's ability to maintain an efficient perinatal care system that services high-risk perinatal mothers and critical ill neonates.
The Contractors are paid only after all other sources of reimbursement are exhausted; the HRPP serves as payer of last resort and sets fees based on Arizona Health Care Cost Containment System (HCCCS) fees. The physicians and hospital collect from all insurance companies or AHCCCS, and agree to honor the family liability limitations set by the HRPP. This financial liability to the families is based on income and family size. The physicians and hospitals write off outstanding debt if the Program funds are depleted. This safety net has been established to prevent financial devastation to the family. As the costs for these services are limited to established AHCCCS rates and available funding, pricing is determined to be fair and reasonable.
