About this file

This is a draft statement of work for a firm-fixed-price contract to upgrade the feeds on two 16.4-meter hurricane-rated antennas at the Wallops Command and Data Acquisition Station to support satellite data acquisition missions. The contractor will be required to perform digital photogrammetry and physical optimization of the parabolic reflectors, redesign the existing antenna feeds, replace specified RF system components, conduct site acceptance testing, and provide training. The upgrades are needed to enable optimal long-term support for missions on the Deep Space Climate Observatory and GOES-R series satellites while retaining coverage of legacy GOES satellites. The performance period is 104 weeks and the place of performance will be both the contractor's site and on-site at Wallops. The contractor must meet technical requirements for antenna patterns, gains, losses, group delays, and minimum G/T levels in both S-band and L-band.

1 OVERVIEW

The National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS) Office of Satellite Ground Services’ (OSGS) mission is to sustain current NESDIS capabilities, to enable future capabilities, and to create an integrated ground enterprise. Satellite data acquisition from the Deep Space Climate Observatory (DSCOVR) and next generation weather imagery from the GOES-R series are mission critical NESDIS capabilities.

DSCOVR is NESDIS’ primary real-time solar storm warning system at LaGrange Point 1(L1) and monitors magnetic plasma emanating from the Sun. This data is provided as a real-time data stream to the NESDIS National Weather Service (NWS) customer, the Space Weather Prediction Center (SWPC). The data is used by SWPC to produce space weather forecasts, watches, warnings, and alerts.

The GOES-R Series provides advanced imagery and atmospheric measurements of Earth’s weather, oceans and environment, real-time mapping of total lightning activity, and improved monitoring of solar activity and space weather.

NESDIS Wallops Command and Data Acquisition Station (WCDAS) is the primary facility for DSCOVR and GOES-R Telemetry, Tracking, & Commanding (TT&C) capabilities.

NESDIS has identified the WCDAS 16.4 meter (m) Hurricane Rated (HR) antennas HR1 and HR2 to serve as the primary antenna for DSCOVR and primary/back up for Geostationary Operational Environmental Satellite R series (GOES-R) satellites. The HR1 and HR2 antennas require feed modifications to enable optimal long-term support to the DSCOVR and GOES-R missions while retaining coverage of the legacy GOES O/P missions.

The project scope for the HR1 and HR2 antennas shall have the Contractor

· Execute digital photogrammetry

· Perform physical optimization of the parabolic reflector

· Redesign the existing HR1 and HR2 feed

· Replace specified Antenna RF System Components

· Conduct Site Acceptance Testing

· Provide Site Training and Documentation

The Contractor shall perform the above-mentioned scope of work to optimize the HR1 and HR2 antennas to support DSCOVR, GOES-R and GOES O/P mission requirements as specified in this SOW.

SOW-OV-01: The Contractor shall deliver a Requirements Compliance traceability matrix [SE 1] with their proposal.

To maintain operational capabilities, at least one antenna is required to remain operational while the other antenna is being upgraded. The order of upgrades shall be HR2 and then HR1.

The Government will provide access to existing drawings and photos of the 16.4 M antennas and their subassemblies. Offerors are welcome to visit Wallops for a period as defined in the solicitation to review all documents and perform a visual inspection of the antennas and their related subsystems. Any special testing desired by Offerors shall be coordinated through the Contract Officer's Representative (COR)/Program Manager (PM) or their designated representative at least two weeks before the visit. An onsite inspection is highly recommended prior to a response to the RFP.

Modifications
The Contractor shall

design and fabricate a new housing to accept the new feed.

Installation of feed
The Contractor shall install the new feed assembly on the antenna structure with enough adjustability to permit proper focusing of the feed. Feed stability shall be rigid enough to maintain a stable position throughout the full range of antenna azimuth and elevation motion and environmental conditions.
Reflector Adjustments
The Contractor shall, if necessary, ensure the surface roughness and shape of the primary reflector panels and the sub-reflector are sufficient so the required antenna gains are achieved.
Dry Air system
The Contractor shall ensure that the new feed accepts

dry air from the antenna air dryer at the necessary pressure to keep all feed cavities moisture free. A manual purge and an automatic pressure relief valve shall be provided at the horn and any other locations needed to ensure a purge will remove any moisture that may enter the waveguide and filter cavities.

The Contractor shall provide any equipment and instructions needed to ensure any purge will provide adequate flow to remove moisture in a stated time period.

Table A.6-1

A.7 Antenna Feed Acceptance Test Requirements

SOW-HR-A12: The Contractor shall meet or exceed the 16.4m antenna feed site acceptance test requirements as detailed in Table A.7-1 in Appendix A.

The Contractor shall provide measured or predicted radiation patterns for all three operating bands from 0 to 180 degrees from boresight and state the method used and accuracy.

Site Acceptance Test (SAT)

(SOW-HR-QA10)

The SAT shall be performed following the installation of the new feed in the HR1 and HR2 antenna at the Wallops Island Facility. Testing shall include G/T, azimuth and elevation antenna patterns for transmit and receive, as well as Beam-width and transmit to receive isolation at maximum uplink power at low, mid and high end of the transmit band while monitoring the S and L receive bands.

A.9 Waveguide Requirements

SOW-HR-A14: The Contractor shall ensure all waveguide interfaces are of welded construction (not epoxied) and shall use WR430 flanges.

SOW-HR-A15: The Contractor shall supply and install radio frequency interference (RFI) gaskets for all waveguide flanges. Full gaskets shall be used whenever possible. 100% spare gaskets shall be provided by the Contractor.

SOW-HR-A16: The Contractor shall ensure all equipment that handles RF energy and contains air or gas cavities shall be pressurized with dry air. S- and L-band equipment shall be maintained at a pressure of approximately 3.5 kPa (0.5 psi) above atmospheric but shall be able to withstand with stand 4.1 kPa (0.6 psi) without damage.

A.10 Antenna Radiation Pattern

SOW-HR-A17: The Contractor shall use the radiation pattern in ITU recommendation P.465 as a reference. This recommendation states the radiation patterns shall produce side lobes with a gain (G) less than or equal to the following:

G = 32 - 25 log M dBi for 1˚ # M < 48˚ = - 10 dBi for 48˚ # M # 180˚ Where M = the angle between the antenna main beam center and the direction considered.

The Contractor is not required to meet this pattern but shall compare it to the radiation pattern of the product being offered. It is desired that antennas come as close as possible to the International Telecommunication Union (ITU) recommended pattern. As part of the reflector’s surface alignment, the Contractor shall provide the theoretical antenna pattern and measured radiation pattern for the COTS product offered in the technical proposal.

SOW-HR-A18: The antenna spillover sidelobes for the sub-reflector and main reflector shall be less than 5.0 dBi in all bands.
