George C. Marshall Center (GCMC) Dining Facility Services

This is a Synopsis of Contract Action; thus, this document does NOT Constitute a Request for Quotations. The Washington Headquarters Services Acquisition Directorate (WHS/AD) Contracting Office at George C. Marshall Center (GCMC), Garmisch, Germany, intends to solicit and make an award for Dining Facility Services. This will be a Firm-Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract. The North American Industry Classification System (NAICS) Code is 722310, Food Service Contractors.

The solicitation no. HQ084724R0001 will be issued as full and open and made available on the Procurement Integrated Enterprise Environment (PIEE) at (https://piee.eb.mil) between February 1-29, 2024. Paper copies will not be available. It is the responsibility of the interested parties to review this site frequently for any updates on the solicitation and/or amendments to any and all documents.

Description of Service: The objective of this contract is to obtain non-personal services to successfully operate the George C. Marshall Center’s Dining Facility. The Contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other non-personal services necessary to perform food service management, food preparation, head count and food sanitation services as outlined in the performance work statement.

Period of Performance: (1) Twelve Month Base Year plus (4) Twelve Month Option Years and

(1) Six-month Extension

Place of Performance: GCMC Dining Facility, Garmisch, Germany

A. The George C. Marshall Center Dining Facility site visit/walk will be conducted on Friday, January 26, 2024 from 2:00 – 4:00PM Central European Standard Time (CEST) located on Artillery Kaserne in Garmisch, Germany. Offerors will tour locations associated with this solicitation.

B. Contractors shall submit the names of all attendees (not to exceed 2 individuals) from each prospective contractor via email to the primary and secondary point of contacts:

C. Submission of names shall be emailed before/by Thursday, January 18, 2024 at
