| (be as specific as possible) | Question/Comment | ||||
| (one per line) | Government Response/Disposition | ||||
| 1 | SOW | Page 1, 22 | Page 1 of the SOW Board 1 you need 10 pieces quoted where you supply all the material including the PCB, But on page 22 you are asking for a 7 piece quote For the same board the 2nd part of the contract it says partial turnkey how am I supposed to quote that unless I know what you will be providing? | Board 1 Base Contract (now) - Fabricate 10 boards (SOW 3.3.1.1) and assemble 7 of them (3.3.2.1). DMEA will provide all parts for the assembly work. |
Board 1 Option (after product has been tested and there's a demand for additional units) - Fabricate 50 boards (3.3.1.4) and assemble 50 of them (3.3.2.2). The vendor will procure all components, and if any are found to be unobtainable DMEA will provide these to the vendor (3.3.2.5). The specific components are provided in the BOM as part of the TDP. The vendor can expect that they will have to procure all passives (capacitors, resistors, inductors, headers, transistors, and diodes) and some of the Integrated circuits. If they are unable to procure a component DMEA is to be notified so they can provide the components to the vendor.
| 2 | SOW | For board 2 I am assuming that both parts of the contract we will be providing all the material including the PCB? | This is correct, for Board 2 base contract and options, the vendor shall fabricate the PCBs, then procure components and assemble them. If components are unobtainable then DMEA will be notified and will provide the components (See SOW para. 3.3.2.5) |
| 3 | 3.3.2.2 Contract Option: An additional assembly run for partial turnkey service (DMEA provides some of the components and the assembler provides the rest) for up to 50 units in 20 business days or less (counted from receipt of components) may be exercised up to 9 months after acceptance of the first 7 units. The follow-on run may have a different set of fabrication files which feature minor changes to passive component locations or sizes. | For the partial turnkey service, we would need to know which components DMEA provides and which we are to provide in order to give an accurate quote ont his option. | DMEA will provide items from the Board-1 BOM lines 2-30. It is expected the assembler will procure all other components, but if there are unprocurable components as defined in the SOW DMEA will provide those upon request as well |
| 4 | RFQ Deadline of May 9th | This is not enough time for us to provide a full turnkey quote, however, we can provide pricing on PCB Fabrication and CCA Assembly (labor only). We may be able to gather some turnkey pricing but it will be internet only based pricing which is not always cost competitive. | The technical evaluation is not only based on price |
| 5 | For Clin:001,Clin:002: Clin:1001 & Clin:1002 will DMEA be Supplying are Material for these builds? I see in section 2.2 it mentions GFE of all components and PCBS. Then on 3.3.2.5 it mentions the assembler shall procure all components specified in Bill of Materials not supplied by DMEA. I don’t see anywhere on the BOM where it mentions which components will be GFE. | The SOW has been updated to indicate Board-1 BOM lines 2-30 as being procured by DMEA and supplied to the assembler | |
| 6 | Also, I see on section 3.3.1.1, 3.3.1.2, 3.3.1.3, 3.3.1.4 its asking for just the PCB fabrication (just the boards) also in the pricing section. In sections 3.3.2.1, 3.3.2.2, 3.3.2.3, & 3.3.2.4 its mentioning assembling the CCAs (turn-key of boards). Where would we put our pricing for the circuit card assembly portion? | Breaking out, or listing the pricing per task per board is appreciated, but not a hard requirement. Any format is acceptable | |
| 7 | . It appears that given the TDP data and SOW request, you are looking for bare board fab and assembly for both boards. We are turnkey so we do both in-house. Should we separate out bare board and assembly quotes or roll up together as complete assembled board quotes? | Breaking out, or listing the pricing per task per board is appreciated, but not a hard requirement. Any format is acceptable | |
| 8 | Additionally, one item in the SOW was a bit confusing to that end. In section 2.2 of the SOW, the GFE shown is that all components and PCBs will be provided for the assemblies. Would this imply you are not looking for board fabrication and will be providing the bare boards for assembly? It would seem from data provided that you are looking for fabrication of bare boards? | We require a bare board fabrication run for both Board-1 and Board-2, and this for both the base and contract options. We also require an assembly run for both boards, for both contract options. The base contract is planned to execute immediately, while the contract option is contingent on testing results | |
| 9 | And also, just to confirm that you would not want us procuring any of the BOM components for assembling the boards (that all will be provided by you). That way we won’t waste time working on supplied component quotes if not needed! | For Board-1 DMEA will supply all components for the assembly portion | |
| 10 | I am bit confused what this RFQ is about? How many part numbers are there to quote? you send me 5 diff zip files. Most of the Gerber files are empty of 1k size. 1. Just Bare PCB? 2. Assembled PCB or CCA? If yes, I need BOM for each CCA Part Numbers. | The TDP includes fabrication files for Board-1 and Board-2 as generated by Altium--some of these files may not be useful to your set up but have been provided as outputs generated from the design environment nonetheless. | |
