Is there current contractor proprietary information that is germane to the Government's requirements in this RFP that may inhibit another offeror from being competitive in bidding? All of the named requirements are in the PWS. It is for the contractor to determine what systems or equipment is needed to provide the requested service.
48Was the DVIDS 360 platform developed, maintained and updated by the current contractor? If so, what information is the government willing to share to ensure fair competition with other offerors?Yes. However, all of the code is government property and has been developed over the past 12 years. The Government will provide the source codes to the awardee upon start of performance.
59There seem to be cues in the RFP that show systems, operational and applications and capability specific to the incumbent contractor.Would the government entertain a presentation of the systems, software backbone and other necessary operational background so potential offers can access against requirement and make a competitive bid?No presentation will be provided. There was an industry day held for this event where the Government provide such a presentation in June 2016.
50If the TOC is currently at another location other than Ft. Meade, MD, will the government entertain interim transfer of the TOC to a new vendor's facility or provide for a cooperative transition plan to Ft. Meade?Yes. However, if contractor is not the incumbent they shall propose a move from the current location to the new contractors facility and then another plan from there to Fort Meade. This should also apply to the phase in and phase out plan.
51Would the Agency confirm whether the reliance by the Prime Contractor on the resources of an affiliate or subsidiary pursuant to a shared services agreement will also be considered as work by the Prime Contractor? Not sure what you mean. Be more specific
52Will the Agency consider a subcontract with a corporate affiliate to constitute work performed by the Prime Contractor, or would such work by an affiliate require an evaluation to determine the reasonableness of subcontractor prices? The work performed by a subcontractor would constitute work performed by the Prime. The work requires an evaluation to determine the reasonableness of the subcontractor's prices. The Subcontractor MUST submit their fully loaded rates and prices directly to the Contracting Officer.
53Does the Agency require a consent letter authorizing the release of past performance information from a corporate affiliate or subsidiary?Yes.

The CLINS are FFP and Cost. The Government has provided plug number for the Cost CLINS, which all must use. This ensures that we are evaluating the same Cost CLINS figures.
59If the offeror proposes a FFP proposal, does the Agency still require cost/price amounts of all resources required, as well as labor and overhead rates?Yes.
60Commercial offerors that do not perform CAS covered contracts will not have approved purchasing systems in place (including approved estimating, purchasing, or accounting systems), and will not have a CAS disclosure statement. How will the absence of these approved systems impact the evaluation? No, it will not.
61How does the Agency intend to ensure an apples-to-apples evaluation of approved estimating, purchasing, or accounting systems, and offerors that do not have such approved systems? Each proposal will stand on its own. The Government does not compare a proposal against another proposal.
62If an offeror does not have an approved accounting system, what if anything should be submitted instead? This is not a Cost type contract. If your company is a small business you are required to have an adequate accounting system.
63Please state whether performance of the contract will require contractor to receive, handle, or generate any information subject to safeguarding under DFARS 252.204-7012.Please read DFARS 252.204-7012. If yes, please describe the notification. This is a repeat question. Refer to the answer to question 64 above.
70The RFP does not contain cost details or use case context on the existing solution. We believe we can provide a solution that will provide the requested services at 20-25% less than the existing cost model. We also believe that our service can be achieved with a great deal of service enhancements. The incumbents know the current cost structure and solution shortfalls. We are requesting more information be shared on existing costs so that we can provide a more detailed response. This is a performance based contract. All contractors should propose accordingly. The Government will not release this information.
71Please confirm that it is acceptable to migrate away from the existing custom developed product (over some pre-determined timeframe) to our CORE cloud platform or alternative sustainable solution. We cannot agree to continue to invest custom development dollars into your existing bespoke product. We see this as the cornerstone of the cost savings. It is not acceptable to migrate away from the governments custom code to a cookie cutter solution.
72Please confirm that you are willing to provide input into our CORE cloud platform for development funded by ourselves? The Cloud solution has to be a FEDRAMP approved solution provided by the government. Government will consider all solutions provided in your cloud migration plan.
73It appears that you want to migrate all personnel from Atlanta to Ft. Meade.Do you anticipate these becoming contractor or Government employees? We do not anticipate that all employees will move to fort Meade. TOC Services will.

75To enable additional cost savings is it possible for the Government to procure HW directly? i.e. not through the chosen partner.Yes.
76How are you thinking about making this transition? i.e. timeframe, responsibilities etc. Our initial thoughts are that a successful migration will require a few months of joint collaborative planning. Can you provide any existing migration planning/documentation that has been created to plan the migration of this service to Ft Meade? Scoping documents, WBS, requirements documents, etc.…? How should these costs be reflected in the provided pricing templates? The government wants to ensure that ample time is given to this transition. We will need 2 fully operating TOC's prior to going live. We expect that this will take at least a year. Present your plan accordingly.

There is no existing migration information or documentation.

All cost reflection is up to each Offeror.

77Will you consider a non-cloud based solution?No.
78Are there incumbent providers who will need to be changed? There is an incumbent. If the incumbent is not the awardee, then there has to be a change.
79There are several references in the pricing portion of the RFP to “Section J”. This section does not exist, can you confirm the response requirement? The Government will update this section.
80What are the biggest pain points with the existing solution?None.
81The RFP specifically states that the TOC will be moved to Ft Meade. There is a separate section that states that the contractor must provide 2000 sqft of office space for five government workers. Is this separate from Ft Meade and if so, where?Yes, At the contractor facility. The TOC is required to move not the entire effort.
82RFP states that the contractor must provide editing suites that match an existing configuration integrated with DVIDS360.Can you provide details on the editing suites and requirements? They have to be capable of editing all content types in a timely manner. Current infrastructure uses 12 core macs connecter to an internal 10 gig network. It is the Offerors choice to use whatever they determine will meet the requirements.

112Are there any requirements in terms of performing code review prior to release, quality assurance automation and deployment testing automation?Make that part of your plan if you choose to do so. Quality/Security control is a good thing.
113Which databases are in use today for the DVIDS solution, how are they configured to avoid data loss (cluster, master – slave, etc.)? Are we expected to use the same database or can we suggest alternatives? Is the same database solution expected to be used in DMA and government cloud? Is the cost of database licensing a part of this bid?The current database will be made available to the awardee at the time of the award. It is all government code and property.
