| # | RFP Reference | Question | Response |
What is the anticipated award date? | The Award date will occur after all proposals have been evaluated. I cannot give a date at this time. |
Is this a new training offering? | Yes |
Is there an incumbent for this service? | No |
If there is an incumbent, who are they and when is the contract expiration date? | No |
If there is an incumbent for the service, what is the annual contract value? | No. This is a performance based acquisition. Each Offeror is required to propose accordingly. |
Was there ever or is there now similar training? If so, when were the services provided? | No. This is new training. |
What are the current policies and procedures regarding social media engagement for employees? | The contractor will train the use of the same standards of
professional practice and conduct associated with industry and other DoD policies for public engagements.
Also see attached document with complete list of DOD Social Media policy references
How are DoD (dept. of defense) PA (public affairs) and VI (visual information) employees currently managing social media activities? | There is currently no standardized social media management across the Military departments. Social media activities and engagements are taking place both large/small scale, with differing degrees of coordination and success. DoD guidance just was released in April 2016 (see attached document). This course is intend to facilitate standardization of digital engagement practices DoD-wide. |
What is the maximum number of trainees to be online at the same time? | This could surge up and down depending on DOD operations. We project to have up to approximately 250 students simultaneously actively enrolled at any one time. We would prefer the capability to increase that maximum if possible. However, the vendor proposal should identify their capacity limitations. |
Are 56-80 learning hours expected to cover the entire Training Task Inventory (TTI) course material? | Yes |
Can new technology be used to integrate print and video training for optimal mobile use? | Yes |
Is the TTI only online with no face-to-face training? | This training is solely offered via distance learning. |
Should social-media management tools and management applications be included in training? | Yes |
Does the DoD put more emphasis on certain social-media applications? If yes, which platforms and why | While specific platform examples and case studies are welcomed, the training is intended to be platform agnostic. |
Which social media platforms will be used as the basis for evaluating the TTI? | The training is intended to be platform agnostic. |
What is the minimum number of social media platforms to be included in the TTI? | There is no minimum. The training is intended to be platform agnostic, but should cover considerations of platforms available in order for graduates to make decisions on the best platforms to use. |
What is the maximum number of social media platforms to be included in the TTI? | There is no maximum. The training is intended to be platform agnostic, but should cover considerations of platforms available in order for graduates to make decisions on the best platforms to use. |
Where will trainees access training material from? Does location matter? | The training should be accessible in a virtual learning environment (such as an LMS, or Google Educate, etc.) via the internet. It should be hosted on a publically accessible website. |
Will access from outside of the continental U.S. be required? | Yes |
Is an integrated-solutions network (ISN) part of the expected deliverable? | No - no integrated solutions network is part of this RFP |
If an ISN is part of the deliverable, will the network need to meet certain security clearances? If so, which ones and which level? | N/A |
Will you please provide questions and answers from all interested parties? | All questions and answers will be posted via an amendment to FBO. |
How will we be notified of your decision to move forward? | Via FBO |
Will you consider a sole source award to a qualified 8a firm? | No. |
Can you provide additional clarity and direction regarding the student characteristics? Areas such as the current roles and job functions of students taking this program, levels of existing comprehension and understanding of social media strategy, and current social media practices and duties being performed today? | The target audience are DOD PA and VI practitioners. The majority will be graduates of DINFOS basic training courses. The audience will be comprised of senior Non-Commissioned Officers (E-4 to E-6), and Public Affairs Officers (O-4 to O-??), all with operational experience in DOD communications. Most will have experience with communication planning. There will be a wider range of experience with digital engagement strategies. The training should provide foundational understanding of the social media analytics used to measure communication effectiveness. |
We are looking to understand further details regarding a Government-provided Training Task Inventory. Are there any examples, or additional resources that could be shared? | A Training Task Inventory (TTI) is simply a list of tasks selected for training upon the completion of the Analysis Phase of the ADDIE ISD process. Each task listed on the TTI is expected to be trained and measured. Lessons and all curricula will support the learning outcomes of the tasks listed on the TTI. For more information about the ADDIE Model of Instruction go to: http://www.trainingindustry.com/wiki/entries/addie-model.aspx |
What criteria is used to define a small business in order to qualify for award of this RFP? | Refer to sba.gov |
Are you able to provide the exact number of vendors that have submitted questions and the exact number of vendors you are expecting to submit a proposal? | No. |
What is the latest expected date where a signed contract needs to be in place by? | A contract will be awarded and signed after the Government has evaluated all proposals received on time and those that are compliant with the RFP. |
To what degree is there an opportunity for negotiated terms upon award of bid using the RFP as the basis for the governing terms? | The Government reserves the right to conduct discussions if deemed necessary. However, there will have to be a reason to negotiate terms with the awardee. |
Is there an expectation for immediate live Instructor (ILT) interaction between the student and the SM SME 24/7? | Live instruction 24/7 is not a requirement. Response to student questions about content/curriculum is required within 24-48 hours from submission of the request for assistance. |
Please confirm the Government is hosting the virtual social media platform? | DINFOS has the capability to host the course via our Blackboard Learning Management System, but there is no requirement to use our LMS system. The vendor proposal must clearly identify the platform being proposed to host the training. |
Confirm semi-annually vs bi-annually for IPR. Semi-annual means twice a year, whereas bi-annual means every 2 years? | In order to keep pace with trends in Social Media and Digital Engagement best practices, the training must be reviewed for relevancy and effectiveness twice each year (every six months). |
Please confirm course implementation timeline is 60 days. Is it acceptable to use current GOTS/COTS Social Media courses and refine/customize these courses as the course continues? | From the time of award, the training must be implemented within 60 days. It is acceptable to customize GOTS/COTS social media courses to include the tasks on the Training Task Inventory within that 60 day period. |
PWS 5. Scope | The wording seems to suggest that the Contractor must provide an LMS or web platform to deliver training and courseware. Does the DINFOS not have their own LMS/platform through which the Social Media Managers Course can be made available? Would the provision/maintenance of the Contractor-provided LMS be included in pricing? | DINFOS has the capability to host the course via our Blackboard Learning Management System, but there is no requirement to use our LMS system. The vendor proposal must clearly identify the platform being proposed to host the training. If the vendor proposal includes the use of a vendor hosted LMS, the proposal should include the provision/maintenance of that LMS in their pricing.
Award to Single Offeror 252.237-7002 (b) (pg.54): “Offerors shall include unit prices for each item. Failure to include unit price for each item will be cause for rejection of the entire offer.” | The “items” as listed in Section SF 1449 only include Program Management and Plan of Instruction; should it be broken down further to include items such as the Social Media Managers Course, Training Support, and Technical Services Support and Maintenance (as listed PWS 11. Delivery Schedule)? | No, price per the RFP.
Award to Single Offeror 252.237-7002 (b) (pg.54): “Offerors shall include unit prices for each item. Failure to include unit price for each item will be cause for rejection of the entire offer.” | Also, if the Contractor is expected to provide an LMS or web platform to deliver training, that would need to be incorporated into unit prices for items? | DINFOS has the capability to host the course via our Blackboard Learning Management System, but there is no requirement to use our LMS system. The vendor proposal must clearly identify the platform being proposed to host the training. If the vendor proposal includes the use of a vendor hosted LMS, the proposal should include the provision/maintenance of that LMS in their pricing.
52.212-1 Instructions to Offerors—Commercial Items | There isn’t any information dictating formatting. Are there any guidelines they want us to follow? | No.
Addendum 52.212-2 C. Price Evaluation | If the emphasis is on “realism” and “reasonableness” which must be “justified,” shouldn’t the CLIN items include the bigger picture? Should we break down our pricing and show individual rates (for ISDs, Graphic Designers, Programmers, Editors, etc.)? Wouldn’t that be one way to “justify” our price? By simply giving the price for overall Program Management and the Plan of Instruction, it might be difficult for the evaluator to understand the large numbers without an idea of the many individuals and their efforts who are behind those numbers. | A break down of costs/rates for various elements included in the proposal is encouraged.
6.1.1 Training Support | What level of IMI does DMA desire or require for this training? | We are unclear on what is meant by "IMI"
6.2.1 Subtask 1- After Course Actions. Deliverable | Can the government please clarify if this is a digital certificate and if it will require any accreditations by the military or 3rd party organization? | This is a digital certificate with no accreditation requirements.
