STATEMENT OF WORK
Force Protection Access Control System Removal Defense Finance and Accounting Service (DFAS)
1. Introduction: The purpose of this requirement is to remove twenty-four (24) access control groups, automatic door functions/equipment, and electronic handles (with manual handle replacements) from doors connected to the existing Lenel OnGuard System. A licensed Lenel Systems Contractor and qualified electrician must perform this system removal.
1. SCOPE: The contractor shall remove twenty-four (24) access control systems from doors around the building along with their cabling, power supplies/batteries, and their programming in the Lenel system. Each door specified below is located at DFAS-IN's 8899 E 56th Street location. In additional, the vendor shall also remove access control systems from a Lenel Closet Panel (specified below), as well as remove the door contacts for a door (specified below).
1. Specific delivery and other contract provisions are as follows:
1. Length of Contract: This contract shall be completed by December 31, 2021.

2. Removal of twenty-five (24) Access Control Door Groups including removing Card Readers (on all doors), Request to Exit (REXs), Electric Strikes, and Door Contacts (contacts on all doors). Card readers/devices will be collected and kept by DFAS for storage.
· All exterior holes left in the hallway from removed equipment will be covered by vendor provided thin plates.
3. A Lenel Closet Panel (in room 105Y-2) will be removed along with its associated wiring that will be backhauled and stored above the ceiling.
4. All automatic door units above the door on the interior side will be removed.
· 120V power from the ADO is to be removed by a qualified electrician from the junction box. All related wiring will be removed from the ADO to the junction box.
5. All automatic doors have door opening buttons on the interior-side wall. These units will also be removed and wires backhauled to the ceiling.
6. Front-facing and side door strikes will be provided and installed in place of removed electronic door strikes. All automatic door strikes will be replaced.
· Non-automatic doors will not need the door strikes replaced.
7. Cabling from all removed Access Control Devices will be backhauled and secured above ceiling.
8. Door cabling will be disconnected from the Lenel LNL-1320 boards and power supplies/batteries above ceiling for all doors being removed on the first floor. None of these devices will be removed from the second or third floor. These devices will be removed and collected to keep by DFAS for storage. Small dots on the ceiling will help find this equipment between two doors (these devices control two doors a piece). Some will not be removed (notes below).
9. Legacy Door Groups will be removed from Lenel programming.
10. All automatic doors will be replaced by the vendors with similar-style manual mechanisms and handles provided by DFAS. Key cores will not be installed in these replacements.
11. Some doors will have external door cords between the door and interior drywall. Door cords will be removed. The door hole will need to platted like the automatic door opener holes.
12. Some doors will also have phones mounted on the exterior side of the door. Noted below. Wiring will be backhaul/stored above ceiling, and covered with plates to cover the holes.

15. Once this coordination is complete, the contractor shall provide delivery and installation within 30 days after receipt of a phone call or email request for delivery by the Contracting Officer’s Representatives (COR) or designee, unless an alternate delivery date is mutually agreed upon at time of request by the COR or designee.
Note: The Contracting Officer’s Representatives (COR) will act as the on-site point of contact for the Government. They will initiate requests and monitor performance. The COR or designee’s authority is limited to the technical issues and is not authorized to make contractual decisions. The authority to resolve monetary issues and contractual interpretations is the responsibly of the Contracting Officer. The COR or designee for each requirement will be identified on the individual award.
16. The Contractor will confirm and validate each ACS with the CO/COR before and after removal of said systems.
1. GENERAL REQUIREMENTS: The following features are required for the removal service to take place.
1. The vendor must submit a valid Lenel OnGuard certification.
a. Authorized Users. This agreement has been designated as a Defense Finance Accounting Service contract and ordering via this contract is decentralized. This agreement is open for ordering by all Defense Finance Accounting Services and Defense Military Pay Offices within the Department of Defense (DoD) Components.
b. Extent of Obligation. The Government is obligated only to the extent of the authorized contract actually made under this agreement and no guaranteed order amount is being made or implied.
1. Contractor Facility Requirements: The contractor will adhere to the following facility restrictions:
1. DFAS Indianapolis 8899 E 56th Street address does not require security clearance to deliver/work on the premises, but a visitor badge will be required if the vendor does not have one already.
