DEPARTMENT OF DEFENSE
MISSILE DEFENSE AGENCY
5700 18th STREET
FORT BELVOIR, VIRGINIA 22060-5573
BRAND NAME JUSTIFICATION
FOR SIMPLIFIED ACQUISITION
Sun Cruz 3-Speed
1. Introduction
The Missile Defense Agency Directorate for Test Resources, Range Infrastructure Division
(MDA/DTRR) has a requirement for eighty bicycles to provide transportation for FTT-23 mission personnel at Reagan Test Site (RTS). Due to the availability of parts on-island and other limiting factors, MDA intends to specify a brand name.
The estimated cost of this acquisition is .
2. Statutory Requirements
According to FAR 6.302-1(c), an acquisition that specifies a brand name peculiar to one manufacturer does not provide for full and open competition and must be justified as such.
To ensure the requirements in FAR 6.305 Availability of the justification are satisfied with respect to making justifications publicly available, this Brand Name Justification will be posted with the synopsis required by FAR 5.101.
3. Brand Name Justification
Only Sun Cruz 3-Speed bicycles will meet the government’s requirements. The requirement is for eighty bicycles. Bicycles must have an 6061 aluminum frame with internal 3 speed shifters, Sun Cruiser saddle with double coil springs, Shimano SG-3C41 Nexus Inter-3 coaster brakes, steel bottom bracket-, Caged Bearings, 68 x 114.5mm, Shimano Rear Shifter 3-Speed revo twist shifter, Sprocket- 21T x 1/2" x 1/8", Shimano Rear Hub SG-3C41 Nexus Inter-3 Coaster Brake, 36H x 14G, and 26" x 2.50" Brick House Cruiser Tire. This contract will be competitively awarded and will be a Firm Fixed Price (FFP) small business set aside to add eighty bicycles to the existing MDA bicycle fleet in order to support on-island personnel transportation during
FTT-23. The Base Operations Support (BOS) contractor, who will be maintaining the bicycles under the support agreement, has experience with the Sun Cruz brand name bicycles at RTS.
The BOS contractor also has other Sun Cruz 3-Speed bicycles in its fleet and stocks the spares to repair them when needed. Their bicycle technician’s familiarity with the Sun Cruz, having existing parts for interchange, and the existing special tools on hand will save downtime and reduce repair costs. Due to RTS’s remote location, the potential for parts interchange is critical in order to keep the bicycles operational. The Sun Cruz bicycles has a long standing pedigree with surviving the harsh salt environment on RTS, giving the government confidence in its long term reliability. The cost and time required to retrain all BOS contractor bicycle technicians and revamp the logistics supply chain simply to accommodate a different brand would be prohibitive and is not in the best interest of the government.
4. Determination
In accordance with FAR Part 13.106-1(a) (1) (i), the undersigned Contracting Officer hereby determines that the circumstances of this acquisition deem Sun Cruz as the only available brand name. The government will be mindful of opportunities to reduce the logistics support limitations at RTS, in order to increase the potential for competition on future bicycle procurements.
