Questions?

MOKV Program Plan

• Concept Definition (Base Period)

- Fully converge and define concept

- Provide comprehensive concept assessment

- Deliver models and sims for independent Government assessment

• Prototype Demonstration (Priced Option)

- Should be mature and detailed enough to demonstrate reduced risk for high risk aspects of the concept

- Component fidelity should be proportional to risk (high risk = high fidelity)

- Includes associated experimentation and testing that

– Demonstrates key critical functions to justify capability assertions

– Shows reduced risk for critical capabilities or key technology

Expectations for

MOKV Final Concept Definition

• Performance based on:

- Expanded threat space parameters, scenarios, and blue force laydowns

- Lethality assessments

- Government independent modeling and assessment

• Concept Design for Producibility, Reliability, Service Life, Testability, Survivability, Deployability

- Ability to leverage GBI, SM-3, and THAAD boosters

- Suitability of concept design for efficient production and reliable employment

- Path to mature technology readiness level for engineering manufacturing and development

• Sustainment (Maintainability and Supportability)

- O&M approach to maintain interceptor fleet availability and reliability

- Suitability of concept design for efficient and affordable employment

• Recurring and Non-Recurring EMD cost estimate

• BMDS integration impacts

- Compatibility with current/planned interceptor and BMDS architectures

• Prototype fidelity and approach

- Capability demonstrated to support model validation

- Extent and level of risk mitigation achieved (technology and performance)

- Schedule to build and test Approved for Public Release 15-MDA-8162 (11 March 15)

White Paper Content

• White Paper compliant with the Advanced Technology Initiative BAA

(HQ0147-13-ATI-BAA)

• Address three main topics

- Describes respondent's Multi-Object Kill Vehicle (MOKV) concept and associated systems engineering to develop, test, and integrate the concept into the BMDS

- Describes respondent's plan to develop and test a proof-of-concept prototype of the proposed concept

- Describes respondent's experience in developing and fielding similar exo-atmospheric systems

White Paper Content – MOKV Concept

• MOKV concept description – includes but not limited to

- Engagement management approach & rationale

- Communications architecture approach & rationale

- Predicted reliability, how its calculated, and how it will be achieved

- Approach and rationale for the ‘ilities, i.e., how and why

• Associated systems engineering

- Identify initial trade studies

- Describe process to identify additional trade studies

- Approach and process to converge to full MOKV concept

- Top level approach and rationale for development testing of the concept

White Paper Content - Proof-of-Concept Prototype Plan

• Address approach to conduct laboratory experimentation and testing

• Include a top level schedule to develop and assemble hardware and conduct testing

• Roadmap of necessary maturation activities per payload module

• Discussion on how technical risk will be reduced, technology readiness will be identified, and critical features will be demonstrated

MOKV CDPP Concept Attributes

• Balance capability against threat with interoperability in future BMDS architectures and schedule goals

- Threat based on 2025+ epoch

- Future BMDS architecture include projected blue force laydown and RKV driven updates

- Schedule goals

– Concept development and definition complete by ~2QFY17

– Proof-of-concept prototype demo(s) complete by 4QFY22

- Proposed changes to BMDS architecture need to be justified

• Implement MDA’s emerging Kill Vehicle Modular Open Architecture

• Leverage existing BMDS boosters

Expected MOKV Benefits

• Greatly increased mission assurance & availability

- High reliability (storage, stand-by, and in flight)

- Reduced maintenance needs and shorter cycles

• Upgradable

- Based on modular architecture

- Simpler injection of improved technology or functional capabilities

• Robust to variances in BMDS sensor support

- Leverage ground data as available

- Able to operate autonomously
