MISSILE DEFENSE AGENCY (MDA/DV)
SUPPLEMENTAL INFORMATION ON THE
MULTI OBJECT KILL VEHICLE
OF THE BALLISTIC MISSILE DEFENSE SYSTEM
30 January 2015
DISTRIBUTION STATEMENT A. Approved for public release: distribution unlimited
Supplemental Information on the Multi Object Kill Vehicle Of the Ballistic Missile Defense System
1. Background. The Missile Defense Agency (MDA) is responsible for developing a Ballistic Missile Defense System (BMDS) and integrating land, sea, air, and space-based assets to defend the United States, friends and allies, and deployed forces from ballistic missile attack.
2. Synopsis. MDA requests white papers from U.S. only private industry, qualified accredited domestic educational institutions, and nonprofit organizations. The specific area MDA is considering in this solicitation is a Multi Object Kill Vehicle concept under Topic 15, Advanced Kill Vehicle Technology.
The Agency envisions one or more concept definition studies completing in FY17. These studies may lead to continued development, laboratory experimentation and testing, as well as ground based demonstrations of a concept prototype.
3. Description. Multi Object Kill Vehicle (MOKV): The MOKV is a BMDS interceptor payload capable of destroying several objects identified as likely lethal in a target cluster.
Respondents shall submit a white paper in accordance with Section 5 that describes:
· A concept for an MOKV and the systems engineering necessary, including trade studies to develop, test, and integrate the MOKV concept within the future BMDS architecture. The concept description shall also include approaches and rationale for:
· Engagement management
· Communications
· Predicted reliability (storage and in-flight)
· Testability, sustainability, producibility
· A prototype development plan to reduce development risk; identify technology readiness; demonstrate critical technical features; conduct laboratory experimentation and testing; and conduct ground based demonstrations of the concept prototype. The prototype development plan discussion shall include a top level schedule of proposed tests and an initial roadmap of necessary technology maturation activities per payload module.
· The respondent’s experience in developing and fielding similar exo-atmospheric systems.
The preferred concepts shall have the following attributes:
· System components that incorporate MDA’s Kill Vehicle Modular Open Architecture (KVMOA) standards;
· Leverage and adaptable across existing BMDS boosters (GBI, SM-3, THAAD)
· Capability to negate the 2025 projected threat as defined in GFI, and description of any planned growth paths or flexibility to counter potential threat evolution.
Digital simulations shall comply with Advanced Technology Modeling and Simulation development guidelines (guidance document will be provided). Payload performance metrics shall include salvo size to achieve a given Probability of Engagement Success (Pes) and Probability of Negate (Pneg) of a single payload against various threat complexes. The Government will provide the BMDS Effectiveness Metrics Standard as a reference.
Concepts developed on the basis of current or prior access to U.S. Government information shall be properly classified by the contractor based on applicable Security Classification Guidance.
4. Government Furnished Information. Any technical data furnished by the Government in response to topic inquiries is in an "as is" condition without any warranty as to its accuracy, completeness, or adequacy. The respondents shall use this technical data at their own risk. The Government assumes no responsibility for such furnished data/documentation, nor will the Government have any liability for a respondent's response should such data/documentation prove to be inaccurate, incomplete, or otherwise defective.
a. The following documents are available upon request:
1. The BMDS Effectiveness Metrics Standard
2. BMDS, MKV, GMD, THAAD, and Navy Standard Missile Security Classification Guides (SCG)
3. Draft KVMOA Standard
4. Threat Documentation
5. MDA Core Standards
6. Advanced Technology Modeling and Simulation Development Guidelines
b. In order to receive the Government Furnished Information above, the respondent requires a facility security clearance (FCL) of no less than "SECRET." A DD Form 254 will be issued with the classified information. All requests must be submitted to Duane.Keller@mda.mil using the attached Document Access Agreement/Request Form.
MDA will verify all submissions in the Industrial Security Facilities Database.
The Government will send classified information via email (preferred) or by mail. If the contractor cannot receive the classified information via email they shall provide the point of contact for a mailed package. The preferred classified mail provider for MDA is FEDEX. Contractors are required to notify MDA if they cannot receive classified mail via FEDEX (overnight carrier). Contractors mailing classified information to MDA must follow NISPOM procedures. Note: FEDEX cannot deliver to a post office box.
5. Responses:
a. Respondents shall provide responses via the MDA ATI BAA, HQ0147-13-ATI-BAA, using the submission instructions included in the announcement and this Attachment.
b. The Government expects responses to consist of an unclassified white paper and identify areas which might be subject to data limits or restrictions. The white paper may include a classified annex. The annex may not be classified higher than SECRET and will count against the page limitations specified in the ATI BAA. MDA classification guidance does not authorize use of the NOFORN caveat. Information may only be marked as NOFORN if derivatively classified from a threat source document that is marked as such. The Government will accept white papers up to and including March 1, 2015. Submit unclassified responses to: Duane Keller at Duane.keller@mda.mil. Submit classified annex (if any) to: Robin.Tompkins@mda.smil.mil.
c. The appropriate Security Classification Guide (SCG) or derivative classified source document must be followed by those interested parties submitting white papers. Contact the MDA Security POC listed below for specific classification instructions for any situation where no clear SCG direction is available or known, and the proposer believes the work, if successful, would merit classification due to either technical and/or quantitative performance or capabilities. Respondents must possess all required personnel security clearances, facility clearances, and other infrastructure requirements necessary to conduct/perform such classified work.
d. Export Controlled Data. The work will likely involve export-controlled technical data. Therefore, please include a completed DD Form 2345, Military Critical Technical Data Agreement, with certification number and expiration date, along with each submission. The U.S./Canada Joint Certification Program allows access to such data in order to facilitate meaningful information exchanges that could contain unclassified technical data disclosing military critical technology with military or space application that is under the control or in the possession of the U.S. Department of Defense. (Note: See http://www.dlis.dla.mil/jcp/ for information regarding this program and form. The U.S./Canada Joint Certification Program normally returns an approved and signed certified form, which includes a certification number and expiration date within 5 days of receipt). If unable to complete the form as a qualified U.S./Canada contractor, please submit a statement explaining why export-controlled technical data is not needed in the work.
e. The Government expects respondents to ensure that the efforts of foreign participants do not either directly or indirectly compromise the laws of the United States or its security interests. As such, the respondents should carefully consider the roles and responsibilities of foreign participants as they pursue teaming arrangements.
6. Marking. Submissions must comply with the instructions set forth in the MDA ATI BAA, HQ0147-13- ATI-BAA. Potential sources are responsible for adequately marking proprietary information contained in their response. Respondents MUST mark any proprietary information as such on a page-by-page basis. The Government intends to use third party, non-Government (contractor) support personnel as subject matter experts in the review of received responses, including the review of any marked or unmarked proprietary information. The Government has executed appropriate non-disclosure agreements between the third party, non-Government (contractor) support personnel and the Government and those are on file with the Government. A submission of a response to the BAA constitutes the respondent's acknowledgement and agreement that the Government may disclose information in the response, including any marked or unmarked proprietary or source selection information, to these third party, non-Government (contractor) support personnel.
Unclassified White Papers must not contain information classified by an applicable SCG or other derivative classified source document. Classified annexes must be marked, protected, transmitted, and handled IAW applicable NISPOM requirements.
7. Industry Day Announcement. The Government is planning an industry day for 11 February 2015, beginning at 0900 Central Standard Time at 5224 Martin Road, Redstone Arsenal, AL. The morning session will discuss the general MOKV concept requirements. In the afternoon the Government will conduct 15 minute one-on-one meetings with vendors interested in providing an offer as a prime contractor for this effort.
