PERFORMANCE WORK STATEMENT
CORROSION TRAINING: COATINGS TECHNOLOGY
24 OCTOBER 2019
1. GENERAL INFORMATION
1.1. Background
Once equipment is fielded or facilities are completed, they are subject to corrosion resulting from a wide-range of variables including age, usage and ravages of their operating environment.
Application of protective coatings is the most widely used corrosion protection system in the Department of Defense (DoD). As a result, personnel involved in coatings research, specification of coatings, surface preparation, application of coatings, and coatings inspection need access to training in this complex and evolving technology area to minimize the cost and readiness impact of corrosion on DoD assets. The coatings training approach therefore encompasses the following sustainment-related activities:
• Identify DoD personnel (officers, enlisted and civilians) requiring coatings education and training
• Define scope of required education and training and review current course syllabi
• Identify potential education and training shortfalls for the sustainment workforce at all levels
• Update education and training requirements (e.g., course development, training materials, trainers and training sites) to include implementation of emerging technologies
The Services all provide various coatings-related training to their members depending on positions as assigned. Additionally, the CPO has for some time funded training provided by the Society for Protective Coatings (SSPC) and the National Association for Corrosion Engineers (NACE International) targeting the acquisition and sustainment workforce.
1.2. Objectives
The CPO requires a wide range of acquisition and sustaining engineering and technical support services to effectively execute their strategic plan for corrosion prevention and mitigation. To help manage and focus the various types of support, CPO established Working Integrated Product Teams (WIPTs) to develop action plans associated with the following areas:
• Corrosion Policy, Processes, Procedures and Oversight
• Metrics, Impact and Sustainment
• Science and Technology
• Communications and Outreach
• Facilities
• Training and Certification
• Specifications, Standards and Qualification Process
The requirements established by this contract are to support a primary objective of the Training and Certification (T&C) WIPT to provide proper training to individuals whose actions could measurably prevent or mitigate corrosion in the Department’s equipment and infrastructure. The training and certification program prescribed within this Performance Work Statement (PWS) intends to assist the CPO in carrying out its essential mission requirements as required by statute 10 U.S.C 2228.
1.3. Scope
The scope of this effort is for the contractor to provide training classes and certification to DoD military and civilian personnel as required by the T&C WIPT action plan. Contractor shall make the training available through online resources, at off-site facilities designated by contractor, and in some cases on-site at the requesting organizations facility. A minimum of 300 and a maximum of 500 DoD students shall receive training per year of the contract.
The contractor shall provide CPO and/or the T&C WIPT with course survey data completed by DoD students on a monthly basis.
The course fee for training classes provided to DoD military and civilian personnel, and paid for by CPO, shall be equal to the fee charged to the general public.
2. SPECIFIC TASKS
This effort will be required to support efforts for DoD agencies’ corrosion prevention and control requirements to sustain a workforce that is adequately trained in specification of coatings, surface preparation, application of coatings, and coatings inspection.
2.1. Training and Certification
Education and training in the processes and techniques necessary for effective corrosion prevention and mitigation is vital to the longevity of DoD equipment and infrastructure. These processes and techniques may include, but are not limited to washing, cleaning, painting, coating and preventative compound treatments; recognition/detection and interpretation of corrosion through visual observation and/or non-destructive testing; removal of corrosion from materials via mechanical and chemical means; repair of corroded structures and equipment; and reworking of materials and structures to restore corrosion-resistant properties. It also includes recognition of operational environment conditions that stimulate or hasten corrosion and understanding of means of storing, protecting and transporting equipment subject to corrosion.
The duties of the CPO and T&C WIPT include determining the corrosion prevention and control training needs of all members of the acquisition and sustainment workforce. Where appropriate, the training activities may be carried out in coordination with organizations in the private sector that are recognized by DoD as leading experts in corrosion training and certification. Under this requirement, the contractor shall support the CPO and T&C WIPT in activities that include:
a. Training
The contractor is required to provide coating related training classes and certification to DoD military and civilian personnel with funding provided under contract with CPO.
Training classes, serving as prerequisites for certification, shall be focused in the following areas:
• Corrosion control using coating systems
• Basic and advanced organic coating technology
• Basic inorganic coating technology
• Specification of protective coating systems
• Coating application
• Surface preparation (steel and concrete)
• Coating Inspection, and quality control
It is expected that course participation will vary from year to year, therefore there is no limit placed on the number of students that can participate in a particular class or apply for recertification each year.
b. End-of-Course Survey
At the completion of training provided by the contractor, all students whose course fee was paid by DoD, shall be administered an end-of-course survey to collect generalized student data and insight into how courses might be improved or changed to meet the needs of the workforce engaged in corrosion mitigation and prevention efforts. The contractor shall provide the surveys completed by DoD students to the CPO on a monthly basis.
c. Curriculum Review
The training curriculum shall be reviewed annually by CPO, T&C WIPT and contractor.
As agreed upon by the reviewing committee, contractor shall update the training curriculum to include new and relevant material; or remove material rendered obsolete by technological advances or other requirements.
