About this file
This sole source justification memorandum outlines the procurement of Coursera online training course licenses to meet a FY 2019 National Defense Authorization Act requirement. The Defense Acquisition University requires the agile software development training for certified acquisition professionals on programs using agile techniques. After market research evaluating options from MIT, the Software Engineering Institute, Mitre Corporation, edX and Coursera, only Coursera was found to meet all attributes including depth of content, effectiveness, cost, online availability, capturing latest practices, and ability to deliver within 180 days as required. Coursera offers 15 agile courses that can be tailored to needs and are taught by instructors from the University of Virginia and University of Alberta. The Washington Headquarters Services awarded contract HQ003420P0015 to an unknown vendor for an unknown amount on January 22, 2020 to acquire the Coursera licenses for one year of access.
