PERFORMANCE WORK STATEMENT

PERFORMANCE WORK STATEMENT

FOR

Western Regional Partnership (WRP) Support

FOR THE

OFFICE OF THE ASSISTANT SECRETARY OF DEFENSE (ENERGY,

INSTALLATIONS & ENVIRONMENT) (OASD (EI&E))

1. GENERAL INFORMATION

1.1. Background: The Office of the Assistant Secretary of Defense (Energy, Installation, & Environment) (OASD(EI&E)) Basing Directorate provides policy and guidance to manage the Readiness and Environmental Protection Integration (REPI) Program. This includes policy, funding, leadership and management for DoD participation in large landscape partnerships and other key relationships that help to protect military value. The REPI Program provides an integrated strategy to protect military value by preventing, removing or mitigating restrictions to military test, training and operations. REPI is one component of the DoD Sustainable Ranges Program (SRP) that addresses and resolves current challenges to the long term sustainability of military testing, training and operations. Military force training To be able to train military forces and test equipment and munitions the military requires not only hard infrastructure, such as runways, hangars, roads, targets and all of the associated support equipment; it also draws on air, land, water and electronic spectrum resources. The military’s ability to train, test and operate is increasingly constrained due to competition for these resources with commercial businesses, nearby communities, renewable energy projects.

1.2. Objectives: Provide professional support via coordination of the Western Regional Partnership (WRP) in order to identify opportunities for collaboration and information exchange that support WRP partners, while promoting military readiness, sustainability, homeland security, and natural resource protection. The WRP is one of two landscape level regional partnerships that the OASD(EI&E) co-chairs and supports.

1.3. Scope: The WRP provides a proactive and collaborative framework for senior-policy level Federal, State and Tribal leadership to identify common goals and emerging issues in the states of Arizona, California, Colorado, Nevada, New Mexico and Utah and to identify solutions that support WRP partners. This while promoting military readiness, sustainability, homeland security, and natural resource protection. The long-term viability of WRP is critical to the Department of Defense (DoD) and the Military Services.

WRP’s efforts are focused on proactively identifying and minimizing or avoiding impacts to the DoD mission including, but not limited to: siting of large scale energy projects;

management of threatened, endangered, or at-risk species; preservation of natural resources and native cultural/historical sites; addressing water availability and wildfire management; and coordination of airspace and UAS.

Each year, the WRP Principals approve annual priorities and goals for the coming year.

In August 2016, the WRP Principals approved preparation of a Regional Assessment, which must be completed by the Ninth Principals’ Meeting currently scheduled in August 2017. The assessment must include the following:

Survey results of “top” Partner issues and needs within the WRP Region Relevant Committee efforts documenting exploration of survey results on Partners’ top issues and needs;

Identification of state and regional plans to occur in 2017-2020;

Resources that encourage better collaboration among WRP Partners;

Identification of authoritative GIS data layers/web mapping services supportive of

WRP planning efforts and initiatives; and, Further recommendations for WRP Principals consideration at their 2017 meeting on identified gaps and possible areas that could lead to solutions.

The WRP Principals also approved the recommendation that monthly updates of agency efforts relevant to the WRP Mission be developed and shared with partners.

A WRP DoD Management Team was established to ensure best consolidated input among the diverse DoD organizations in the region and Washington, DC, and to help maintain the continuity of WRP within DoD. There is a need to coordinate the actions of the team to ensure key issues are identified, prioritized, and addressed by WRP in a relevant manner.

In addition, the WRP Steering Committee, each of the three WRP committees, and the DoD Management Team expect to sponsor/host approximately four (4) in-person meetings and 8 web conferences each year in order to collaborate on the assessment, address ongoing issues or provide information to WRP partner organizations. These meetings/web conferences require contractor support.

The workload estimate for this requirement is approximately 1,440 hours annually for the base period and 1,440 hours annually for each option period, of which 100% of the hours are expected to be off-site except for local travel. All hours are dedicated to coordinator support. The workload estimates are provided solely to assist the Contractor in its assessment of the anticipated workload required and to ensure its quotation includes pricing consistent with the anticipated workload. This is not a labor hour contract. The PWS requirements shall be performed at the proposed prices regardless of the number of hours quoted or performed.
