DOD Rapid Innovation Fund – Amendment 0003 1
DoD Rapid Innovation Fund FY 2016 – Amendment 0003
Number: HQ0034-16-BAA-RIF-0001 The purpose of Amendment 0003 to the DoD Rapid Innovation Fund FY2016 Broad Agency Announcement, HQ0034-16-BAA-RIF-0001 is to add three requirements, provide clarification to three existing requirements, and to make corrective changes to the solicitation.
Important Note: The following changes have been made to this solicitation since Amendment 2 was released — April 2, 2016.
Annex Text Changes
Within Section 13.2 Department of the Army Annex:
The following three new requirements are added:
Requirement # ARMY57-PEOCSS10:
Title: Modernized Ambulance Compartment with improved HVAC system Military System or Acquisition Program Customer: PEO CS&CSS / PD Light Tactical Vehicles Description: The existing fleet of Army ambulances, excluding the M997A3 are more than two decades old. The age has created obsolesce and degradation issues that may require a future recapitalization effort. Technology advancements over the last two decades have been significant, and as a result, there exists an opportunity to improve the performance and reliability capabilities with commercial items in the M997 series. Future recapitalization would utilize the M1097A2 chassis. Technology insertion with commercial items in the ambulance is of interest to the Army. This includes, but is not limited to, and improved HVAC system, litter carriers, LED lighting, sealing of the compartment, electrical outlet integration, refrigeration, and rear door improvements. The combination of cost-effective solution and improved capabilities is desired for the future recapitalization of the M997.

Requirement Number# ARMY58-PEOCSS11:
Title: Anti-lock Braking System / Electronic Stability Control (ABS/ESC) for non-armored versions of the High Mobility Multipurpose Wheeled Vehicle (HMMWV) Military System or Acquisition Program Customer: PEO CS&CSS / PD Light Tactical Vehicles Description: The HMMWV has been in military service for more than 3 decades, and has seen its mission evolve significantly. Through those years the HMMWV has incorporated 1000s of changes, but the rapid advancement of commercial technology has left gaps in capability for older portions of the HMMWV fleets. Specifically, the M1097A2 has not incorporated ABS/ESC as a feature despite the mandate from FMVSS in 2011 for US Auto Manufacturers.
There is a need to integrate a militarized ABS/ESC to the M1097A2.

DOD Rapid Innovation Fund – Amendment 0003 2
Requirement Number# ARMY59-PEOCSS12:
Title: Airbag / Airbelt integration in the HMMWV:
Military System or Acquisition Program Customer: PEO CS&CSS / PD Light Tactical Vehicles Description: American forces rely on vehicle performance both on and off-road to carries out a variety of missions. These missions include, but are not limited to, disaster relief, homeland security, training and overseas operations. These diverse environments require a wide range of performance parameters for vehicles to operate within. As technology has matured, it has created opportunities to fill existing capability gaps and improve vehicle performance and safety. There is a need to improve on and off-road vehicle safety with the integration of improved restraints and airbelts to the High Mobility Multipurpose Wheeled Vehicle (HMMWV). The combination of a cost-effective commercial technology in a military environment will aid in reducing occupant injuries in HMMWV accidents.

Annex Requirement Clarifying Information
Within Section 13.3 Department of the Navy Annex:
The following information is provided as clarification to the requirement published in the BAA:
Requirement # FY16-DoN-RIF-NAVAIR-10:
1. The dosimetry system is envisioned to be used by both Flight Deck Personnel and Aircrew. As such the dosimeter must be compatible with the HGU-84, HGU-68, HGU- 56 and HGU-24P. If the recording device is wearable, it must not interfere with assigned
DOD Rapid Innovation Fund – Amendment 0003 3 crew or maintenance duties and be fully interoperable with Aircrew Life Support Systems and Personal Protective Equipment.
2. The primary intent of this RIF is to obtain the capability to measure in-ear noise while aircrew or flight deck crews perform their mission. In addition, the capability to measure noise external to the helmet is desired for determining effectiveness of hearing protection and/or assess noise environment. This capability should be modular. The external dosimeter should be capable of use with the In-ear dosimetry system or stand alone.
3. The system should be able to operate in the following environments - Mil-Std 464 , Mil-
Std 461 and Mil-Std 810.
4. The dosimetry system must have the capability to load recorded data on a standalone storage device. Eventually, the data may be cloud stored, but security requirements at this time would add a level of complexity that would exceed RFI timeline. The monitor must be able to record a minimum of 8hrs of data with the objective of 12hrs. The storage device must be able to store data for multiple crews for at least 6 months.
5. The on deck noise environment :
