The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate, (WHS/AD) intends to award a sole source contract to SNA Software LLC.
This requirement is being performed in accordance with (IAW) Federal Acquisition Regulation
(FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy
Agency Requirements. IAW FAR 6.302-1(a)(2), when the supplies or services required by the agency are available from only one or a limited number of responsible sources, and no other type of supplies or services will satisfy agency requirements, full and open competition need not be provided for.
Due to the proprietary nature of the EVM software system licenses, a license agreement with corresponding highly specialized training and system support is required. The training and implementation calls for specialized knowledge and expertise while the formalized and informal training must conform exactly to the manner in which the proprietary software operates and is implemented, this knowledge and expertise is available only from SNA Software, LLC.
This software system is highly specialized and SNA Software, LLC is the only company uniquely qualified to provide the services required because the work related to implementation and sustainment of the proprietary software allows it to be adapted through its configuration functionality to conform to the needs of the government. The ability to configure the software requires specialized knowledge and training.
The proprietary software produces normalized project management information from legacy and current data, the results of which need to be precise and must replicate the results of the originating files that are being normalized for use by the government. Furthermore, the proper integration of the information from disparate sources is also required. Both the depth and breadth of knowledge required to achieve this normalization and integration, leveraging the functionality of the proprietary software is unique in the marketplace, and is available only from SNA
Software, LLC.
Awarding any other source other than SNA Software, LLC would result in substantial duplication of cost to the Government that is not expected to be recovered through competition.
Duplication of costs would include the purchase of new software and corresponding licenses as well as training and implementation for a new approved software. Due to the proprietary nature of software the maintenance and support portion of any license contract would remain of a sole source nature in the future. Additionally, a new software program would require migration and reconfiguration to any new software application for users. These efforts in coordination with the initial training of the user base while beginning to implement new software would approximately require one (l) year to achieve the effectiveness and efficiencies the current EVM software provides PARCA, subsequently causing unacceptable delays in mission readiness effecting all programs across PARCA.
Accordingly, SNA Software, LLC. is the only company capable of providing the services required without PARCA experiencing substantial duplication of cost that could not be expected to be recovered through competition. SNA Software, LLC provided certification that they are sole manufacturer/dealer of the Proteus and Envision applications in North America.
The draft Statement of Work is attached. The Government anticipates a Firm Fixed Price
Contract for a base period of performance of six (6) months, with one 6-month option period.
This notice of intent is for information purposes only, therefore, no solicitation will result from this announcement. This notice of intent is not a request for proposals or quotations. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.

Related Services, Small Business Size Standard $27,500,000.00.

The Department of Defense (DoD) uses Earned Value Management (EVM) as a program management best practice for planning, budgeting, and tracking technical program efforts.
Successful implementation of EVM requires the integration and analysis of cost, schedule, and technical data that are contained in a variety of reports, including the Integrated Program
Management Report (IPMR) formats 1-6. The IPMR combines the cost and schedule data previously recorded by the Cost Performance Report (CPR) and the Integrated Master Schedule
(IMS). The IPMR is required on all cost or incentive-type contracts in excess of $20M.
The PARCA organization has been running a pilot program to evaluate four different integrated cost schedule analysis tools to leverage the data being delivered against the new
Integrated Program Management Report (DI-81861). PARCA has selected one of these tools to implement into its daily mission. The SNA Proteus and Configurator set of tools provide a fully capable integrated analysis capability and also have the ability to convert historical data.
