THIS IS NOT A REQUEST FOR QUOTE – THIS IS A NOTICE OF THE GOVERNMENT’S INTENT TO ISSUE A

SOLE SOURCE AWARD FOLLOW-ON CONTRACT TO EDWARD KEEFER TO PROVIDE RESEARCH AND

WRITING SUPPORT SERVICES.

The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate, (WHS/AD) intends to award a sole source contract under the statutory authority permitting Other Than Full and Open Competition, the Test Program for Commercial Items (Section 4202 “Application of Simplified Procedures to Certain Commercial Items” of the Clinger-Cohen Act of 1996), as implemented in Federal Acquisition Regulation, FAR 13.501 “Special Documentation Requirements.” WHS/AD intends to issue a follow-on contract to Edward Keefer, 5218 Manning Place NW, Washington DC 20016, in an effort entitled Research and Writing Support Services. The anticipated period of performance will be for 12-months with the three option periods pursuant to FAR 52.217-9, Option to Extend the Term of the Contract. We anticipate awarding a contract to Edward Keefer to provide research and writing support services to the Historical Office, Office of the Secretary of Defense, Office of the Directorate of Administration and Management. The follow-on contract is necessary to continue the research and writing of the next volume in the History of the Office of the Secretary of Defense publication. Without this service being continued by Dr. Keefer, the ambitious schedule required would not be accomplished due to the extensive skills and knowledge necessary to initiate Volume X without the preparatory background research required to start a new volume. The typical time required would be one year or more, immersed in relevant secondary historical literature. The Government anticipates a firm fixed price contract.

This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
