Response: One resume per key personnel per Section 3.0, Factor I, Subfactor 2 – Recruitment & Staffing Plan of the Combined Synopsis/Solicitation. Each labor category is categorized as key personnel, however, it does not mean only one individual is required per key personnel labor category. The Government estimates the following full time equivalents: 1 Sr. Instructional Designer/ Program Manager, 2 Instructional Designer, 1 Curriculum/Multimedia Developer, and 1 Curriculum/Training Evaluation Specialist. Additionally, the Government Estimate its full time equivalent at 2080 hours. 6. Section 5.2 of the PWS lists four (4) key personnel labor categories. Implied in listing “key” labor categories, is also the existence of and a requirement for “non-key” personnel and labor categories. Does the Government have a list of non-key personnel requirements?

Response: All curricula created for online or in-resident training will be accurate, current, applicable and functional in a classroom environment and usable in the DEOMI LMS.
18. Is there a formal requirement that someone has to be physically working on-site at all times for this contract? In the PWS under Section 2.7 Location: it states “work will be performed at the DEOMI, Patrick AFB, FL; at contractor’s corporate office, or other government sites on Patrick AFB, FL.” Then under Section 8.1 it states “the tasks in the PWS require a physical presence in order to ensure successful performance.” Additionally, in Section 8.2 the PWS states “The government will provide for required on-site personnel (with 90% of work conducted on site) …” Can you clarify what the actual requirement is? Would the awarded contract require personnel to work on-site 100% or can work be conducted at contractor’s facilities if the contractor is located out of state with occasional travel to Patrick AFB, FL for required meetings, product reviews, etc.?
Response: The Government expects that 100% of the work be completed on-site. See updated Performance Work Statement.
19. What Learning Management System (LMS) will be utilized for the eLearning and Blended
Learning courses that are developed?
Response: CourseMill is the platform DEOMI uses to host/manage the lessons. See updated Performance Work Statement.
20. In reference to para 2.7.1, which states; "Work will be performed at the DEOMI, Patrick
AFB, FL; at contractor's corporate offices; or other government sites on Patrick AFB, FL.Performance of the tasks in this PWS may be accomplished via approved telework agreements." Can you please clarify what portion of the work will be performed onsite vs.
contractor facility, or can you clarify which, if any, of the key personnel can work remotely out of the contractor facility?
Response: See response for Question #18.
21. In reference to para 1.2.1, "To meet emerging training needs the contractor will support DEOMI in the planning, analysis, design, development, implementation, and evaluation of Equal Opportunity (EO) and Equal Employment Opportunity (EEO) occupational training material, as well as other training program initiatives as needed. What other training program initiatives, if any, beyond the core EO and EEO curriculum program, will the key personnel be involved in?
Response: The Office of Diversity Management and Equal Opportunity (ODMEO) tasks DEOMI occasionally to develop and implement additional training curriculum. These projects can range from creating Human Relations training templates to full-scale, interactive online learning modules.
22. The Government has identified staff qualifications in 4 key areas: Program Manager, Instructional Designer/Developer, Curriculum/Multimedia Developer, and Curriculum/Training Evaluation Specialist. PWS section 6, Performance Requirements Summary, identifies a performance standard that “the contractor ensures that sufficient staff is available on-site at DEOMI at all times during core business hours to support assigned requirements.” This performance standard seems to imply that assigned requirements will fluctuate. In addition PWS section 5.2 implies that the Government anticipates it will take a total of four (4) full time equivalents, one in each key labor category, to successfully perform all of the requirements of the PWS. The collective implication in this language is that the Government expects a time & material (T&M) Level of Effort (LOE), however the solicitation is advertised as a Firm Fixed Price (FFP) requirement. Please clarify the Governments intent, is this a T&M or FFP requirement? If the latter, please provide the definitive information that will allow the contractor to adequately assess and scope the efforts required to support the assigned requirements?
Response: The Combined Synopsis/Solicitation delineates this effort as Firm Fixed Price. Please refer to the response for Question #5 for Government Estimates.
23. Under Instructions to Offerors – Addendum section 2.e. (Format) the Government indicates that 1 redacted copy of the response to Factor 1, Technical Capability, is required. Please advise what information the Government requires be redacted in that copy?
Response: A redacted copy is not necessary. The Combined Synopsis/Solicitation was updated to reflect this change.
