SUBJECT: Amendment No. 1 to Solicitation HQ0034-14-T-0200, for procurement of documentary style video production footage on location, in a variety of environments for the Department of Defense (DOD) Office of Economic Adjustment (OEA), to include the capture of video and footage for documentary style productions for the OEA video success stories.
Dear Vendors, This amendment answers the questions below:
Combined Synapsis/Solicitation Questions and Answers
1. Is the Government looking for a 20 hour (x2) cost per project (Shooting and recording time on location) per two person crew or for all project dates listed? Should the costs be listed as what a 2 person, 20 hour project (total of 40 hours) would cost or total costs for all project dates listed?
Response: The Government requests quotes for estimates considering:
• Four locations
• Up to 5 shoot/filming days at 10 hours per day per labor category
(Camera Person and Audio Person) per trip.
• Up to 50 hours per labor category per trip is the allotted film time
• Up to 10 hours per labor category per trip is the allotted travel time
2. Is it necessary to have this exact equipment or can equipment of a different brand but of equal quality be used?
Response: The Government preferred Brand Name equipment listed in the
REQUIRMENTS section of Solicitation HQ0034-14-T-0200 is based on past experience, performance and to ensure compatibility with existing project formats. If the listed Brand Name equipment is not available, the Government will consider Pursuant to FAR 52.211-6, Brand Name or Equal, offers. To be considered for award, offers of “equal” products, including “equal” products of the brand name manufacturer, must –
a. Meet the salient physical, functional, and performance characteristics specified in this solicitation.
b. Clearly identify each item by brand name (if any), and make or model number.
c. Include in the quote, descriptive literature such as illustrations, drawings, and/or a clear reference to requirements listed in this solicitation.
d. Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements; or any suggested next generation product replacing an item no longer available.
3. Is that up to $5,000.00 allotted per project or total for all projects for the year?
Response: $5000.00 is the maximum amount allotted for travel cost per trip during the period of performance of the contract.
4. Why does it matter where the contractor travel originates if they can arrive at the destination at the same time as the OEA project manager? Assuming travel generally occurs the day before a shoot, concerns over delayed flights and different arrival times should be minimal, if any concern at all.
Response: This matters because of the Government’s prior experience: (1) The
Government is not willing to pay any additional travel expenses that maybe occasioned by flying from alternate locations, (2) several location sites necessitate coordination with scheduling, travel and security requirements, and (3) there have been issues with crew members not arriving at the location(s) as agreed; therefore, it is the Government’s business judgment that the requirement to fly out together is in its best interests.
5. Is this a follow-on requirement? If so, could you please provide the incumbent contract number for this opportunity? If not, is this a new requirement?
Response: This is a new requirement.
6. Work samples are not requested in the Solicitation. Will links to our video work be reviewed and considered if we include them with our response?
Response: Work samples are not required and will not be reviewed or considered if included with vendors response.
7. Will the OEA Project Manager who attends the shoots be directing and producing while on location? If that person is not an experience director, may we provide the direction and producing on location?
Response: The OEA Project Manager will serve as director and producer while on location.
8. The solicitation allows for an estimation of $5000 for travel expenses. Does that budget include all flights in which contractor crew accompanies the OEA project manager?
Response: Yes. That budget includes all flights departing from the Washington, DC metropolitan area in which contractor crew accompanies the OEA project manager.
9. The solicitation states that it is the contractor's responsibility to pay out of pocket all travel expenses for crew to arrive at set-upon departure location with the project manager.
Will those out-of-pocket expenses be reimbursable?
Response: No. Paragraph one of the TRAVEL section of the solicitation states: “Travel will originate from the Washington, DC Metropolitan area only, but video shoot locations can be anywhere within the United States.” Furthermore, paragraph 2 of the TRAVEL section states: “Video crew will fly in economy class and will pay for two bags per person. Flights originating from the Washington, DC area will be reimbursed. Any video crew member working in another State will have to pay out of pocket to fly to the departure airport to fly with the OEA project manager. The Government will pay for equipment baggage. The Government (OEA project manager) will rent required vehicle for travel location transportation.”
The Government reserves the right not to respond to questions provided after 4:30PM (EST) on September 15, 2014.
