TASK WORK STATEMENT

MULTI-MEDIA SUPPORT FOR ISR TASK FORCE,

OFFICE OF THE UNDER SECRETARY OF DEFENSE (INTELLIGENCE)

November 16, 2012

1.0 Background. The Deputy Under Secretary of Defense (Intelligence) (DUSD(I)) for Warfighter Support (WS) serves as the OUSD(I)'s principal office for operational support concerning Departmental intelligence and related activities directly supporting the warfighter. DUSD(I), WS develops new intelligence policies, strategies and/or programs to facilitate the agility, precision, speed, and persistence required of intelligence platforms and operational forces. It formulates, coordinates, manages and oversees the fast-track procurement and rapid fielding of ISR capability in support of Combatant Commands (CCMDs).

2.0 Scope/Objective. Ensuring coordination and deconfliction of activities among all stakeholders, DUSD(I), WS engages with CCMDs and theaters, Combat Support Agencies (CSAs), Services, Joint Staff, other elements of the DoD and Intelligence Community (IC), and Congress. DUSD(I), WS presents briefs to these organizations via various venues. As such, DUSD(I), WS requires multimedia specialist(s) knowledgeable of the aforementioned organizations and able to produce error-free, high visibility materials while often working under demanding deadlines. As an integral part of the team, the multimedia specialist must effectively communicate and negotiate with a variety of contributing organizations and be skilled in database management. A general knowledge of ISR programs is desirable. Also desirable is familiarity and skill with Adobe Creative Suite software, digital animation and 3D modeling, web-based technologies and collaboration tools, document and records management processes, scripting languages, and Geographic Information Systems.

3.0 Tasks The contractor shall be directly responsible for ensuring the accuracy, timeliness, and completion of all tasks under this effort, none of which are considered inherently governmental functions as defined in FAR 2.101 or Subpart 7.5.

The contractor will be part of a multi-disciplinary team designing and producing multimedia products as directed by DUSD(I), WS for diverse audiences, including offices throughout DoD and the IC, military Services, CSAs, CCMDs, and various Congressional committees. The contractor will utilize the entire Adobe Creative Suite to successfully create products that meet the individual requirements of each deliverable, including but not limited to strong use of Photoshop, InDesign, Premiere, Soundbooth and Flash. Programming skills should include HTML, XML, KML, CSS, 3D Studio Max, Maya, Javascript, Powerpoint, and ActionScript. In addition, the contractor should have experience in the development of intelligent user interface design, information architecture analysis and development, and a strong concept of database languages and collaborative tools such as wiki creation and maintenance and Sharepoint management. The contractor may also be required to contribute to records/document management needs and provide support to portal development teams. Task performance requires the contractor to possess excellent customer service and oral communication, visual communication techniques, programming techniques and to conduct quality assurance. The contractor shall provide a Senior Media Specialist as the subject matter expert for visual information/graphics support to and primary interface with the DUSD(I), WS organizations and others as directed. As directed by DUSD(I), WS, the contractor shall make available for surge tasking a Media Specialist able to satisfy an increase in visual information/graphics support requirements/demand by these organizations.

3.1 The Senior Media Specialist shall:

3.1.1 Act as the subject matter expert for visual information/graphics support to and primary interface with the DUSD(I), WS organizations.

3.1.2 Provide visual information/graphics support to DUSD(I), WS organizations and other OUSD(I) organizations as directed by DUSD(I), WS.

3.1.3 Develop and maintain databases and web-based portals of various ISR data, input and extract data, and graphically depict required data in a visually understandable format (ie. bar graphs, flow charts, pie charts, timetables, overlays, pictures, etc.). Visually depict data overlays on maps, hardcopy and/or softcopy. Products will be tailored to customer requirements.

3.1.4 Translate complex ISR concepts into graphical displays for inclusion in recurring PowerPoint presentations to various organizations such as Secretary of Defense (SECDEF), Chairman/Vice Chairman of the Joint Chiefs of Staff (C/VCJCS), Service Chiefs/Vice Chiefs, CSAs, CCMDs, International Security Assistance Force (ISAF), U.S. Forces Afghanistan (USFOR-A), other operational commands, Congressional Staffers, Members of Congress, and House/Senate committees, and others as required.

3.1.5 Coordinate with military Services, CSAs, and other outside organizations to produce, prepare, and deliver briefings and other multimedia presentations. This includes travel local and abroad to meetings and conferences to determine, communicate, and effectively deliver the required multimedia support as deemed necessary and/or as directed by DUSD(I), WS.

3.1.6 Delegate and oversee appropriate tasks and provide guidance to the Media Specialist as assigned.

3.2 As needed in case of surge requirements, the Media Specialist shall:

3.2.1 Provide visual information/graphics support to DUSD(I), WS organizations and other OUSD(I) organizations as directed by DUSD(I), WS.

3.2.2 Develop and maintain databases and web-based portals of various ISR data, input and extract data, and graphically depict required data in a visually understandable format (ie. bar graphs, flow charts, pie charts, timetables, overlays, pictures, etc.). 3.2.4 As directed, coordinate with military Services, CSAs, and other outside organizations to produce, prepare, and deliver briefings and other multimedia presentations. This includes travel local and abroad to meetings and conferences to determine, communicate, and deliver the required multimedia support as directed by DUSD(I), WS.

4.0 Reports

4.1 Monthly Status Report. The contractor shall provide a monthly written status report documenting task support, issues, and progress. The report shall detail contractor activities during the reporting month and plans for the following two months. The report shall include a summary of work performed and deliverables completed, current or projected problems and issues and their resolution, an explanation of deviations from the last month's projections, and any recommendations related to the effort.

4.2 Progress Reviews will be performed as directed by the Contracting Officer's Representative (COR) and will generally summarize the status and progress of all activities being performed by the contractor under this task work statement. Progress reviews will take place at those locations requested by the COR. Specific dates for progress reviews will be agreed between the COR and the contractor's Program Manager.

5.0 Deliverables.

6.0 Type of Contract and Period of Performance. This is a Firm Fixed Price order. The period of performance will be a base period of 12 months with two 12-month option years.

7.0 Place of Performance. Work will be performed at the Pentagon, Arlington VA; Crystal City, VA; or other government sites within the National Capital Region. The Government will furnish office space and office equipment. The standard workweek is Monday through Friday, except on Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government-directed facility closings. Actual hours vary from office to office within OUSD(I).

Recognized Holidays: Unless required under the terms of the contract or authorized by the contracting officer, the contractor shall not plan to work at a Government facility on any of the following Government observed legal holidays: New Year’s Day, Labor Day, Martin Luther King Jr.’s Birthday, Columbus Day, President’s Day, Veteran’s Day, Memorial Day, Thanksgiving Day, Independence Day, and Christmas Day.

8.0 Travel/Other Direct Charges (ODC). The contractor shall provide a written request for travel to the COR prior to finalizing any travel arrangements. All travel must be approved by the COR prior to purchase of tickets and commencement of travel. The contractor shall be reimbursed for actual allowable, allocable, and reasonable travel costs incurred during performance of this effort in accordance with FAR 31.205-46 “Travel Costs” .

Requests for approval of costs in excess of maximum per diem rates in accordance with the procedures contained in FAR 31.205-46(a)(3) must be submitted to the Contracting Officer for final approval. Travel may be within the continental United States or outside the continental United States, but will not include travel to designated combat zones. There are no Other Direct Charges anticipated in support of these tasks.

9.0 Security. All tasks must be conducted in full compliance with DoD security regulations. During the period of performance, all contractor personnel will be required to maintain a Top Secret/Sensitive Compartmented Information clearance. The Contractor shall submit the security nomination packages for the personnel assigned to the task order no later than 5 working days after issuance of the task order.

In the event that the necessary security clearances are not adjudicated within the timelines described above, the Government will require the Contractor to develop a work-around plan to meet the requirements of the TWS and submit it to the Contracting Officer for acceptance. In the event that an acceptable plan is not submitted, the Government shall be entitled to an equitable adjustment to the task order.

All contractor personnel will be required to sign a Non-Disclosure Agreement (attached).

10.0 Contractor Quality Control. The contractor shall perform all technical and administrative planning, coordination, analysis and tracking of the diverse activities and disciplines provided by the contractor to meet the requirements of this TWS. The contractor shall manage and control task order resources to assure completion of all tasks within schedule and performance requirements.

11.0 Contracting Officer's Representative (COR). The COR shall be the focal point for all task order administration matters related to performance of this TWS. Only the Contracting Officer can make changes to the task order or this TWS, and any such changes are not effective unless directed in writing by the Contracting Officer.

The initial COR for this task order is LtCol Scott Davis, ODUSD(JCWS)/ISR Task Force, scott.davis@osd.mil.

The contractor will be notified in writing concerning the replacement of the COR for this task order. Subsequent CORs will be appointed in writing and a copy of the appointment letter will be provided to the contractor.
