SECTION SF 30 BLOCK 14 CONTINUATION PAGE

SUMMARY OF CHANGES

SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESTIONS AND ANSWERS

1. Section B CLINs 0001, 1001, 2001, 3001, and 4001 says the Full Time Equivalent (FTE) is based on 1,880 hours. This indicates that the current employees all are earning 3 weeks of vacation. Can you provide the anniversary dates for the current employees?

Answer: FTE is considered 1880 hours per year. This was derived by excluding federal holidays that the government is closed.

2. Page 68, “Instructions to Offerors” (1) a. states the approach shall detail the use of warehouse procedures: the offerors’ logistic system/program. Please clarify what is meant by “offerors logistic system program”. Does this reference the offerors’ logistics application software if one is required for use? The offerors’ SOPs for providing warehouse operations and maintenance management support? Something other that software of SOPs?

Answer: Deleted.

3. Page 68, “Instructions to Offerors” (2), paragraph 3. (2) a. states the overall minimum experience required of the contractor is at least 5 years in management of warehouse operations and logistics. With regards to the “contractor”, does this requirement apply to company or the project manager? If it applies to the company, can major subcontractor experience satisfy this requirement?

4.

Answer: The five year experience is to the company.

5. Page 78, FAR Clause 52.222-17, Non-displacement of Qualified Workers, is not incorporated into the solicitation. However, on page 79, (e) (iii) requires subcontractor flow down of FAR Clause 52.222-17, Non-displacement of Qualified Workers. Should the block on page 78 for FAR Clause 52.222-17, Non-displacement of Qualified Workers be checked?

Answer: It is checked.

6. Page 85, 1.2 Background, states that warehouse personnel processes, refurbish, store, arrange, and track transportation of the property. Page 98, 5.2.5 states the Warehouse

Specialist work includes identifying material that requires repair/refurbishment and directing its disposition accordingly. Please confirm no warehouse personnel under this contract will be required to perform actual refurbishment and/or repair of HAP EP materials.

Answer: Refurbishing is done by the Machinery Maintenance Mechanic. The warehouse specialist identifies material that requires repair/refurbishment.

7. There are references for resumes in the solicitation. Are these resumes required for the key personnel or for the entire staff?

Answer: Resumes are required for the entire staff.

8. Given the nature of the “sanitized” hard copies, how will the contractor identify itself?

Answer: One copy shall be UN sanitized.

9. Please review ITEM #’s 0001AR, 3001AR and 4001AR as the unit of measure is “months” and it appears that should be “hours” Answer: It is hours and correction has been made.

10. Section 52-217-9 indicates that the contract with extensions cannot exceed 42 months. This is inconsistent with a base plus 4 option years and a 6 month extension. (66 mos.).

Answer: It will not exceed 60 months. Correction has been made.

11. The 3 Key personnel are:

Project Site Manager

Project Supervisor

Office Mgr/ Systems Analyst Then there is mention of a Program Manager as well as an alternate

PM. Are any of the above Key personnel intended to be the PM or the alternate?

Answer: Yes. Project Site Manager is the Program Manager.

It is our understanding that FAR Clause 52.222-17 (Nondisplacement of Qualified Workers) must be included for:

(1) service contracts, as defined at 22.001, (2) that succeed contracts for performance of the same or similar work at the same location and (3) that are not exempted by 22.1203-2 or waived in accordance with 22.1203-3.

Has the government sought and received an exemption of this FAR Clause under

22.1203-2, or waived in accordance with 22.1203-3?

Answer: Question is not clear.

12. If it is determined that the solicitation must include FAR Clause 52.222-17

(Nondisplacement of Qualified Workers) as mentioned in Q1 above, the incoming contractor MUST make bona fide employment offers to all qualified service workers. As such, a new contractor cannot provide resumes for the SCA positions as they are currently incumbent employees. This requirement, in our view, establishes an unfair competitive advantage to the incumbent contractor over all other small businesses.

Can the government change the resume requirement to only apply to those employees not covered by FAR Clause 52.222-17?

Answer: No.

13. The evaluation criteria for Factor 1: Technical Capability: Sub-factor 1A: Relevant

Technical Experience and Education requires very specific experience with the

Humanitarian Assistance Program Excess Property Program and its systems. These criteria would result in only the incumbent contractor being evaluated as technically acceptable, and establishes an unfair competitive advantage to the incumbent over all other small businesses. However, in light of the above mentioned FAR Clause 52.222-17, all current incumbent service employees are obligated to receive bona fide employment offers, and thus, maintain skill and experience continuity. Offerors should be able to propose personnel with relevant and comparable DoD logistics experience without being evaluated negatively.

Would the government consider changing its evaluation criteria to include logistics and management/supervisory experience of similar scope outside of the

HAP-EP program?

Answer: Changes has been incorporated to include experience in similar program.

14. Given best business practices and the requirements of FAR clause 52.222-17, Non-displacement of Qualified Workers, requiring the nondisplacement of qualified incumbent employees, it would be both our obligation and intent to offer qualified incumbents their positions on the contract. As employees of another company the incumbents are, at best, reluctant to provide their resumes to other companies. This provides a distinct advantage to the incumbent company. Request the requirement for resumes be eliminated from the proposal/evaluation process accepting the intent to comply with the FAR as sufficient for evaluation purposes. Upon award the awardee would have to present resumes of the incumbents or others to the government to validate compliance with the requirements.

Answer: Contractor shall submit resumes as requested in order to make sure the government evaluate qualified and available personnel at the time of the award.

15. Issue 1. Contractor / Offeror past Performance Requirement.

Reference. Solicitation Instructions (page 69) under "Volume II Factor 2 Past

Performance" section A states, "The offeror shall provide a minimum of three (3) references relevant to its past performance and its major subcontractor's past performance in providing similar services under either existing or prior contracts for the last 5 years.

Given that (1) the Project Manager must have 5 years of experience managing similar requirements (iaw PWS 1.11) and (2) the contractor company's 3 qualifying relevant and recent (within 3 years) reference contracts clearly demonstrate qualifying small business experience within the scope of a 10 FTE warehouse requirement, will the Government please clarify what past performance the contractor must have to meet the solicitation's acceptability standards?

Answer: Please refer to 52.212-1, Volume II Factor 2 Past performance.

16. The page 68 of the RFP references a requirement to submit resumes as part of the Volume

I. Are bidders required to provide resumes for key personnel only or for all personnel?

Answer: All personnel.

17. Is there an incumbent on this effort, and if so, are they eligible to compete?

Answer: Yes. Alutiiq Diversified Service, LLC.

18. Can you clarify what resumes are required? All positions or just the key positions identified in 1.6.11? Are resumes required for each position - or only key positions?

Answer: All position.

19. Would the Government consider limiting this resume requirement to only the 3 FTE Key

Personnel outlined in PWS 1.6.11?

Answer: No

20. Reference. PWS section 5.5.1.2.2: "Contractor losing their security clearance will result in the loss of access to classified material and/or loss of access to the facility. See Section

1.3.10 for specific codes requiring a Secret Clearance." PWS section 5.5.1.2.6:

"Dependent upon future program requirements, the warehouse may require secret clearances to support contract tasks. Currently there are no positions requiring a secret clearance. The contractor will be permitted adequate time to obtain clearance." PWS section 5.5.1.3: "Dependent upon program requirements, the HAP EP may require positions with a secret clearance. Currently there are no positions that require a secret clearance. The contractor will be permitted adequate time to obtain clearance. The contractor is responsible for obtaining all clearances and paying all costs for clearances."

Question 3A. Will the Government clarify which positions, if any, require security clearance upon the start of the contract?

Answer: No secret clearance is required. However, each Contractor employee under the resultant contract shall have a favorably completed National Agency Check

Investigation (NACI). The statement on PWS section 5.5.1.2.2-6, and 5.5.1.3 is modified.

21. Reference. PWS section 1.6.11 Will the Government confirm that the Program Manager position listed on page 92 corresponds with the Project Site Manager position listed throughout the solicitation?

Answer: Yes.

22. Will the Government confirm that the Engineering Technician IV listed on page 115 corresponds with the Industrial Machinery Mechanic and Maintenance Specialist position listed throughout the solicitation?

Answer: It is corrected to read Machinery Maintenance Mechanic.

23. Is the referenced contract a current requirement? If so, who is the current contractor and what was the previous award amount (base and all options)?

Answer: It is not available for release.

a. Will there be any workload data provided?

Answer: No. It is the government estimate that the requirement can be accomplished by the number of positions requested in this solicitation.

b. Are the labor categories provided mandatory?

c. Are the numbers of each labor category mandatory?

d. Is there an incumbent on this effort, and if so, are they eligible to compete?

24. Page 69 of 117 - Volume II Factor 2 Past Performance Does the government require two separate lists of contracts or is providing 3 references relevant to past performance the requirement? Also, is the time requirement 5 years or 3 years?

Answer: Yes. A. The offeror shall provide a minimum of three (3) references relevant to its past performance and its major subcontractor’s past performance in providing similar services under either existing or prior contracts for the last 5 years. The offeror shall have its references complete the Past Performance Questionnaire (PPQ) (Attached) and have the references submit the completed PPQ directly to Ali Beshir, Defense Security Cooperation

Agency (DSCA) 201 12th Street, South, Ste 116, Arlington, VA 22202 by the closing date of this solicitation. Fax copies of the PPQ are acceptable and should be faxed to 703-601-2451.

B. The offeror shall provide a list of no more than three (3) contracts completed within the past three years, which clearly demonstrates the offeror’s performance relevant to the requirements and all contracts and subcontracts currently in process. Contracts listed may include those entered into by the Federal Government, state and local government agencies and commercial customers. (Please refer to 52.212-1, Volume II Factor 2 Past performance)

25. May offerors use an alternate staffing approach?

Answer. No.

26. Are resumes required for the entire team or just key personnel?

Answer: Yes. Resumes required for the entire team.

27. Since the requirement that nearly all candidates have previous experience on the HAP-EP program greatly limits the ability of non-incumbent teams to compete on this opportunity, will the Government remove that requirement for the non-key positions?

Answer: Please refer to the PWS. Changes are incorporated to include experience in similar program.

28. The Performance Requirements summary indicates that the Office Manager/Systems

Analyst will "troubleshoot hardware, software and connectivity problems including user interface and component configuration". Is this meant to convey a requirement for information technology skills beyond those listed in 1.6.9.1 Labor Category Standards?

Answer: No. Office Manager / System Analyst is deleted from the requirement.

29. Technical Capability requires the Office Manager/Systems Analyst to have experience with "video camera equipment and educational simulator software and equipment", yet there are no tasks related to these skills listed in PWS 5.2 Specific Tasks. Please explain how this equipment and system will be used.

Answer: Office Manager / System Analyst is deleted from the requirement

30. Based upon a comparison of the PWS to the incumbent contractor PWS, the requirement for personnel has shrunk to 10 people, yet there are still three key personnel and two supervisors required.

Will contractors who bid solutions that provide an efficient and innovative approach be evaluated negatively if that approach differs from the government estimate number of FTEs/hours?

Answer: The contractor shall complete the solicitation as instructed.

31. Precise workload data is needed to provide accurate and responsible firm fixed price proposals.

Can the government provide workload data for the PWS, along with an explanation of the expected changes in workload due to the potential relocation of the Livorno and Okinawa locations?

Answer: No.

32. At the site visit, it was clear that workload is not steady throughout the year.

Can the government provide historical workload data broken down by month and day of the week? In addition, can the government provide forecasted workload by month, or at least a forecast of known projects?

33. Can the government provide a detailed list of Material Handling Equipment, safety equipment, and tools that is provided as government equipment?

Answer: No.

34. If there is government provided equipment, is the government responsible for maintenance and replacement of tools and equipment?

35. If there are no tools/equipment provided as government provided equipment, can the government provide details of what is expected to be provided by the offeror?

Answer: Please refer to the PWS section 3 and 4.

36. Are there expected ODC costs (e.g. tools, forklifts, consumables etc.) that the contractor is expected to incur?

37. If there are expected OCD costs, can the government provide an ODC cost CLIN or an estimated cost for contractors to use as a plug number for ODCs?

38. What is the transition period for this effort for transitioning personnel, clearances, performing property inventories, etc.?

Answer: TBD

39. Is OCONUS travel and thus passports required of any positions?

Answer: No, Not at this time.

40. If OCONUS travel is required, which positions are expected to travel OCONUS?

Answer: No. Not at this time.

41. Will the government change the solicitation instructions to allow offerors to submit proposal documentation via email?

Answer: No.

42. What does DBO-CON stand for and what does it have to do with evaluating proposed pricing?

Answer: DBO-CON stands for Division of Business Operation Contracting. Contracting Office will review pricing.

43. Clause 52.271-9 Option to extend the term of the contract (MAR 2000), paragraph (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed 42 months.

Answer: It is corrected to read to 60 months.

44. Should Good Friday be a recognized Holiday?

Answer: No.

45. Is a facility clearance required? If so, what level?

Answer: No. No secret clearance is required. However, each Contractor employee under the resultant contract shall have a favorably completed National Agency Check Investigation (NACI).

46. “The contractor will be responsible for funding the NACI investigation.” We cannot meet this requirement. eQIP, which is a government system, prevents us from initiating a NACI.

Answer: It is contractor’s responsibility that personnel are favorably completed National

Agency Check Investigation (NACI).

47. Page 71 of 117, Factor 1: Technical Capability: Sub-Factor 1A: Relevant Technical

Expertise and Education: (b) The contractor quote must provide for technically qualified personnel to perform the work specified in the PWS......resumes of propose contract employees must reflect experience directly related to the task and functions as noted below:...Project Site Manager, Project Supervisor, Supply Technician, Warehouse

Specialist (Lead), Material Expediter, Industrial Machinery Mechanic and Maintenance

Specialist, and Transportation Specialist must all have one year or more experience

/knowledge working with the Humanitarian Assistance Program Excess Property (HAP-

EP) or working with Humanitarian Assistance Property. Can other property accountability programs/experience be substituted if similar to HAP-EP?

Answer: Other similar program can be substituted.

48. Is there a requirement to include certs and reps in Vol III?

49. This is a GFP/ GFE contract per part 3 of the solicitation. However per part 4 the contractor may need to provide some GFP/ GFE.

50. Do the employees have first rights of refusal?

51. Is there an incumbent contractor(s) supporting a part of the whole of these requirements for HAP-EP? If so, who is the incumbent(s)?

Answer: Alutiiq Diversified Services, LLC.

52. The Resume requirements require resumes for positions shown with the levels of experience with OHAISIS and HAP-EP, respectively. At the experience levels required with those specific elements, it is a limitation to competition because only an incumbent contractor would be able to provide resumes meeting the specific requirements. Is it possible to provide perhaps two 'key personnel' resumes and then address the remainder in terms of required skill set? Being wage determination, within the transition plan it is the requirement to show effort to not displace incumbent employees by offering first right of refusal to those, per presidential order.

Answer: Please note that similar program to HAP-EP and OHAISIS can be accepted.

53. We noted the Government provided Overtime (OT) SubCLINs for all labor categories.

Are Offerors authorized to bid Overtime (OT) rates for this labor classification IAW their corporate policies for compensated and uncompensated Overtime (OT)?

Answer: Offeror shall submit a rate as requested.

Answer: Resumes are required.

55. For clarification purposes, can we provide contracts that are currently on-going or must they be completed?

Answer: Currently and on-going within the last 5 years.

56. Will the Government consider incorporating the latest wage determination Rev. No. 17 dated 7/8/2015.

Answer: Yes.

57. Would the Government re-consider putting G&A on all the travel costs since this is part of our accounting practices?

Answer: No.

58. Would the Government provide a contractor furnished equipment list with the exact specifications and when must it be provided? The Government stated that they were providing equipment too.

59. Will the base do repairs on the contractor furnished equipment?

60. Does the Government want the offeror/contractor to input the travel number $5,000 in all of the travel CLINs?

61. During the site visit it appeared that the Government may now require contractor-furnished equipment. Will the Government provide a listing of the required contractor-furnished equipment? Will the Government provide a two week extension in light of this new requirement? This will allow time to gather competitive quotes from equipment vendors once we are aware of the all requirements, i.e.; quantity, type, maintenance support, etc.

62. Was attending the site visit a requirement in order to bid on this contract?

63. Are the 10 FTE's, the only employees needed for this solicitation?

64. Under Section 1.6.18.1 Reporting - could we get a sample report based on historic data from the previous year stating the cost current contractor had for all labor and travel?

65. Under Section 5.4 Travel - Will the entire contractor staff be required to travel or only certain members? Can you please indicate the percentage of travel time per calendar year?

Answer: No. Not at this time.

66. Will the winning contractor have enough time after contract award to get security clearance for all staff members?

Answer: No secret clearance is required. However, each Contractor employee under the resultant contract shall have a favorably completed National Agency Check Investigation

(NACI).

67. Instructions to Offerors page 68 states “Resumes shall include the proposed employees level of education; work experience, as it pertains to each minimum acceptability standard found under each labor category and knowledge of OHAISIS and HAP-EP, where applicable.” Please confirm that resumes are required only for the positions listed as Key

Personnel on Page 91 of RFP (Project Site Manager, Project Supervisor, Office

Manager/Systems Analyst, and Program Manager).

Answer: Resumes are required for all positons.

68. Please confirm the total number of resumes required at the submission of proposals.

Answer: Please refer to the revised PWS.

69. The minimum personnel requirements listed under the Evaluation Factors beginning on

Page 71 list a number of elements that can only be satisfied by the incumbent contractor.

For example, most positions list 1–3 years of required experience on the HAP-EP program. Please confirm that prospective bidders can propose to retain incumbent staff in their solution as opposed to providing resumes of lesser qualified individuals.

Answer: Resumes are required for all positons.

70. Given the need to solicit incumbent staff to meet minimum personnel requirements, this approach may pose challenges to obtaining resumes for those individuals currently working on the program. Can an offeror submit a bid without these resumes but still meet the requirements of the bid through proposing the use of incumbent staff?

Answer: Resumes are required and must be submitted for all positons.

71. The geographic requirement for performing work on the contract severely limits the scope of prospective employees meeting the OHASIS and HAP experience requirements and places further weight on the incumbent staff of the program. Can a prospective bidder provide the resume of a Program Manager with OHASIS and HAP experience and a plan to retain incumbent staff be considered acceptable or would resumes of incumbent staff we plan to retain be required to submit an acceptable proposal?

Answer: Resumes are required and must be submitted for all positons.

72. Please confirm whether a CLIN and a resume is required for the Program Manager position described on Page 92.

Answer: The program Manger is the Project Site Manager.

73. Even if only key personnel resumes are required, the highly specific evaluation criteria and minimum requirements for these personnel make filling this position for any non-incumbent bidder extremely difficult. Would DSCA accept a solution without resumes that leverages effective staffing solutions for retaining incumbent staff?

Answers: Resumes are required and must be submitted for all positons.

74. Can contractor experience with OHASIS and the Humanitarian Assistance Program substitute for individual personnel experience?

Answer: Similar application program and experience can be substituted.

75. Given that we are required by law to offer the incumbent SCA staff first right of refusal for any job offer related to their current position they are qualified for and it is unlikely we will actually extend job offers to any of the candidates submitted in our proposals for these

SCA positions, does DSCA intend to evaluate the resumes provided in the proposals as back-up candidates or will acceptability be determined solely based on the resumes provided regardless of the fact that these candidates will only be offered the position in the event that an incumbent candidate refuses the offer?

Answer: Offeror shall submit resumes as requested.

76. Given that we are required by law to offer the incumbent SCA staff first right of refusal, can bidders satisfy the RFP requirement by proposing to staff these positions with those incumbent staff, and therefore not include a resume?

Answer: Offeror shall submit resumes as requested.

77. Will the government furnish computer equipment and office supplies (computers, monitors, keyboards, printers, paper, ink, etc.)?

78. If the contractor is required to provide computer equipment and office supplies for the performance of this requirement will the government provide historical quantities required for the purpose of preparing a fixed price quotation?

Answer: It is the government’s best estimate that the work will be performed by the requested positions.

79. Will the government furnish consumable packaging materials (packaging materials, tape, binding materials, crates, pallets, etc)?

80. If the contractor is required to provide consumable packaging materials for the

81. Will the government furnish tools and equipment (forklifts, hand trucks, etc.)?

82. If the contractor is required to furnish tools and equipment will the government provide historical quantities required for the purpose of preparing a fixed price quotation?

83. If the contractor is required to provide forklifts, will a third party vendor be able to access the forklift at the warehouse site for preventative maintenance and repairs?

84. If the contractor is required to provide forklifts, will a third party supplier of fuel canisters be able to access the site to deliver canisters of fuel?

85. If the government is providing gas powered forklifts, will the government also provide fuel for the forklift?

86. On average, how often does the Warehouse Specialist identify a property that requires repairs or refurbishments?

Answer: This information is not available.

87. What is the protocol for disposition of property in need of repairs or refurbishments?

88. For the purpose of preparing a fixed price quotation for this requirement, please provide historical workload data or estimated future workload data for this requirement.

89. Pages 72, 90, and 98 of the Performance Work Statement state that the “Industrial

Machinery Mechanic and Maintenance Specialist” “…shall examine machines and mechanical equipment, primarily generators, but also vehicles, to diagnose operability, serviceability and the source of the trouble”; however, page 115 of the Performance

Requirements Summary lists these same responsibilities under a position called

“Engineering Technician IV.” Please confirm that the Industrial Machinery Mechanic and

Maintenance Specialist and Engineering Technician IV are one and the same.

Answer: Corrected to read Machinery Maintenance Mechanic.

90. Please explain the standards by which materials are accepted as donations and the frequency of deteriorated/damaged goods received.

Answer: This information is not available.

91. Will a formal process for repair and refurbishment be provided?

92. Will the government extend the due date for proposals?

Answer: Yes. It is extended.

93. Reference PWS page 95 Section 3.2, is the contractor required to provide material handling equipment such as forklifts?

94. Reference PWS pages 71-73, each position requires a minimum of 1 year experience/knowledge of working with the Humanitarian Assistance Excess Property

(HAP-EP). This requirement is unduly restrictive, severely restricts competition and provides undue competitive advantage to the incumbent. Will the government remove these requirements from each position description?
