1. Contracting Agency: WHS Acquisition Directorate
2. Requiring Agency: The Defense Technical Information Center is the premier repository for research and engineering information for the United States Department of Defense. The general public can access unclassified, unlimited information, including many full-text downloadable documents, through the public Web site, DTIC online.
3. Description of the Action: This document shall provide the basis for restricting consideration to an item peculiar to one manufacturer, per 13.106-1(b) for the procurement of the renewal of DTIC’s Annual Maintenance for its Network Appliance HW/SW. It is necessary that the Annual Maintenance and Software Support for this requirement be continued for 2015. DTIC’s mission requirement depends heavily upon continued maintenance of this equipment on a timely and on-going basis. 4. Brand Name Justification:
The proposed source is Net App or one of their resellers with a GSA Schedule. Net App product support is the only maintenance support that can satisfy the Government’s requirements. No other product support can meet the requirement without potentially impacting the need for the diagnostic tools required for the System Administrators to provide timely equipment repair and access to phone software support through NetApp authorized resellers. The proper maintenance and support of this equipment is extremely important to DTIC’s continuing mission requirements and to protect Agency’s vast number of systems from failure. No other service support can meet the requirement without potentially impacting continuous operation of the services this solution provides. Net App is the only company that manufactures this software.
The Network Administration Division at DTIC views the end benefit of this software as an essential tool to manage the numerous log files used to report on network activity and to head off potential violations of system access. The Network Appliance software is expected to save DTIC Administrators many hours of troubleshooting network problems each week. No other product support can meet the requirement. Not having a reliable log event and correlation management tool increases the probability of vulnerabilities in DTIC applications. Exploitation of vulnerabilities could lead to denial of service, data loss, proliferation of data, unauthorized access, or other attacks which could result in loss of accreditation and DTIC’s reputation.
5. Estimated Total: $356,859.16
6. Conclusion: Other products may be able to support the current environment but have not been tested for vulnerabilities. Exploitations of vulnerabilities could lead to denial of service, loss of data, proliferation of data, unauthorized access, or other attacks which would result in a loss of accreditation and DTIC’s reputation.
