RECOVERY – THIS NOTICE IS PROVIDED FOR INFORMATION PURPOSES ONLY.

THIS OPPORTUNITY IS AVAILABLE ONLY UNDER AN EXISTING INDEFINITE

DELIVERY INDEFINITE QUANTITY (IDIQ) TO GILBANE BUILDING COMPANY

(HHSN263999900408I).

This task order will be awarded in accordance with the American Recovery and Reinvestment Act (ARRA) of 2009 and will be awarded using ARRA funds.

BACKGROUND

NIH Building 10 ACRF – Laboratory HVAC Upgrade

The National Institutes of Health (NIH), Bethesda campus is home to several large clinical and research facilities that are an essential and integral part of supporting its core mission.

Located on this campus is Building 10, a complex of buildings that has been considered to be one of the largest and most important biomedical research facilities in the world. Within this complex is the Ambulatory Care Research Facility (ACRF). Built in 1980, the ACRF Tower is a 15 story building with 2 sub-basement levels. The ACRF Tower is in need of substantial renovation of its core environmental support systems. Specifically, the Tower has experienced a significant loss (as much as 20%) of air flow in its supply and exhaust air systems.

NIH retained the firm of EBA Ernest Bland Associates, P.C. and its consultants, AEI Affiliated Engineers and Alpha Corporation, to develop a 35% Bridging Document design package. The design concept developed in the bridging document dated July 26, 2006, is to replace all existing built-up air handling units and associated major exhaust fans. The area of work is primarily on the 14th floor, 15th floor and roof level of the ACRF Tower, to which access for equipment delivery is very limited. Throughout the construction duration, it will be critical that appropriate precautions be taken to protect building systems and occupants and not disrupt research and clinical functions.

WORK DESCRIPTION

The work involves design, construction and commissioning of the replacement air handling units for the laboratories in Building 10 ACRF Tower.

1. Mechanical

a) Replace three (3) existing built-up air-handling units (AHUs) serving laboratories in a manner that maintains operation of the building with minimum disruption. These AHUs are located on the 14th floor Mechanical Room, to which access is limited.

b) The replacement of AHUs must allow the supply air system to remain in operation.

One possibility to facilitate this is to upgrade one of the auxiliary AHU-5 A & B as only one is currently needed to fulfill the make-up air requirements. Chilled water will be extended from the mains to this unit. The unit could then be used to substitute for another unit via the extension of ductwork and the unit replaced; and so on. Spare capacity must be provided per 2008 NIH Design Requirements Manual (DRM).

c) All piping, ductwork and temperature controls and BAS work related to AHU replacement.

NIH Office of Research Facilities Page 2 of 5

d) Repair/resealing of duct leaks in the supply ducts in the penthouse and replacement of supply ductwork as required for the installation of the air handling units.

e) Providing three (3) variable frequency drives (VFDs) for the three laboratory air handling units.

f) Heat recovery systems for the AHU pre-heat coils.

2. Electrical

Power to existing mechanical equipment scheduled for demolition will be disconnected and removed back to source. Existing breakers may be reused and new wiring run to new equipment. If breakers are undersized, new breakers will be required and new wiring runs. If panel capacity is unavailable, secondary lines will be required to be tapped and new panels set. Spare capacity must be provided and wiring must be installed per NIH DRM. Lighting must be removed when in conflict with new or demolished equipment and relocated or new provided to illuminate the space per guidelines.

3. Plumbing

Floor drains may be relocated as required to serve HVAC system modifications.

Drains must be sized, trapped, vented, and electrically primed in accordance with NIH DRM. Drain receptors must be appropriately located outside of pressurized plenum spaces (positive or negative). Make-up water to serve HVAC equipment must be connected to existing mechanical water piping systems, and isolated with appropriate RPZ-type backflow protection where such is not already provided. Piping materials must be in conformance with NIH DRM.

4. Fire Protection

Fire sprinklers may be required to be relocated to serve room/ equipment modifications and new sprinklers may be required in accordance with NFPA-13 and DRM requirements with regards to temperature classification, response type, and location.

5. Hazardous Material Abatement

Provide asbestos and lead sampling, testing, and abatement, as necessary to perform the work.

6. Responsibility

The contractor shall comply with all requirements of the standard NIH facility design and construction contract as supplemented by this Statement of Work and its attachments. The contractor must coordinate its work with other works being executed by the contractors NIH hired to work in the ACRF Tower. Such coordination shall include, but not be limited to, written notices to others when required so as to implement proper coordination of the work of all contractors on the project and to safeguard the maintaining of the construction time schedule sequence.

SCOPE OF SERVICES

Independently, and not as agent of the Government, the design-build contractor shall acquire the services of an Architect-Engineer (A/E) in addition to all other trades and sub-contractors to design, construct and commission the Project. When the term A/E is used, it refers to the Design-Build Contractor who will be responsible for design work at all stages of this contract, and shall provide signed and sealed A/E design. The contractor shall provide all required services to accomplish this project in accordance with schedule and budget. Services to be provided by the contractor include, but are not limited to, the planning, scheduling, management, coordination, administration and execution of this project.

1. Design and Post-Design Services

The contractor shall provide design and post-design services throughout the entire contract period:

a) Based on the 35% Bridging Documents, the contractor shall advance the design to

100% Construction Documents (CD) relating to all relevant disciplines. The drawing format shall be the latest version of AUTOCAD and all drawings shall be drawn and created using the latest version of Autodesk products. The design deliverables are as follows:

• 65% drawings & specifications – ten (10) full size and two (2) one-half size drawings; twelve hard copies of specifications; and two (2) electronic copies of drawings and specifications;

• 95% drawings & specifications – ten (10) full size and two (2) one-half size drawings; twelve hard copies of specifications; and two (2) electronic copies of drawings and specifications;

• 100% drawings & specifications – ten (10) full size and two (2) one-half size drawings; twelve hard copies of specifications; and two (2) electronic copies of drawings and specifications;

b) The Construction Documents shall incorporate the latest version of Division 01 of

NIH’s Master Specifications.

c) The contractor shall attend, interact, and coordinate all meetings required and scheduled by the Project Officer in association with the design deliverables or for the accomplishment of the deliverables. The contractor shall deliver each of progress submissions to NIH reviewers whose addresses will be supplied by Project Officer.

a) The contractor shall provide post-design services including, but not limited to:

i. Reviewing and providing responses to Submittals and RFIs

ii. Issuing Architectural Supplemental Information (ASI) for changes

iii. Participating in the HVAC system commissioning

iv. Reviewing O&Ms and final balancing reports

v. Updating the electronic Auto CAD files and providing as-built drawing files at milestones throughout construction period for verification of accuracy and quality of as-built drawing files, such that at the time of delivery and prior to final payment, the electronic drawing files shall reflect the Record As-Built conditions.
